BACKGROUND
JOB DESCRIPTION
1. Maintain project specific file with updated documentation including agreement/s, budgets, reports, Internal Agreements, staff time sheets , correspondence with donor, implementing partners, contractors and other relevant documents;
2. Review expenditure vouchers to ensure compliance with donor guidelines and IUCN policies and procedures;
3. Ensure that reports from implementing partners, sub contractors, consultants and others are received in accordance with schedules in agreements, are in compliance with donor and IUCN guidelines. The senior project accountant should correspond with the partners, implementing partners, consultants as necessary;
4. Review and reconcile expenditure claims (and supporting vouchers) from hosting agencies and / or any implementing partners and reconcile with advances made;
5. Correspond with hosting partners, sub contractors and consultants on any matters related to compliance, and accuracy of expenditure and reports, timeliness of reports;
6. Receive, review and prepare / request funds transfers to implementing partners in accordance with agreements, budgets, expenditure reports and cash flow forecasts;
7. Receive timesheets and prepare staff time charges for approval by the Project Manager/s. (Note, initially this may involve receiving staff time invoices for checking against internal agreements prior to approval by the Project Manager/s);
8. Maintain lists for equipment purchased for the project, disseminate to project manager, partners, implementing agencies as required, and undertake occasional validation stock takes (at least annually);
9. Maintaining the level of effort data, and prepare reports to the Project Manager/s, donor and other parties as required in the agreements;
10. Perform reconciliation of project bank account/s, and project balance sheet accounts on a monthly basis and prepare adjusting entries as required;
11. Prepare and disseminate project management reports to Project Manager/s on a monthly basis or as required;
12. Prepare financial and other reports and send to the donor in accordance with the reporting schedule set out in the donor agreement;
13. Correspond with donors, implementing partners, sub contractors, consultants and others in relation to financial and contract management issues;
14. Monitor exchange rate fluctuations and advise the Project Manager/s on the impact on the project budget and activities;
15. Update budget with actual expenditures each month, monitor expenditure trends and advise the Project Manager/s accordingly;
16. Undertake budget reviews and the preparation of the annual budget and work plan in consultation with the Project Manager/s;
17. Prepare consultancy contracts, travel arrangements and other project related activities as required by the Project Manager/s;
18. Provide input into the preparation of all implementation agreements with partners, sub contractors, consultants and others to ensure IUCN and donor guidelines on expenditures, reporting, assets, insurances and other matters are addressed;
19. Maintain up to date copies of donor guidelines and disseminate specific details to be observed to project management team, implementing partners, project and IUCN staff as necessary;
20. Maintain a timetable for all project agreements (donors, implementing partners, and consultants), showing commencement and end dates, reporting timelines, audit requirements and the like, and monitor receipt of reports against the schedule. Prepare reports to the Project Manager/s as required;
21. Visit project sites, including those of hosting agencies and implementing partners to review expenditure records, contracts, timesheets and other support documents, conduct trainings in IUCN policies and procedures, donor guidelines, taxation and other compliance related matters;
22. Arrange and manage internal and external audits of the project finances, including audits required of sub-grantees, in accordance with IUCN policies and procedures and donor requirements;
23. Provide training and guidance to enhance small grantee’s finance and compliance capacities where necessary.
24. Carry out any other relevant task required by, and mutually agreed with, the line manager/s and or Director Finance, Asia;
REQUIREMENTS
  • Bachelors degree in financial administration, accounting or a related field.

• Strong attention to detail and ability to meet deadlines.

• At least 5 years of relevant accounting work experience is essential; previous experience working with an international organization is desired.

• Excellent English language communication skills.

• Excellent Excel skills.

• Experience with SUN system or MS Navision accounting software would be an advantage.
