BACKGROUND
IUCN Bangladesh Country Office provides technical support to the Community Based Sustainable Management of Tanguar Haor Project of the Ministry of Environment and Forest, Bangladesh. The third phase of the project starts from July 2012 with financial support of the development partner, Swiss Agency for Development and Cooperation (SDC), Dhaka.

The project goal is “A Co-management system for the Tanguar Haor Ramsar site is in place and effectively functioning that conserves ecosystem values and services and significantly improves livelihoods of rural communities”.

Maintaining close working relationship with the Policy and Institutional Support Coordinator, the Project Manager will play vital role in managing and ensuring the project activities at the Sunamganj project office as well as Tahirpur field office of the project. S/he directs and coordinates activities of other project staff to ensure timely delivery of various outputs, and seek guidance from the Policy and Institutional Support Coordinator on matters affecting project operation. The position is based in Sunamganj, Bangladesh.
JOB DESCRIPTION
Specific Duties and Responsibilities:

The incumbent will provide full time services based in Project Office and field in Sunamgonj with partial time in Dhaka.
• The incumbent will be responsible for overall field implementation of the project activities in close association and guidance of Policy and Institutional Support Coordinator.
• He will lead PSMU for ensuring the timely execution and delivery of all aspects at the highest standard and manage project budget.
• Assume full responsibility for and manage effectively and efficiently all project activities and resources (human, financial, physical / material assets, etc) in order to meet expected results by PSMU and partner organizations.
• Supervise, guide and assist thematic coordinators, associated project staffs, and PNGOs in achieving their outputs
• Develop annual activity and procurement work plans as well as budgets based on expected year-end outputs; ensure close monitoring of activities and expenditures.
• Procure materials, goods and services as per donor/government/IUCN standard as the case may be.
• Maintain close liaison with district administration, other relevant government agencies and partner organizations for smooth implementation of project activities as and when necessary as substitute of the Policy and Institutional Support Coordinator.
• Lead the detailed project planning at ground level.
• Track the date lines and accordingly implementations of activities
• Guide PNGOs in planning and executing assigned activities.
• Lead monitoring and evaluation of PNGOs activities.
• Extend support to project experts in performing their assignments.
• Lead in documentation of project activities as take place in the field.
• Support & assist Policy and Institutional Coordinator in preparation of progress reports, annual reports, and activity reports.
• Supervise the process of information collection from different sources
• Provide managerial, policy and technical support to the project
• Participate in project coordination involving all stakeholders (IUCN, SDC, MoEF, IC and PNGOs).
• Organize THMC meetings and represent IUCN in those meetings
• Represent IUCN and Tanguar haor project in the Sunamganj coordination platform.
• Over all responsibilities of organizing the consultations and workshops
• Ensure that relevant information is communicated laterally and vertically and externally as appropriate.
• Take guidance from Policy and Institutional Support Coordinator on project implementation and other policy issues.
• Any other task that may be assigned by the Country Representative and Programme Coordinator, IUCNB from time to time with respect to Tanguar Haor project.
REQUIREMENTS
  • - A master degree in natural resource management or related fields and brings to this position more than 15 years of professional experience and demonstrated track in the natural resource sector of Bangladesh and at least 8 years in senior management position.

• - Has demonstrated experience in the fields of natural resource management, social mobilization, organization development, human rights, socio-economic development and community mobilization establishing rights, claiming services from the state, governance, monitoring and evaluation.

• - Has demonstrated and shown considerable experiences in local, regional or national governance mechanisms and shown track record of maintaining liaisons with donor & governmental organizations, and multi-stakeholders.

• - Has vast knowledge on policies and strategies relevant to the natural resource management.
