
Finance and Administration Officer, Forest Landscape Restoration Programme

A. Financial Management
o Ensure that all programme team members follow financial policies and procedures;
o Manage day to day accounting services including accounts payable, accounts receivable, accounts and inter-company accounts
o Responsible for preparing vouchers and recording the transactions into the accounting system in the right period and ensuring documentation is updated;
o Reconcile balance sheets accounts on a monthly basis
o Prepare management financial reports and project financial reports for donors;
o Monitor and ensure adequacy of cash flows for the programme,
o Manage petty cash and bank accounts;
o Ensure the Forest Landscape Restoration Programme is implemented with sound financial and administration practices ensuring rregular monitoring of actual expenditure against budget, and ensure compliance with guidelines and policies on planning and budgeting.
o Maintain thorough documentation of all financial transactions and ensure an up-to-date filing system of all technical and financial reports and documents related to the programme is in place.
o Oversee the adherence of the Time management policy and receive and maintain duly completed timesheets
o Ensure adherence to the tax and all other statutory legislations.
o Prepare year-end tax reconciliations and tax returns submitted to the relevant authority in accordance with the requirements of the respective authorities
o Maintain up to dates records of partner accounts in accordance with the Implementing partners Policy.
o Carry out other duties as may be assigned or required.
o Provide support to budget development for new proposals
o Build the capacity of implementing partners in financial management
B. General Administration:
o Oversee the procurement of goods and services and usage and maintenance of all equipment including programme vehicles
o Maintain an updated inventory of fixed Assets owned by the programme, account for depreciation in accordance with IUCN Policies
o Ensure effective HR Administration support for the programme team
o Process local payroll and benefits and ensure statutory deductions are in compliance with local tax authorities.
• At minimum of a University degree in accounting, finance or business administration. A professional accounting qualification to an internationally recognized professional accounting institute such as part CIS, ACCA, CPA is an added advantage; • At least five (5) years’ work experience in a similar position, preferably in an international organization or the NGO/development sector; • Experience of working with Enterprise Resource Planning software is highly desirable. Exposure to/ familiarity with Microsoft Dynamic NAV ERP system will be a distinct advantage; • Familiarity with the Rwanda tax regulations and NGO regulatory framework; • A sound understanding of the Administration and Human Resources functions and practices; • Fluency in both written and spoken English a must. Knowledge of French is an added advantage; • Experience of project financial monitoring and reporting; • Adheres to IUCN ESARO core values of Transparency, Inclusiveness, Professionalism and Accountability; • Highly motivated and results-oriented individual; • Strong analytical capabilities, attention to detail and high levels of accuracy; • Demonstrated ability to work with limited supervision to prioritize tasking and manage workflow in a high pressure environment; • Excellent interpersonal skills and a strong team player with proven communication and diplomacy with the ability to work effectively with multicultural and multidisciplinary teams with sensitivity and respect for diversity; • Committed to continuous learning and proactive and mature attitude towards self-development. |
