ORGANISATIONAL BACKGROUND

TRAFFIC is the leading non-governmental organization working globally on trade in wild animals and plants in the context of both biodiversity conservation and sustainable development.

TRAFFIC International is a charity and limited company registered in the UK. TRAFFIC’s head office, based in Cambridge UK, provides worldwide leadership, coordination, cross-regional and corporate functions. TRAFFIC’s local engagement is managed through programme offices operating under the auspices of the UK charity, with staff based in a hub office and at other strategic locations where necessary. Programme offices operate within a geographic area of responsibility focused on one or multiple countries where TRAFFIC aims to help deliver priority programme outcomes. TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues.
JOB DESCRIPTION
CHARACTERISTIC DUTIES

This position is responsible for processing finance and accounting procedures and other tasks to ensure effective and efficient accounting and financial management in the TRAFFIC Vietnam office and its projects. The Finance Officer works closely with the project administrators, and project staff in Viet Nam and throughout the TRAFFIC network.

SPECIFIC DUTIES

• Provide support to day-to-day project accounting operations;
• Assist in ensuring that all staff follows financial policies and procedures of TRAFFIC and donors;
• Provide support to project admin and project officers to jointly ensure that all expenses made are reasonable; accurate and in compliance with cost principles procedures of the program as well as donor; all expenses are verified in the validity and accuracy of reliable, reasonable and approved by a designated person before payment;
• Ensure all operational expenses are covered and paid on time;
• Responsible for preparing vouchers and recording the transactions into the accounting system in the right period and ensuring documentation is updated;
• Responsible for ensuring all financial supporting documents attached to payment are accurate and in compliance with policies and procedures and in line with approved budget;
• Entering accurate records of all payment transactions input to accounting software (Sage 300);
• Prepare the office financial reports and assist in preparing the project financial reports for donors;
• Reconcile the monthly balance sheet and accounts to ensure that advances and balances are in line with the clearance plan;
• Monitor cash flow, and manage petty cash and bank accounts;
• Reviewing and advising on the terms of donor contracts and agreements;
• Maintain and movement of all hard copies to cloud-based storage (and ensure separate backup copies)
• Cooperate and consult with project administrators to (re)allocate activity funding and monitor, forecast burn rates and monitor progress on spending.
• Stay alert and provide regular updates on new finance requirements, guidance, instructions, and procedures of different donors when relevant.
• Other duties as required by the Senior Operations Manager and Office Director.
REQUIREMENTS
  • • Bachelor’s Degree in financial and accounting
• Relevant and proven experience in financial management, project administration and contracting
• Ability to demonstrate sound financial skills
• Sound knowledge of MS Office software use, especially Excel and Access
• Excellent interpersonal skills and strong organisational ability
• A good team player but also willing to work on own initiative
• Keen interest in environmental and financial issues
• Fluency in written and spoken English required
• Eligible to live and work in Viet Nam
