The Programme Officer (PO), Coastal and Marine Programme, Asia (CMP) will be responsible for the administrative of all CMP functions, as described below. The PO, CMP also has specific responsibility for providing support to MFF outreach countries

The PO, CMP is a member of the Ecosystems and Livelihoods Group, Asia (ELG), in the Asia Regional Programme Directorate (RPD). ELG focuses on networking and technical support and on designing and implementing large regional initiatives and maintaining oversight and quality control of programme and project delivery. As a component of the ELG, CMP contributes to developing, demonstrating and promoting IUCN’s Value Proposition and One Programme across the region.

The PO, CMP works under the leadership of the Head, ELG and with other staff of the RPD to develop and resource marine activities in Asia and to link them with relevant activities of other IUCN programmes, members, Commissions and partners.

1. SPECIFIC DUTIES:

1.1 Networking functions
1.1.1 Assist programme development in the field of coastal and marine resources at regional level in collaboration with country programmes and with support and coordination from the Regional Programme Support Unit (RSPU).

1.1.2 Contribute to the development of the thematic programme areas of IUCN’s Intersessional Programme at regional level in collaboration with country programmes and with support and overall coordination from the RPSU.

1.1.3 Support in the field of coastal and marine resources for joint project design and development in collaboration with country and global programmes, and with support and overall coordination from the RPSU.

1.1.4 Develop and maintain networks of thematic expertise related to CMP in countries in the region and proactively engage their expertise for programme and project proposal development. Maintain close liaison with the Regional Membership Unit to promote IUCN’s One Programme approach by, for example, mapping IUCN members’ capacity in thematic programme areas.

1.1.5 Build relationships for IUCN in support of conservation and sustainable use of coastal and marine resources with key actors in Asian governments, regional integration organizations, and civil society networks, and with regional and international financial and scientific institutions. Collaborate with the Regional Business and Biodiversity Programme to build relationships with private sector actors in support of coastal and marine resource conservation and sustainable use.

1.2 Technical support functions
1.2.1 Provide support to propagate technical capacity to address issues of coastal and marine resources in the overall regional programme and particularly among country programme staff.

1.2.2 Provide in-house technical expertise as a “help-desk” service function for country programmes.

1.2.3 Facilitate opportunities for country programme staff to “intern” with the CMP.

1.2.4 Support project implementation in country level.

1.3 Oversight and quality control functions
1.3.1 With the collaboration of ELG programmes and country programmes and with support and overall coordination from the RPSU, oversee and ensure the technical quality of all project work at regional and country levels that is related to coastal and marine resources.

1.3.2 Ensure that CMP fulfils programme workplanning, project planning, and monitoring and reporting requirements in accordance with IUCN’s global and regional guidelines and with donor requirements.

1.3.3 Ensure that CMP collaborates within the ELG to further develop and maintain mechanisms to integrate monitoring and evaluation (M&E) in CMP’s work, including the further development and use of performance indicators for quality management and learning, to better measure the outcomes and impact of CMP’s work and the contribution of all ELG component programmes to the regional results of the Intersessional Programme.

1.3.4 Ensure that lessons learnt through the projects designed with input from CMP and the other components of the ELG are documented and internalized in CMP’s current and future work.

1.4 Financial and administrative functions
Support to raise funds for the large regional initiatives developed by ELG in coordination with country programmes and ensure that the CMP secures cost recovery equal to a minimum of 100% of its total annual budget.

1.5 Project implementation functions
Support to the MFF outreach staff in countries (Bangladesh, Cambodia, Myanmar and Timor-Leste). with technical support to becoming a full MFF country.

1.6 Representational functions
Represent CMP, the ELG and/or the Asia Regional Programme as requested in national, regional and international forum.

1.7 Other tasks
Carry out other relevant tasks assigned by, and mutually agreed with, the line manager

Please Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.
