
Programme Support Unit Manager

MAJOR RESPONSIBILITIES:
Under direct supervision of the UICN Regional Director West & Central Africa, incumbant will provide close strategic and technical guidance and support to the Regional Programme Coordinator and technical teams, assist the overall planning, budgeting, technical management and monitoring of programmes in collaboration with the programme and thematic leads.
The specific duties and responsibilities of the Programme Support Unit Manager:
I) Provide technical assistance to programmes management:
• Coordinate and oversee the development of Performance Indicators for each Project to measure progress.
• Work with Programme Coordinators in monitoring workplan outcomes on a timely basis.
• Work with Programmes/Project staff on quarterly and project reporting, based on donor reporting requirements and schedules
• Coordinate the development of annual activity plans, budget and procurement plans based on expected annual outputs;
• Coordinate the monitoring and evaluation of the programmes ’compliance in line with policies and safeguards;
• Oversee programme management procedures to facilitate implementation and ensure delivery of high-quality outcomes;
• Coordinate the production of monitoring information to support adaptive management and ensure timely compliance with internal and donor monitoring and reporting requirements, especially for the annual performance reports (APRs);
• Guide and review required updates / summaries on programmes and participate in project-related meetings with the donors, government, service providers, etc.
• Review projects documents and participate in project-related meetings with Donors, service providers, private sector, development partners working group etc.
• Oversee the preparation and submission of periodic reports, Quarterly and Annual Reports by all Programmes and COs
II) Coordinate partnership with key programme stakeholders;
• Build, maintain and manage effective working relationships with partners.
• Ensure that partners deliver to the highest standards, support project objectives and targets;
• Ensure continuous liaison with the relevant Government agencies, NGOs and private sector;
III) Provide strategic and technical advice and support
• Coordinate planning processes ;
• Provide technical in programmes formulation processes to ensure strategic alignment with policies and global agendas;
• Oversee all cross-cutting thematics and ensure their strong support of and synergy with technical implementation objectives and vision, including, but not limited to: communications and outreach; monitoring, evaluation & learning (MEL), knowledge management; and, gender and social inclusion;
• Coordinate the reporting of the implementation of environmental and social risk management measures through the project cycle;
• Coordinate the preparation of reports and publication ;
• Work with the RPC and Thematic Leads in developing project proposals.
• Ensure review and clearing of all documents through the standard clearance process.
IV) External relations and resource mobilization
• Scope out opportunities for policy and technical engagement with key stakeholders;
• Coordinate the development, review and submission of concepts and funding proposals.
VI) Other responsibilities:
• Perform other duties as may be assigned.
• POSITION REQUIREMENTS The position requires significant coordination and oversight skills, strategic and technical guidance, general and technical knowledge in programme management, experience in the region and skills to ensure coherence and consistency in spite of urgent deadlines. • 12.1 Education Advanced university degree (Masters/Ph.D.) including in economics, programme management, business management. • 12.2 Work Experience Minimum of ten years of experience in the management and/or oversight of development programmes, preferably as team leader or programme support manager ; • Proven experience in integrated programme and operations management; • Experience with donor policies and procedures including logical frameworks, Theory of Change and similar project planning tools will be an added value; • Ability to work and engage with senior government officials, private sector, research institutes, non-governmental organizations (NGOs), and local communities, etc.; • Demonstrated experience working in an international and/or multi-cultural environment; • 12.3 Language Proficiency Fluency in written and spoken French with working knowledge of English • 12.4 Competencies 12.4.1 Core Competencies Transparency: Able to build trust and contribute to informed and responsible decision making by carrying out the work of IUCN in a transparent manner; provides clear guidance to ensure that objectives and desired measurable results are understood by members of the team. • Inclusiveness: Understands and accepts cultural diversity, and provide a tolerant, positive and supportive working environment that fosters respect for diversity, demonstrates ability to work in a multicultural, multi ethnic environment and to maintain effective working relations with people of different nationalities and cultural backgrounds. • Professionalism: Promote the organization’s interests, objectives and values in a diligent and professional manner. • Accountability: Takes responsibility of individual and collective actions, promotes the IUCN One Programme approach. • 12.4.2 Functional competencies Management/Monitoring and Evaluation: Knowledge and M&E Concepts, Principles and Policies and the ability to apply in strategic and/or practical situations. • Writing: Excellent report writing skill. • Knowledge Management: Ability to capture, develop, share and effectively use information and knowledge. • Results-based Management: Ability to manage programmes and projects with a strategy aimed at improved performance and demonstrable results. • Priority Setting: Ability to scan and synthesize divers sets of information to arrive at strategic priorities and positioning recommendations. • Professionalism • Analysis: Demonstrated excellent research and analytical skills that can be applied to gather data and generate knowledge relevant to decision-making functions • Planning and Organising • Communication • Teamwork • E-literacy: Computer literacy in relation to office applications (word processing, spreadsheets, power point) use of internet and online communication tools • Willingness and ability to travel frequently. • Please Note: The above TOR contains the main responsibilities and duties of this position. However, in an ever evolving organisation such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation. |
