BACKGROUND
This is a local recruitment, only Sri Lankan residents could apply. We will interview candidates on a rolling basis and may close the position before the closing date.

Under the financial assistance of Global Fund for Coral Reef (GFCR), IUCN, receive funding for the Phase I of the 8-year project to establish Sri Lanka Coral Reef initiative. The proposed project will enhance aims to identify the stable coral reefs and empower multiple stakeholders towards protecting those coral reefs from extinction by unlocking finances, innovative partnerships, use of technology, best practices to reduce pressure on healthy coral reef ecosystems that demonstrate resilience to climate change and through the transferring of knowledge.

To support effective delivery of intended outputs of the Phase I of the project, development of the subsequent Phases of the project, project cycle management and facilitate professional networking with Government, Private Sector and other stakeholder entities, IUCN seeks a suitable candidate for the position of the Senior Officer, Project Management. He/She will be locally recruited and be responsible for the overall management of the project, including the timely use of project inputs, and the supervision of project staff, consultants, and sub-contractors.
JOB DESCRIPTION
KEY RESPONSIBILITIES

The Senior Officer, Project Management – SLCRI, consult, on a day-to-day basis, with the IUCN Sri Lanka Programme Coordinator with overall guidance from the Country Representative (CR) on planning, coordination, and delivery of the project.

The Senior officer is responsible for project related HR, Finance, and Reporting aspects. In that context the Senior Officer works closely and interactively with IUCN Sri Lanka country office and other partner agencies, including the visiting staff and IUCN ARSPECIFIC TASKS

Detailed responsibilities of the PM are as follows:

Overall Coordination of the project as guided by IUCN, the National Steering Committee (NSC) and Project Documents
Manage the project including:
Recruitment and selection of Project staff and consultants and the issuing of sub-contracts, including drafting terms of reference and work specifications
Monitoring the performace of all project staff, consultants and sub-contractors through on-the-job visits, reporting and informal and formal meetings
Conduct procurements and project logistic support.
Provision of necessary administrative and logistical support to consultants, sub-contractors, Project staff, Project visitors and NSC members
Oversight of travel arrangements for all project activities, ensuring adherence to safety procedures without exception
Manage financial resources allocated to the project based on the funds channelled through different partners, namely, IUCN Sri Lanka, GFCR as per the approved annual work plans
Develop content and facilitate the signing of MOUs with project partners by IUCN SL
Manage a project information system (Dashbord) to facilitate progress monitoring, partner coordination and timely reporting
Coordinate and followup on the timely delivery of Project Outputs as outlined in the Funding Proposal and Annual Work Plans
Keep track of the co-financing elements and investments related to the project
Provide adequate attention and lead the gender mainstraming highlighted in the Gender Strategy of the project
Lead the implemetnation of the Environment and Social Mangement System of the project with the support of IUCN HQ ESMS Unit
Liase with key donor programmes including Pegasus Capital, Deliberate Finance, Private sector, hoteliers, media, Blue Resources Trust, Sarvodaya and others including leading NGOs to leverage innovative ideas, resources and share knowledge
Coordinate and develop partnerships with Private Sector, Government funded projects and donor initatives to advance the project objectives, innovative technology transfer options, value chain improvements to provide high level of benefits to the project and enhance cofianancing/leveraging
Establish on-site, field and remote training facilties to further the project objectives and support IUCN thematic areas
Lead the timely monitoring and evaluation process to support reports to National Steering Committee and IUCN led mid-term and final evaluations
Oversee the exchange and sharing of experiences and lessons learned with relevant community based integrated conservation and development projects nationally and internationally.
Organize and hold Project learning workshops, media events, and other strategic advocacy and knowledge sharing events.

Please Note: The above TOR contains the main responsibilities and duties of this position. However, in an ever-evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.
REQUIREMENTS
  • Competencies:

Strong leadership, managerial and coordination skills, with a demonstrated ability to effectively coordinate the implementation of large multi-stakeholder projects, including financial and technical aspects.
Ability to effectively manage technical and administrative teams, work with a wide range of stakeholders across various sectors and at all levels, to develop durable partnerships with collaborating agencies.
Ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project.
Ability to coordinate and supervise a Project operating with field staff and consultants in several different locations in their implementation of technical activities in partnership with a variety of stakeholder groups, including community and government.
Strong drafting, presentation and reporting skills.
Strong communication skills, especially in timely and accurate responses to emails.

Education:

A Post-graduate Degree (MSc or PhD) in a relevant field in coastal zone management, natural resource management or coastal biodiversity conservation.

Experience:

At least 8 years experience as a Project Manager of a natural resources related field project funded by a multilateral donor. It would be distinct advantage if the project management experience is in coastal and marine resource management, natural resource management or biodiversity conservation.
At least 3 years of experience working with Sri Lankan Government Ministries and/or national or provincial institutions that are concerned with natural resources, environmental management and issues affecting biodiversity conservation

Languages/ Other:

Strong computer skills, in particular mastery of all applications of the MS Office package and internet search.
Excellent command of both spoken and written English and Sinhala or Tamil.
SALARY
The minimum gross annual salary for this position is LKR 2'784'446. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
