BACKGROUND
The field administrative officer will be responsible for the whole CFWs component under the project of Job Creation to Prevent Soil Erosion and Reduce Evaporation in Zarqa Ma'in Dam. The project, which is funded by the GIZ, aims to improve the living conditions of Jordanian host communities and Syrian refugees by creating job opportunities to reduce soil erosion and evaporation in the Zarqa Ma'in dam. This project will generate 395 short-term employment opportunities to implement the diverse project interventions. The employment opportunities will be offered to local communities and Syrian refugees who have settled within the project area, with a focus on effectively engaging youth, women, and vulnerable groups in project activities.
The field administrative Officer will be responsible for managing the entire CFWs affairs, beginning with the CFWs hiring process, which includes setting selection criteria, lunching the registration, and selection process, and all related affairs such as contracts, social security, work permits for Syrians, following up on CFWs attendance and releasing their monthly payments and food allowance, and so on, in full compliance with Jordan labour laws, CFWs SOPs, GIZ and IUCN policies and regulations. The field administrative Officer reports directly to the project manager and interacts with project officers, the finance department, IUCN-ROWA administration, and communication staff. The field administrator Officer is based between Amman - IUCN offices and Madaba - Ma'in Dam.
JOB DESCRIPTION
DUTIES AND RESPONSIBILITIES:

• Manage, implement, and monitor the entire CFWs component, which will include three CFWs rotations, each lasting three months.
• Establish the CFWs' selection criteria, monitor and conduct the selection process in accordance with Jordan labour laws, CFWs SOPs, GIZ and IUCN policies and regulations, in collaboration with all relevant stakeholders, and in full coordination with the project manager and GIZ team.
• The (395) short-term job opportunities should be made available to local communities and Syrian refugees who have settled in the project area, with a focus on effectively engaging youth, women, and vulnerable groups in project activities (50% Jordanian, 50% Syrian refugees, and at least 20% women).
• Carry out, manage, and monitor the CFWs' affairs, such as but not limited to contracts, social security, work permits for Syrians, attendance, leaves, and all day-to-day operations.
• Day-to-day management and oversight of all CFW affairs in accordance with Jordan labour law and GIZ’s policies and regulations and CFWs SOPs.
• Develop a complaints mechanism, as well as a response and follow-up mechanism, that is accessible to all CFWs and project teams.
• Providing daily feedback to the project manager and, if necessary to the Donor, on the status of CFWs and CFW complaints.
• Manage, prepare, and follow up on the attendance and timely release of CFW payments and food allowance.
• In collaboration with the transportation company and the field team, manage, facilitate, and monitor the transportation of CFWs from assembly points to working sites and back.
• Provide CFWs with training on labour rights, a code of conduct, and financial literacy, as well as post-employment support.
• Reporting: Draft daily, weekly, and monthly reports about the CFWs status.
• Support, manage, and supervise the Field Administrative Officer to ensure the day-to-day operations of CFW.
• Establish and maintain positive working relationships with project stakeholders at all levels, including GIZ, CFWs, JVA, municipalities, other NGOs, and local and national government bodies.
• Assist and support the project manager with daily operational work in the project and ensure that project implementation is of high quality, meets donor requirements, and is fully aligned with the IUCN ROWA vision and reputation. As well as represent IUCN and network with other organization on behalf of IUCN.
• Coordination with field coordinators on daily basis for required information, data and follow up.
• Manage the mobile wallet payment for CFW, verify cash receipts by beneficiaries, and contact the service provider to solve any issues.
• Handled the social security report in/out for short-term labour CFW and make sure the reports complied with actual payment for social security.
• Performing any other duties as requested by the line manager.

QUALIFICATIONS:
• University degree in HR and or business administration and all relative degrees (A master degree will be an added value)
• 5 years' experience in NGOs implementation projects in a relevant position such as HR and administration.
• 3 years' experience in CFW projects with implementing NGOs.
• Experience in conducting training.
• Sound knowledge of MS Office software use epically word, excel and outlook.
• Excellent interpersonal skills and have strong organisational ability.
• Excellent reporting skills
• Fluency in written and spoken English required.
• A good team player but also willing to work on own initiative.
• Have a Valid driver’s license.

The above job description contains the main duties and responsibilities for this position. However, in a relatively small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description.
