BACKGROUND
IUCN Bangladesh Country Office provides technical support to the Community Based Sustainable Management of Tanguar Haor Project of the Ministry of Environment and Forest, Bangladesh. The third phase of the project starts from July 2012 with financial support of the development partner, Swiss Agency for Development and Cooperation (SDC), Dhaka.

The project goal is “A Co-management system for the Tanguar Haor Ramsar site is in place and effectively functioning that conserves ecosystem values and services and significantly improves livelihoods of rural communities”.

The position is responsible for developing reports, proposals and plan of action, strategies, and all other aspects of the project. S/He will work and coordinate effectively with a wide variety of stakeholders and build mutual relationships. The position is based in Sunamganj, Bangladesh.
JOB DESCRIPTION
As a Team Member of the Project Support Management Unit, the Thematic Coordinator will have following responsibilities:

• Lead in managing the CBSMTH Project particularly the thematic area of community mobilization, institutional development, capacity building, strengthening of CBOs of the project and be responsible for achieving outputs.
• Review the project document, budgetary provision, log frame for OVIs, data source, MOVs and risks/assumptions
• Establish baseline with respect to Co-management institutional strengthening, capacity enhancement for management as per the project design and lead in periodic reporting of the same.
• Establish institutional monitoring program and carry out regular reporting.
• Lead community mobilization activities and supervise activities of respective PNGO in 81 villages
• Facilitate representation of women and disadvantaged HHs in the co-management structure and assist in raising their issues and concerns
• Ensure and support for effective functioning of the co-management structures and providing assistance to communities
• Facilitate effective operation of community enforcing and guarding
• Continue support for ensuring legal base of the CBOs to facilitating governance mechanisms of TH community organization.
• Carry out TNA and design skill and capacity development program and provide training as resource person
• Establish community-led monitoring and evaluation of organization (VCCs and UCCs) and support functioning of the same.
• Facilitate election for VCC, UCC and CCC and carry out relevant preparatory activities
• Facilitate election on vacant positions in the VCC, UCC and CCC
• Facilitate formation and functionality of different bodies (civil society, wetland networks) to support co-management of TH and TH management plan
• Assist in the preparation of quarterly work plan and implementation of the same.
• Be responsible for periodic reporting to Project Manager on work progress
• Provide Professional input in projects as assigned by Project Manager from time to time.
REQUIREMENTS
  • - A master degree in natural resource management, botany, forestry, fishery, agriculture, aquatic resource development or development studies and brings to this position at least 8 years of experiences in natural resource management.

• - He has demonstrated experience in the fields of natural resource management, institutional development, social mobilization, organization and institutional development, and community mobilization and establishing rights.

• - He has proven track record on wetland and/or fisheries management and conservation and has knowledge in current status and trend in development sector of Bangladesh.
