BACKGROUND
This position will support the International Union for the Conservation of Nature (IUCN) in managing Monitoring, Evaluation and Learning activities according to IUCN’s guidelines and procedures, regarding the Rio Doce Panel project, engagement with the business sector, and IUCN SUR activities.

Rio Doce Panel (RDP): IUCN was requested by the Renova Foundation in 2017 to establish an Independent Scientific and Technical Advisory Panel (ISTAP) that provides technical and scientific support to the Foundation for the restoration effort of the Rio Doce Basin, Minas Gerais and Espírito Santo, Brazil, as mandated in the Transaction and Conduct Adjustment Term, and described on Renova Foundation website. ISTAPs adhere to the principles of independence, transparency, accountability, and engagement. The Rio Doce Panel (RDP) was then established as a five-year initiative focused on the restoration of the Rio Doce Basin. Since 2017, nine papers were produced with recommendations, all documented here: www.iucn.org/riodocepanel.

The Rio Doce Panel project has put in place a Monitoring, Evaluation and Learning (MEL) strategy that aims to understand and learn from the influence and impact of RDP products and recommendations on target processes and audiences, as well as any unexpected outcomes. It also aims to help RDP making sense of the evidence gathered to meet adaptive management and learning objectives. Different tools are being used to capture, integrate and report on evidence of outcomes and impact across different scales and support learning.

This position will support the MEL functions of several business engagements lead by the Enterprise and Investment Team, as well as the IUCN SUR office.

The position will be based in IUCN Brazil in Brasilia (currently working remotely) and work in close coordination with the IUCN Brazil office and IUCN SUR office.

The MEL Officer will report the Senior Programme Manager of Enterprise and Investment team based in Switzerland, who coordinates the Rio Doce Panel project. A second reporting line will be to the IUCN SUR Regional Director.
JOB DESCRIPTION
RESPONSIBILITIES
The role of the MEL Officer will be focused on identifying data sources and updating tools, verifying and validating data collected according to its different tools and approaches, issuing reports and making presentations. In the case of the RDP, it is expected that the Officer will be responsible for managing the whole MEL strategy ensuring that all tools are fit for purpose, generating and analysing data and presenting the results gathered in a consistent way.

SPECIFIC DUTIES

RDP MONITORING AND QUALITY ASSURANCE OF PROJECT DELIVERY

•Provide inputs into RDP Project MEL Strategy and Theory of Change and ensure the MEL strategy is duly implemented

•Ensure consistent application of RDP Project monitoring tools (Altmetric, Google Analytics, Influence log, Outcome stories, etc)

•Undertake interviews and surveys with relevant stakeholders

•Lead the collection and analysis of both quantitative and qualitative project data (with support of NVivo tool) and regularly share the result of these analysis with the RDP members and project team to help them ensure that the project is on track to deliver on its results

•Work together with Project Officer and Communication Officer to ensure a good flow of information and data for MEL

•Elaborate annual MEL reports and support the conduction of the Project’s final external evaluation

•Liaise frequently with IUCN M&E team at IUCN headquarters

RDP PROJECT LEARNING

•Ensure that data collected is synthetized in a way that facilitate learning and sharing of experience

•Ensure that outcomes and impacts of the project are well captured and packaged in a way they can be broadly communicated

•Ensure that the information flow between the various stakeholders engaged in the project

•Contribute to gather lessons learned and facilitate their sharing through the organization of learning events


BUSINESS ENGAGEMENT MEL ACTIVITIES

•Contribute to the planning and execution of a project-specific MEL strategies

•Liaise with HQ and SUR Staff to compile data for reports

SUR MEL ACTIVITIES

•Contribute to the planning and execution of a regional MEL strategy

•Liaise with SUR Staff to compile data for reports
REQUIREMENTS
  • At least 3-5 years of previous work experience with monitoring, evaluation and learning activities, preferably in the socio-environmental agenda;

• Bachelor’s degree required, Master’s degree preferred; Relevant knowledge in Natural resource management, economics, and/or forest management, economic development preferred

• Excellent spoken and written Portuguese and English is required.

• Capacity to work in Spanish is a benefit

• Practical experience of using and updating data management systems

• Proven experience in undertaking interviews and surveys with different stakeholders

• Demonstrated capacity to work well under pressure and successfully manage multiple deadlines and competing demands (must be very organized)

• Relevant IT skills, familiarity with Microsoft office, PowerPoint and excel programs. Previous work experience in NVivo of similar qualitative data analysis tool is highly welcomed.

• Ability to rapidly research, analyze and integrate diverse information from varied sources

• Ability to deal with sensitive information

• Ability to deal with very diverse audience and publics from high management to community based teams

• Hands-on mentality, result driven, team player and ability to work in a multicultural environment

• Availability for some travel required in Brazil and perhaps internationally
