The tasks of the NbS Senior Project Officer will also include donor and partner relations, people management, project oversight and execution, and liaison with IUCN Programmatic Teams, Members, and Commissions.
• Overall responsibility for NbS programme planning, coordination, management, and reporting;
• Effective people-skills and staff management and development;
• Strategic planning, identification of programme priorities and project development opportunities;
• Development of high-quality projects in coordination with IUCN Programmatic Teams, members and partners;
• Contribute to the institutional leadership of IUCN in further developing and improving the NbS concept as well as its application, leveraging lessons learnt from the ECARO region;
• Guide the implementation of the NbS Global Strategy at the regional level;
• Liaison with partners and representation at senior level.
SPECIFIC DUTIES
• Oversee and coordinate the implementation of the IUCN ECARO project portfolio related to Nature-based Solution;
• Ensure high quality project management and reporting, including preparation of work plans, technical and financial project reports, partnership agreements and service contracts;
• Prepare and monitor annual work plans and project budgets, ensuring timely and quality implementation of projects;
• Ensure that NbS project-related entries on the Project Portal are accurate and up-to-date;
• Oversee and manage staff, including preparing ToR, work plans, and undertaking annual performance appraisals;
• Ensure proper dissemination and uptake of IUCN knowledge tools and standards on Nature-based Solutions in the region, especially the IUCN Global Standard for Nature-based Solutions and accompanying tools;
• Keep the IUCN ECARO Director up-to-date on programme priorities and project development opportunities;
• Liaise with IUCN Members, Commissions, donors and partners on knowledge generation, project identification and formulation;
• Lead the development of a portfolio of thematically-aligned projects;
• With support of the communications team, ensure the appropriate communication and visibility of programme activities and results;
• Represent IUCN ECARO at global, regional and national events and manage bilateral meetings with donors and strategic partners;
• Carry out other relevant tasks on request and agreement with the line manager.
• Master’s degree (or higher)in environmental sciences or engineering; • Minimum of 7 years of professional experience in natural resource management, climate change adaptation, disaster risk reduction or related fields, with at least 5 years in an international setting; • Work experience in Eastern Europe, North and Central Asia with particular emphasis on the Western Balkans; • Excellent knowledge of global environmental standards and frameworks, e.g. the Paris Agreement, SDGs and Sendai Framework; • Good understanding of the IUCN NbS Standard and experience with its implementation; • Understanding of gender equality and human rights-based approaches; • Proven experience in management and coordination of multi-partner projects; • Ability to coordinate complex partnerships, including governments, experts, civil society and the private sector; • Capacity to work effectively under time pressure and during extended hours if required; • Willingness to travel within the region, sometimes at short notice; • Excellent command of English; knowledge of other languages spoken in the region is an asset; • Computer literacy in MS Office packages; • Excellent organizational and networking skills, team-oriented attitude and ability to work independently. |
