BACKGROUND
IUCN Bangladesh Country Office provides technical support to the Community Based Sustainable Management of Tanguar Haor Project of the Ministry of Environment and Forest, Bangladesh. The third phase of the project starts from July 2012 with financial support of the development partner, Swiss Agency for Development and Cooperation (SDC), Dhaka.

The project goal is “A Co-management system for the Tanguar Haor Ramsar site is in place and effectively functioning that conserves ecosystem values and services and significantly improves livelihoods of rural communities”.

The position will support in preparation of various documents under the respective thematic area by providing relevant technical inputs. S/He will contribute in producing deliverable in a timely fashion with highest quality standards. The position is based in Sunamganj, Bangladesh.
JOB DESCRIPTION
As a Team Member of the Project Support Management Unit, the Thematic Coordinator will have following responsibilities:
• Assist in implementing Community-Based Sustainable Management of Tanguar Haor (CBSMTH) Project as Ecosystem Improvement and Governance specialist.
• Lead in managing the CBSMTH Project particularly the thematic area of resource management, sharing and governance, sustainable harvesting, restoration, flow of ecosystem services, community based management and institution development for sustainable management of Tanguar Haor, and be responsible for achieving respective outputs.
• Establish baseline as per the project design and lead in periodic reporting of the same.
• Lead and support in assessment for sustaining ecosystem and its services, habitat restoration activities, conservation and habitat improvement of other targeted species
• Zoning of Common Property Resources (Tanguar Haor for resource sharing; TH boundary delineation)
• Facilitate establishment of community-based participatory monitoring of TH ecosystem
• Assist and support action research on maximum sustainable yield on fish, reed and forest.
• Mobilize community and THMC for agreement in resource sharing modalities
• Link resource management as sustainable livelihood options
• Assist and support studies on identifying network of hydrological gauge needed to measure water inflow and outflow
• Lead consultation with THMC and communities on community based monitoring of water level and establishment of the same.
• Improve community capacity in reducing disaster risks
• Identify strengths, weaknesses, risks and opportunities during the implementation from the perspective of community-management, Ramsar wise-use principle, sustainability and institutional arrangements, and provide assistance to Project Manager and other coordinators in developing capacity of the CBOs.
• Support partner NGOs in capacity development of the CBOs, federations and civil society organisation.
• Assist in the preparation of quarterly work plan and implementation of the same Be responsible for periodic reporting to Project Manager and Dhaka office on work progress
• Provide Professional input in projects as assigned by Project Manager from time to time.
REQUIREMENTS
  • - A master degree in natural resource management, botany, forestry, fishery, agriculture, aquatic resource development and brings to this position at least 8 years of experiences in natural resource management.

• - S/He has demonstrated experience in the fields of natural resource management, and community mobilization and establishing rights.

• - S/He has proven track record on wetland and/or fisheries management and conservation and has knowledge in current status and trend in development sector of Bangladesh.
