BACKGROUND
The International Union for the Conservation of Nature (IUCN) is the world’s leading conservation membership union established over 70 years ago, and composed of over 1,400 member- organizations of both government and civil society organizations with the input of more than 18,000 experts. IUCN’s mission is to influence, encourage and assist societies to conserve the integrity and diversity of nature and ensure that any use of natural resources is equitable and ecologically sustainable.

IUCN ROWA is currently implementing a new project in Jordan aiming at enhancing climate resilience of biodiversity hotspots in Jordan, funded by the Global Affairs Canada GAC. The project will include a revision of the protected areas network in Jordan using systematic conservation planning, and will involve forest landscape restoration activities in pilot areas within Petra and Shoubak southern Jordan.

The objective of this position is to ensure the effective mainstreaming of gender within all project outputs and activities in compliance with the Global Affairs Canada Feminist International Assistance Policy during the project lifetime which extends over the course of three years. This includes conducting the needed gender analysis, consultations, desk reviews, data collection, in addition to the coordination and facilitation of relevant events, meetings, workshops, and producing the relevant reports. The incumbent is also expected to support with community and youth engagement, where relevant, in the different activities of the project. The Gender officer will be reporting to the Programme manager of the Protected Areas, World heritage and Biodiversity Programme and will work closely to support the project coordinator.
JOB DESCRIPTION
IUCN – ROWA is seeking the support of a gender officer with a background in mainstreaming gender within conservation initiatives for the effective and successful delivery of the project in alignment with the donor requirements and IUCN’s policies. The position entails regular interactions with peers from regional partners, national administrations, and regional organizations on complex issues. The Gender officer will be working under the direct supervision of the Program manager of the Protected Areas, World Heritage and Biodiversity Program and will be based in Amman, Jordan with frequent travel to the project field sites in Petra, Shoubak and different protected areas and remote locations across Jordan. The contract duration will be for one year with possible extension.

Below is a description of scope of work intended for the Gender officer:

Under the supervision of the Program Manager at Protected Areas, World Heritage and Biodiversity Program at IUCN ROWA, and in coordination with the project coordinator and other project staff, the Gender officer will have the following specific duties and responsibilities:

- The Gender officer will play a key role in ensuring gender mainstreaming in all project activities, in full compliance with IUCN policies, associated procedures, guidelines and standards and the donor requirements as per the project contract and associated gender policies; The Gender Officer will also have the responsibility of implementing activities related to gender, youth and local community engagement in a gender sensitive manner and in accordance with GAC requirements.

Under the direct supervision of the program manager of Protected areas, World Heritage and Biodiversity Program, the incumbent will be responsible for carrying out the following specific tasks:

Key tasks:
• Ensure gender mainstreaming in all project activities, in full compliance with IUCN policies, and the donor requirements.
• Ensure the implementation of the project activities in a gender sensitive manner and in accordance with the IUCN’s and the GAC gender policies.
• Conduct regular Gender Equality and Social Inclusion (GESI) awareness sessions to build the capacity of key stakeholders
• Conduct scoping and consultation workshops to define the scope and key elements of the gender action plan for the project implementation and long-term capitalization of project results.
• Develop the leadership skills of women through conducting specialized training and networking events
• Conduct training to women and youth to enhance their leadership and participation in the decision-making process.
• Ensure gender mainstreaming when drafting the TOR’s for project activities and consultants, where applicable.
• Support the program manager and project coordinator in reviewing the logical framework of the project with relevance to gender mainstreaming.
• Support the implementation of forest restoration activities and Nature based solutions in a gender sensitive manner in project pilot areas.
• Develop technical reports related to the gender component of the project as needed.
• Support the program manager and project coordinator in reviewing the relevant deliverables and technical reports of the consultants where relevant.
• Support the program manager and project coordinator to track the gender activities and track their contribution to the IUCN’s program, using the IUCN’s project portal and other project management and M&E platforms.
• Participate in developing technical progress reports covering progress in the implementation of the gender component.


Others:
- Work closely with the program manager to mainstream gender in the design of future project proposals and to sustain Funds to in alignment with IUCN’s program.
- Support IUCN ROWA other programs in mainstreaming gender in program development as needed.
- Ensure appropriate alignment of the project activities with IUCN ROWA regional initiatives.
- Represent effectively IUCN in regional, national events as advised by the line manager
- Performing any other duties as requested by the line manager.







QUALIFICATIONS:

• BSc degree in social sciences or any other related fields.
• At least 5 years of experience in mainstreaming gender in the design and implementation of conservation and environmental projects, preferably with projects related to protected areas, forest restoration or Nature based solutions.
• At least 3 years of experience with regional or international organizations, or large-scale projects.
• Good understanding of cross-cutting issues related to gender mainstreaming within protected areas, forest restoration or Nature based solutions.
• Demonstrated experience in conducting GESI analysis, gender action plans and gender-related technical reports
• Experience in communicating and collaborating with local communities, local municipalities and other stakeholders for mainstreaming and implementing gender within environmental, biodiversity projects.
• Ability to compile large amounts of information succinctly into a coherent document for conservation practitioners and government officials.
• Excellent facilitation and coordination skills, the ability for managing the timely and effective delivery of both quantity and quality work on time.
• Ability to participate in field work for long durations
• Strong communication, facilitation and presentation skills and an ability to prepare appropriate and timely reports to a wide range of audiences and cultures.
• Time management skills including an ability to work effectively under pressure and to meet deadlines.
• Fluent writing and speaking literacy in both Arabic and English
• Proven ability to liaise and work with a range of stakeholders including government agencies, the private sector, and local community, and in support of regional and national institutions
• Demonstrated commitment to achieving biodiversity conservation and livelihoods goals.
• A team player who is able to contribute effectively to collaborative issues, and to demonstrate innovation and leadership, as appropriate.
• A good understanding of IUCN’s mission and a general attitude of being of service to others.

The above job description contains the main duties and responsibilities for this position. However, in a complex organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description.
