BACKGROUND
IUCN is seeking to recruit an experienced, enthusiastic and effective conservation manager to lead it’s Marine Programme based in its Oceania Regional Office in Suva. The successful applicant will be a member of a rapidly growing team of professional and support staff focused on achieving conservation outcomes in the region. The Marine Programme is important in relation to IUCN’s conservation roles and services in the region. The Marine Programme Coordinator position is a senior one. The successful applicant will contribute to strategic decision making, and will supervise Marine Programme staff and consultants. He/she will play an important part in developing the Marine Programme further, including facilitating the engagement of additional partners and donors.
JOB DESCRIPTION
REPORTING AND FUNCTIONAL RELATIONSHIPS:

Responsible for Marine Programme staff – direct reports, including Senior Marine Programme Officer, MACBIO Project.



Functional relationships:

- IUCN Oceania Regional Office Programme Coordinators and specialist staff.

- Marine Programme staff, including Senior Marine Programme Officer, MACBIO Project.

- Regional Director and Senior Management Team colleagues.

- Government and non-government organization representatives, IUCN members and partners.

- Consultants, including supervision of contractors.

- Stakeholder organizations, news media and other agencies, as appropriate, in accordance with relevant plans and policies.




SCOPE OF RESPONSIBILITIES:

- The Marine Programme Coordinator will lead and manage the IUCN Oceania Regional Office’s Marine Programme.

- The Marine Programme Coordinator will ensure complementarity and integration of the Oceania Regional Marine Programme with the Global IUCN Marine Programme.


SPECIFIC ACTIVITIES / DUTIES:
• Lead, maintain and develop a Regional Marine Programme in the Oceania Regional Office, ensuring standards are maintained and goals and objectives met.
• Supervise, support and mentor Marine Programme Staff, including the Senior Marine Programme Officer, MACBIO Project.
• Negotiate and administer consultancy contracts.
• Maintain linkages to Pacific regional marine conservation networks and identify further opportunities for information sharing.
• Maintain and develop partnerships with governments, NGOs, partners, and CROP agencies working in the marine sector.
• Provide guidance and inputs into specialist areas and initiatives including (but not limited to):
o Efforts on sustainable management of deep sea marine resources and the high seas agenda.
o Evaluation of progress towards meeting regional goals for establishment of representative systems of protected areas.
o Provision of technical support and guidance as necessary to specific initiatives including the Pacific Mangroves Initiative.
o Assist countries of the Forum Fisheries Agency in understanding the importance of environmental considerations in the management of the fish stocks in the Pacific.
• Develop and manage a portfolio of marine projects based on the IUCN value proposition.
• Undertake specific tasks including contributing to strategic plans, annual work programmes and projects in collaboration with IUCN colleagues and partners.
• Develop and reinforce links with the IUCN Secretariat, Commissions and Programmes by contributing to networks of marine researchers, conservationists, and managers to implement Oceania Regional Office activities.
• Represent IUCN at appropriate national, regional and international forums.
• Interpret, summarize and communicate information for wider dissemination.
• Ensure contractual obligations are met and that compliance measures are in place.
• Perform any other tasks that may be assigned by the Regional Programme Coordinator from time to time.

Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organization such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.

REQUIREMENTS
  • • Postgraduate qualifications in a relevant discipline, such as marine ecology, marine natural resource management, environmental science / management.

• • At least 10 years of work experience, inclusive of experience in project/programme development and implementation.

• • 5 years work experience in a senior organizational position.

• • Experience and demonstrated ability to work effectively in an international, multicultural and multi-perspective environment.

• • Knowledge of development and environment issues and complexities as they relate to the Oceania region.

• • Strong communication skills in written and spoken English.

• • Capacity to interact effectively with a wide range of people at different levels including donors, the private sector, I/NGOs, and government officials.

• • Experience in making presentations to large and/or influential audiences.

• • Highly motivated and results-oriented individual.

• • Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint), Email, Internet and ability to learn other organizational applications.
