Water and Wetlands Officer, Thailand Programme

- UNEP/Adaptation Fund Mekong EbA South will implement innovative, on-the-ground adaptation technologies and share implementation lessons across the Greater Mekong Sub-region. Adaptation technologies will be demonstrated in the middle (in the Young Basin in Thailand) and lower (surrounding Tram Chim National Park in Vietnam) reaches of the Mekong River basin to build climate resilience and generate adaptation knowledge from diverse environmental and socio-economic contexts.
- IKI Urban Resilience project will enhance NbS and EbA measurements in the target urban areas and wider landscapes, in which they are embedded enjoy significantly enhanced social, economic and environmental resilience to climate change impacts through the wide-scale adoption of nature-based solutions (NbS). The project will make a significant contribution to climate change adaptation in up to 6 municipalities in 2 provinces, which will be identified during the preparation phase.
- Indo-Burma Ramsar Regional Initiative (IBRRI) in Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. IBRRI was endorsed in June 2016 as one of 19 Ramsar Regional Initiatives globally. It has been designed to support the coordinated implementation of the Ramsar Strategic Plan in the five participating countries and to help improve the visibility and implementation of the Ramsar Convention through transboundary dialogues, capacity building,
promotion of scientific and technical cooperation on wetland-related issues of common concern at the regional level, and the involvement of relevant national and regional stakeholders.
- Building River Dialogue and Governance (BRIDGE) is a global programme facilitated by IUCN and is being implemented in more than 14 transboundary river basins across Asia, Africa and the Caribbean. BRIDGE supports capacities of countries sharing river or lake basins to implement effective water management arrangements through development of a shared vision and application of water diplomacy at multiple levels. In Southeast Asia, the programme is working in the Mekong in Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam.
The PO will also support the HoO Thailand to identify additional sources for funding for the programme, and develop new project proposals in alignment with IUCN Thailand’s programme areas and strategic themes.
SPECIFIC DUTIES:
Project Implementation
• Serve as PO for the Mekong EbA South project in Thailand. Lead the implementation of activities according to the project workplans and facilitate discussion and activities with partners at the project sites. Join regional project meetings, and provide inputs to regional project reports, as needed. The PO will be responsible for the financial management of the Thailand component of the project as well as project communications, reporting, monitoring and evaluation for Thailand.
• Serve as PO for the IKI Urban Resilience project in Thailand. PO will jointly develop the main phase proposal with the Asia regional team. Lead the implementation of activities according to the project workplans and facilitate discussion and activities with partners at the project sites. The PO will be responsible for the financial management of the project as well as project communications, reporting, monitoring and evaluation.
• Support the national implementation of the regional BRIDGE Mekong and BRIDGE Salween projects, and provide technical support where needed.
• Liaise with relevant government agencies to ensure their participation and inputs in meetings of the IBRRI.
• Contribute to information sharing, and documenting lessons learned in the implementation of projects in Thailand.
Programme Development
• Assist the HoO in developing water and wetland project proposals and identifying strategic priorities on water and wetlands for the Thailand Programme.
• Lead the development of monthly and annual workplans and reports for Thailand’s water and wetland programme.
Networking, relationship building and communications:
• Facilitate field visits and meetings with the project donor, government officials and consultants, including translating and interpreting, where necessary.
• Strengthen relationships and maintain regular contact with government counterparts, private sector partners, IUCN Members, NGOs and other civil sector partners, as well as with members of the IUCN NbS Community of Practice.
Institutional tasks
• Represent in external and internal IUCN meetings, at national, regional and international levels, as needed.
• Undertake any other tasks as may be assigned by, and mutually agreed with the line manager.

• Bachelor's Degree (or higher) in wetlands management, integrated water resources management, environmental sciences, natural resource management, or a related field; • At least five years of experiences in programme/project coordination and implementation; • Knowledge of Nature-based Solutions (NbS) in water, wetlands, urban areas and agriculture will be advantageous; • Experiences in delivering water, wetland, agriculture, urban related projects and proven ability to manage projects, demonstrating understanding on application of NbS and EbA in these fields; • In depth understanding of Thai national and local government authorities related to water management; • Strong project management, organisational skills and ability to manage projects with several stakeholders, government agencies and private sector donors; • Strong-communicator, must be fluent in Thai and English, with excellent written and spoken communication skills; • A strong team player who can work on own initiative and be a self-directed lateral thinker; • Proficiency in the use of Internet-based communications platforms (Google Docs) and MS Office applications (MS Word, Excel, PowerPoint) and other web-based management systems • Technical knowledge and experience in mapping, GIS, land use planning a plus. |
