BACKGROUND
IUCN Bangladesh Country Office provides technical support to the Community Based Sustainable Management of Tanguar Haor Project of the Ministry of Environment and Forest, Bangladesh. The third phase of the project starts from July 2012 with financial support of the development partner, Swiss Agency for Development and Cooperation (SDC), Dhaka.

The project goal is “A Co-management system for the Tanguar Haor Ramsar site is in place and effectively functioning that conserves ecosystem values and services and significantly improves livelihoods of rural communities”.

The position will guide overall M&E strategy and implementation of related activities within the projects. S/He will be responsible for planning, preparation as well as implementation of monitoring activities. The position is based in Sunamganj, Bangladesh.
JOB DESCRIPTION
As a Team Member of the Project Support Management Unit, the Thematic Coordinator will have following responsibilities:

• Lead in managing the CBSMTH Project particularly the thematic area of Monitoring, evaluation, participatory M&E, communication and knowledge management.
• Review the project document, budgetary provision, log frame for OVIs, data source, MOVs and risks/assumptions
• Review the tools used by the project in earlier phases to monitor its progress and reporting.
• Review the proposed natural resource, environmental and community based M&E system proposed under the project
• Discuss with all members of the team in order to have a better understanding of the system issues, constraints and opportunities.
• Develop and write M&E protocol for the project supported by other thematic members of the team
• Train project staff, PNGO members to streamline data collection procedure and establish a system of periodic data collection, management and reporting
• Lead in baseline assessment with support from other thematic Coordinators, Project Manager and Policy and Institutional Support Coordinator and produce baseline report.
• Review information needs, capacities of communities to monitor natural resources, livelihood, and institutional capacity and develop a simplified community based M&E protocol. Consider long term viability and sustainability of the proposed system.
• Train community members and establish community based M&E protocol
• Support other thematic coordinators in establishing M&E protocol, participatory as appropriate and as per the project design, and functioning of the system.
• Lead in data collection, updation and maintenance all data bases of the project to assist periodic reporting
• Provide research support to the project as required
• Provide ad-hoc advice and support (make available all data) to planned and on-going evaluations, such as project evaluation by Planning Ministry etc.
• Keep track and record of leveraged development activities by the project
• Assist by supplying data for preparation of communication, information and advocacy products
• Support information dissemination, sharing workshop etc.
REQUIREMENTS
  • - A master degree in natural resource management, botany, forestry, fishery, agriculture, aquatic resource development, economics or statistics and brings to this position at least 8 years of experiences in natural resource management, monitoring and evaluation.

• - S/he should be well versed with various M&E methods and tools and with statistical software packages such as SPSS or STATA.

• - He has proven track record in research works including designing and management of large databases. Experience on wetland and/or fisheries management and conservation and knowledge in current status and trend in development sector of Bangladesh will be an added advantage. He has excellent communications and report writing skills
