BACKGROUND
IUCN Lao PDR is part of the Southeast Asia Group, a unit of the Asia Regional Office in Bangkok, under the umbrella of the global IUCN.

This position is fully covered by the project “Capacity enhancement to integrate ecosystem-based adaptation into sub-national development planning in Lao PDR” under the IUCN Climate Change Programmes area and entirely funded by EU (EuropeAid/132-657/L/ACT/LA). The project will seek to foster institutional capacities development at the national and provincial level and the provision of policy advice in the field of climate change, with the aim to support the design and implementation of development plans addressing climate change in Lao PDR.
JOB DESCRIPTION
1. Develop strategic and annual plans for, and implement, monitor and report on, communications, knowledge management, and outreach activities for the EU GCCA project, focusing on:
a) Contributing to the project’s successful delivery of outputs, and achievement of outcomes and objectives through effective communications, including developing a suite of communications products;
b) Acting as Communications Focal Point for EU GCCA project for all project communications;
c) Ensuring that EU and IUCN branding, guidelines, and other communications policies and procedures are strictly followed by all staff and consultants, and reflected in all communications products;
d) Ensuring messages and products are aligned with programme objectives and the EU project as well as the IUCN Programme;
e) Conducting outreach activities with members, partners, donors, media and the public;
f) Developing and managing web content and digital resources;
g) Proactively managing and monitoring media relations;
h) Managing a library of project-related information and documents;
i) Assisting with the writing, editing and production of all project reports and research products;
j) Overseeing communications planning for events and meetings;
k) Contributing content to regional and global communications activities and products;
l) Monitoring and evaluating communications activities and providing regular reporting to the programme coordinator;
m) Ensuring Head, Asia Communications is informed on any decisions requiring sign-off as per the Delegation of Authority.
n) Working with programme teams to help integrate effective and professional communications into programme development, management and delivery;
o) Supporting and coaching programme staff working on EU GCCA project in order to strengthen IUCN Lao PDR communication efforts.

2. Carry out any other duties assigned by, and mutually agreed with, the line manager.
REQUIREMENTS
  • A Postgraduate degree in Mass Communications, Public Relations, Journalism or a related field. Equivalent professional experience will be considered for first-degree holders.

• At least three years of relevant professional experience in journalism or corporate communications, preferably in a work environment related to natural resources management and/or conservation or environmental issues.

• Proven ability to conceptualize, plan, budget and implement programme communications, and a track record of managing the production of printed material including complex reports.

• Demonstrated ability to clearly communicate development ideas and outputs.

• Experience in conference organisation / management and website design desirable.

• Solid working knowledge of development and conservation issues is essential, and relevant experience in working with international organizations will be considered an asset.

• Excellent verbal and written communications skills in English, and a high level of computer literacy are essential; strong Lao language skills would be a considerable asset.
