IUCN, the International Union for Conservation of Nature, is now looking to recruit a Coordinator, Mangroves for the Future (MFF), Asia who will be based in Bangkok, Thailand. The Coordinator will oversee all aspects of the work and further development of the Secretariat, ensuring that it operates efficiently and effectively in relation to the activities and outputs set out in the MFF Phase 2 programme.

Launched in December 2007, Mangroves for the Future (MFF) is a multi-agency, multi-country initiative for the long-term conservation and sustainable management of coastal ecosystems such as mangroves, coral reefs, wetlands, forests, lagoons, estuaries, beaches and sandy shores. MFF provides a platform, which brings together the efforts of different countries, sectors and agencies under a common goal -to conserve and restore ecosystems to sustain human livelihoods, increase resilience and reduce vulnerability among coastal communities. The initiative involves collaboration between multiple partners, including government agencies, NGOs and CBOs, research institutes and universities, UN agencies and other multilateral bodies, and the Private Sector.

MFF Phase 2 places priority on capacity development at national level, while demonstrating the added value of taking a regional approach through initiatives to address common or emerging issues, particularly those related to climate change.

The salary for this position is in the range of USD 5'102 to USD 6'378 per month depending on the years of experience and qualifications of the candidate with comprehensive international health & life insurance, and other benefits.
JOB DESCRIPTION
1. Provide oversight and coordinate the work of the Regional Secretariat for the Mangroves for the Future (MFF), including supervision of full time and temporary staff;

2. Manage and report on the utilisation of financial resources with due probity and oversight;

3. Ensure the Secretariat is functioning effectively and efficiently with clearly assigned roles among staff;

4. Ensure administrative and technical support is provided to the Regional Steering Committee (RSC) of MFF;

5. Ensure the preparation and timely delivery of workplans, financial reports, technical progress reports and other documents to the RSC members;

6. Manage the work of RSC sub-committees or working groups, and ensure their effectiveness and delivery of outputs on behalf of the RSC;

7. Ensure the effective organisation, running, reporting and follow-up of RSC meetings;

8. Act as a focal point between IUCN and governments of the countries involved in MFF and support capacity development at national level through the regional cooperation framework of MFF;

9. In close cooperation with UNDP Regional Centre in Bangkok (RCB), be the liaison point with UN Agencies involved in implementing MFF;

10. Promote active collaboration with existing partner programmes involved with MFF including, but not restricted to the Clinton Foundation, the Climate Change Adaptation Platform, BOB-LME, PEMSEA and similar bodies and programmes;

11. Ensure that regular monitoring, learning and evaluation of MFF projects is carried out , and that the findings and conclusions of these exercises are communicated to the RSC;

12. Ensure regular interchange, communication and learning between MFF projects;

13. Coordinate and communicate the timely delivery of MFF results and lessons learned from participating projects, ensuring that the knowledge gained is shared at national and region levels to inform and support policy development;

14. In close collaboration with the IUCN Asia Regional Communications Coordinator, communications staff from the MFF partner organizations, and the MFF National Coordinators, oversee and ensure the delivery of an effective communications strategy for MFF;

15. Ensure that MFF activities, results and achievements are communicated to a wide external audience;

16. Act as a focal point for donors and fundraising in relation to the MFF;

17. Ensure the quality and timely delivery of reports to MFF donors;

18. Work proactively to expand the donor base for MFF;

19. Facilitate and coordinate the provision of external technical assistance to MFF projects and the RSC in close consultation with the MFF Senior Advisor;

20. In close collaboration with the MFF Senior Advisor and IUCN Asia colleagues, oversee the review and quality assurance of technical outputs from MFF;

21. Carry out any other relevant tasks as required by, and mutually agreed with the Coordinator’s line manager.
REQUIREMENTS
  • At least 10 years of professional experience in a subject relevant to natural resources management/sustainable development, preferably in tropical coastal zones and/or coastal and marine ecosystems with at least 5 years of senior management experience;

• Masters degree or Ph.D. in a subject related to conservation and development;

• Should have demonstrated technical expertise in planning, implementation , monitoring and reporting of large, multi-partner, regional programmes and projects. Should also have proven ability of writing grant proposal,fundraising and financial management;

• Excellent interpersonal and communication skills, with an ability to lead multicultural and multidisciplinary teams and inspire staff and partners;

• Strong personal diplomacy and discretion;

• Ability to cope with varied workload and flexible working hours;

• Proficiency in MS Office(Word, Excel,PowerPoint and Outlook)is a must;

• Previous working experience with an international or inter-governmental agency is a distinct advantage and;

• The position would require frequent travel across Asia.
