BACKGROUND
The Karot Power Company Limited (KPCL), a subsidiary of China Three Gorges South Asia Investment Limited (CSAIL), is undertaking construction of the 720 MW Karot Hydropower Project on the Jhelum River, in Azad Jammu and Kashmir (AJK). Consistent with the Biodiversity Management (Action) Plan Framework of CSAIL and the International Finance Corporation (IFC) Performance Standard 6, the preparation of a Biodiversity Management Plan (BMP) was recommended in the Environmental and Social Impact Assessment (ESIA) of the Project. The main objectives of the BMP are to further develop the biodiversity mitigation presented in the ESIA, inclusive of determination of environmental flow, hydropeaking management, and to demonstrate ‘No Net Loss’ of biodiversity in natural habitats where feasible, as required by the IFC Performance Standards. In this regard, KPCL has engaged the services of IUCN Pakistan as the “Implementation Organization” (IO) for the BMP of Karot HPP.

The Biodiversity Management Plan is a critical element of the Karot HPP. It was formulated to address regional biodiversity concerns and to achieve ’No Net Loss’ under the IFC’s Performance Standard 6. It addresses the implementation of the Protection Level 2 to conserve, protect and restore the biological resources of the Jhelum River Basin. While the BMP is designed to achieve these objectives at the basin level, the need for a management plan for Murree Kahutta Kotli Sattian National Park (MKKSNP) and Azad Pattan National Park (APNP) is triggered by the AJK Wildlife and Fisheries Department, the Punjab Wildlife Department, and the Punjab Fisheries Department respectively in AJK and Punjab. NPMPs for MKKSNP and APNP are expected to strengthen the sustainability of the BMP and more importantly the national park itself

One of the key deliverables of the IO is the development of two National Park Management Offices; one for APNP in AJK and one for MKKSNP in Punjab. The below Terms of References (ToRs) have been developed for hiring staff to carry out activities of APNP and MKKSNP offices for the Karot HPP.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:
The incumbent will be responsible for implementing the project activities in National Park Management Office, APNP-AJK/MKKSNP-Punjab - Pakistan in the supervision of Project Manager, Karot Hydro Power Project (BMP Implementation) Islamabad Programme Office and in coordination with the Manager, Islamabad Programme Office IUCN Pakistan.

The incumbent will also be responsible to coordinate with the Governments of AJ&K OR Punjab, for effective implementation of the project activities in collaboration with the Karot Power Company Limited and close Coordination with the Project Manager, Karot Hydro Power Project (BMP Implementation) Islamabad Programme Office IUCN Pakistan. In addition, S/He will implement, manage and coordinate activities of the National Park Management Office. The incumbent will also collaborate with other partners in the project area in coordination with the Project Manager, Karot and Manager Islamabad Programme Office and Biodiversity Expert.

S/He will be expected to implement the project activities and coordinate with the key stakeholders including project donor, Government and respective communities. S/He will be expected to have a clear idea of the functioning of government departments, civil society, local organizations and area context. The incumbent is expected to be well aware of the Hydropower projects under China-Pakistan Economic Corridor and Belt and Road Initiative particularly in the AJ&K and Punjab context.

SPECIFIC FUNCTIONS AND DUTIES:
PROJECT IMPLEMENTATION:
•Establishment and Management of National Park Management field office
•Technically guide and manage the following field staff members: social mobilisers, sand mining inspectors, watchers, admin/account assistants, and vehicle drivers
•Ensure the implementation of objectives/activities identified in the project/staff work plan;
•Report to Project Manager and coordinate with KPCL, Govt. Forest, Wildlife, and Fisheries Departments;
•Responsible for the collation of daily watch, ward, and sand-mining reports into the
monthly reports
•Work with the Project Manager to compile the quarterly and annual project M&E and progress reports.
•Any other tasks that are assigned by the supervisor from time to time

TECHNICAL INPUT:
•Provide overall technical support in all the project interventions.
•Identify the additional technical support required within or outside the organization in coordination with the Project Manager and Manager Islamabad Programme Office.

BUDGET MANAGEMENT AND REPORTING:
•Conduct project expenses in line with the project budget and as per due approvals by the Project Manager and Manager Islamabad Programme Office as per IUCN procedures for requisite approvals.
•Record all project expenses and respective documentation and submit a bi-monthly and monthly expense report to the Project Manager accordingly.
•Submit monthly progress report of the project activities implementation along with a plan for next month.
•Document the lessons learnt through the project and share with the Project Manager and Manager Islamabad Programme Office.
•Collaborate with Project Manager to ensure the project implementation as per the project goals and objectives.

NETWORKING AND REPRESENTATION:
•Coordinate with government line departments, donors, partners and stakeholders of the project for the implementation of project and day to day matters and meetings in coordination with Project Manager and Manager Islamabad Programme Office.
•Maintain regular coordination with the government in collaboration with the Project Manager and Manager, Islamabad Programme Office.
•Maintain coordination with BMP management Committee and IUCN Pakistan National Committee members, other organizations and stakeholders working in the project area during project implementation.

OTHER FUNCTIONS:
•Provide active input to the formal and non-formal fora of IUCN and respective provincial governments of AJK/Punjab in coordination with the Project Manager.
•Coordinate and oversee the consultants and other human resource engaged for project implementation for the timely completion of the assigned tasks and optimum effectiveness and productivity.
•Support the Project Manager in the oversight and quality control functions of the project implementation.
•Responsible for the administrative and implementation related tasks of the National Park management office.
•Carry out any other relevant tasks as required by and mutually agreed with the line manager/ supervisor(s).
REQUIREMENTS
  • At least a bachelor’s degree in Forestry/Wildlife/ Zoology/Fisheries or any other relevant degree from a recognized university or

• A Masters/MPhil degree in a similar field At least 4 years of demonstrated experience in development/research-related work, particularly in the field of Forestry, NRM, Wildlife, Biodiversity Conservation etc.

• Experience in office applications (MS Word, Excel and PowerPoint) and web-based management tools and statistical packages like R, Python etc.

• Physically fit for travelling/trekking in rugged mountain areas.

• Familiarity with the social, cultural, and geographical context of the project area will be an asset.

• Aptitude for teamwork and fieldwork;

• Excellent command of English, Urdu (verbal/written) and local languages of the project area with good communication skills;
SALARY
The gross annual salary for this position is between PKR 1'762'454 and PKR 2'203'067. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
