BACKGROUND
IUCN, represented by its Bangladesh Country Office, is implementing a project with support from the UNHCR to implement human-elephant conflict mitigation activities in and around the forcibly displaced Myanmar nationals camp in Cox’s Bazar. IUCN requires a Senior Programme Assistant for smooth operation of the project in Cox’s Bazar, over the project period.
JOB DESCRIPTION
Under the overall guidance from the Country Representative, Bangladesh, and the direct supervision of the Senior Programme Officer of ‘Humanitarian-conservation actions for biodiversity protection around Rohingya refugee camps of Cox’s Bazar district project’ and functional supervision of Programme Officer, UNHCR, the Senior Programme Assistant be part of a diversified team and will be responsible for implementing the project activities in Cox’s Bazar in the light of the Project Partnership Agreement (PPA) between UNHCR and IUCN.

1. Lead the IUCN-UNHCR plantation programme in the refugee camps, regular monitoring, maintaining plantation journal, and conducting plantation assessment;

2. Lead the supervision of manpower, quality planting material collection, propagation, seedling production, existing seedling stock management, ensure care and maintenance and delivery of quality planting materials to assist camp greening initiatives.

3. Lead as environment sector focal from IUCN in assigned refugee camps and maintain multi-sector stakeholder communication;

4. Lead the monthly progress data collection from camp focal and compilation of monthly progress report, input data in activity info according to the set reporting indicators.

5. Coordinate with other team members in formation, training and project implementation of youth environmental club members. Organize community level awareness and capacity development activities, coordinate with other team members for effective engagement of youth in environmental rehabilitation.

6. Provide support in community level awareness raising, plantation, capacity development activities in and around the SuLMER sites, Kalamchara stream and walkway.

7. Organize capacity building activities for ERTs and ensure their effective engagement as per their code of conduct;

8. Support Project Manager in installment of watch-towers, trip alarms, and road-signs (i.e. signboards, billboards, flags, etc.) in and around the camp area as a part of human-elephant conflict mitigation activities as per the guidelines and policies of IUCN, UNHCR and RRRC;

9. Assist in providing logistics to the ERTs (e.g. high powered search lights, hand mikes, whistles, torch lights, umbrellas, and solar panels) and ensure proper utilization and maintenance of those items;

10. Support in organizing different project events with people of concern and other stakeholders (e.g. discussions, meetings, workshops, training sessions, knowledge sharing events, and promotional opportunities for the project) in Cox’s Bazar and other parts of the country;

11. Support the project team members in preparing project documents and reports, including donor reports, event reports, case studies, fact-sheets, and web-stories;

12. Assist in collecting information on the impacts, lessons, and challenges of human-elephant conflict mitigation measures undertaken by the project in and around the camp area;

13. Assist the project team members, project experts/consultants, UNHCR, RRRC, and the programme development unit of IUCN Bangladesh in project development;

14. Provide support to the other projects of IUCN Bangladesh in the Cox’s Bazar region;

15. Ensure that IUCN’s and UNHCR’s policies and mandates as outlined in the PPA is duly complied with in all project activities; and

16. Undertake any other tasks that may be assigned by the Programme Coordinator and the Project Manager of IUCN Bangladesh, from time to time.
REQUIREMENTS
  • Master’s in Zoology, Wildlife Biology, Forestry, Environment or other related fields.

• At least 3 years' professional experience relevant to the assignment as defined in the terms of reference.

• Good presentation, writing and spoken communication skills in English and Bangla are essential.
SALARY
The minimum gross annual salary for this position is BDT 1'292'998. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
