BACKGROUND
(Interim primary reporting to Mason Smith as interim RD effective 27.02.17)

IUCN ORO is committed to promoting good environmental governance through sound policies and legislations, through its leadership coalition and through the delivery of world class environmental governance services under the Pacific Centre for Environmental Governance. The Environmental Governance programme aims to be proactive in delivering a world class environmental governance service through its four programmatic areas under the IUCN Pacific Centre for Environmental Governance (PCEG). These four programmatic areas are; Environmental Law, Environmental and Social Policy, Natural Resources Economics; and Leadership.

The PCEG Coordinator will be required to provide environmental governance expert advice and support to countries in the Oceania Region and to the IUCN Oceania Regional Programme including and in terms of the following:
• Provide support to the countries within the Region to meet their obligations under the Multilateral Environmental Instruments. These include the Convention on Biological Diversity and its Strategic Plan (2011-2020), the Aichi Targets and the Nagoya Protocol on Access and Benefit Sharing.
• Ensure that PCEG through its Leadership coalition platform will work closely with key decision makers in ensuring green economy policies and frameworks are embedded in national planning policies.
• Lead and manage the centre's activities. In so doing, the incumbent is expected to play an integral part in developing the PCEG Centre, including the recruitment of staff, facilitation & engagement of additional partners and donors.
• Contribute to other IUCN’s conservation roles and services in the region and in view of the position’s seniority on the structure, it will contribute to strategic decision making and supervision of Programme staff and consultants.
The successful incumbent will also be a member of a rapidly growing team of professional and support staff focused on achieving conservation outcomes in the region through sound environmental policies and legislations.
JOB DESCRIPTION
Subordinate Positions: Responsible for all the four programmatic components of the PCEG:

* Environmental Law Programme staff including Senior
Environmental Law Officer;
* Environmental and Social Policy staff including direct reports;
* Natural Resources Economics staff including direct reports;
* Leadership staff including direct reports.

Functional relationships:
Internal:
• IUCN Oceania Regional Office Programme Coordinator and specialist staff.
• Senior Management Team colleagues.

External:
• Government and non-government organization representatives, IUCN members and partners.
• Consultants, including supervision of contractors.
• Stakeholder organizations, news media and other agencies, as appropriate, in accordance with relevant plans and policies.


SCOPE OF RESPONSIBILITIES:
The position will be responsible for the following:
• Leadership and the management the IUCN Oceania Regional Office’s PCEG Programme.
• Ensure that the Oceania Regional Environmental Governance Programme with the Global IUCN Environmental Programme complement each other in their roles.
• Establish and or maintain partnerships with relevant CROP Agencies such as SPREP and other relevant NGOs.

SPECIFIC ACTIVITIES / DUTIES:

In undertaking the above responsibilities, the position shall in its delivery, undertake the following duties for the PCEG Programme:

Establishment of the PCEG.
• Working in close coordination with the RD and RPC to establish the PCEG facility.
• Enlist staff as required.
• Secure funding for the operations of the centre.
• Conduct a Pacific Governance and Leadership Forum by December 2015 with relevant stakeholders to:
? Identify key strategic issues,
? Promote and confirm PCEG services, and
? Identify potential partnerships and projects.
• Draft a PCEG Business Plan (2015-2017) in consultation with partners, stakeholders and the Advisory Board and submit for approval by the Regional Director by 31 January 2016.
• Establish an Advisory Group to review, plan, promote, and provide guidance and advice on matters pertaining to the strategic direction of the PCEG.


Management of Staff:

• Supervise, support and mentor PCEG Staff.

PCEG Programme Planning and Project Implementation:

• Lead the strategic planning of the PCEG ensuring that its activities contribute to a lasting impact in the Region’s conservation efforts; In doing so, ensuring that standards are maintained and that goals and objectives are met;
• Implement a regular planning cycle with the use of a common set of tools, methods and standards for planning in IUCN, including performance criteria;
• Coordinate the preparation of Annual and Quarterly Work plans for the four programme components of the PCEG;
• Advise the RD on progress and problems associated with the PCEG programme and budget delivery and assist PCEG project managers in solving these problems;
• Coordinate with the RD and RPC in the identification of new partners and potential projects;
• Assist the RPC in identifying linkages with on-going projects and activities to be considered in the writing of proposals and the development of new projects;
• Coordinate and facilitate regular meetings between the different projects of the PCEG Programme;
• Participate and contribute in the Senior Management Team Meetings (SMAT) and other IUCN ORO meetings as required.

Program Oversight:
• Provide the legal/governance oversight in developing relevant projects and initiatives with the RPC and other programme coordinators;
• Oversee the monitoring and evaluation of the PCEG programme and related projects;
• Ensure quality assurance of the PCEG programme and project implementation;
• Ensure the sustainability of the pipeline projects within the PCEG Programme,
• Assist in discussions with potential strategic partners when developing new project proposals;
• Collaborate with the Finance Unit in the regular monitoring of PCEG programme budgets.
• Fund raising for the PCEG four programmatic components.


Reporting:
• Coordinate the preparation and submission of PCEG’s Quarterly and Annual Reports;
• Provide regular updates to the RD and SMAT on changes and trends in relation to PCEG’s programme;
• Interpret, summarize and communicate information for wider dissemination.

Capacity Building:

• Oversee the coordination of capacity building initiatives in the PCEG programme and project management aspects in accordance with the needs of the programme and project staff specifically in areas of project planning, needs assessments, monitoring and evaluation, programme and project reviews, budget formulation and reviews, and related areas.

Institutional Support:
• Participate in Oceania regional groups, task forces and Committees, as required;
• Participate in Global IUCN bodies and others that fall within the scope of PCEG as required;
• Represent IUCN ORO in meetings and events as requested by the Regional Director.
• Negotiate and administer consultancy contracts.
• Undertake specific tasks including contributing to strategic plans, annual work programmes and projects in collaboration with IUCN colleagues and partners.
• Ensure contractual obligations are met and that compliance measures are in place.
• Perform any other tasks that may be reasonably assigned by the Regional Director from time to time.

Organisational Engagement:

• Maintain linkages to Pacific regional environmental conservation networks and identify further opportunities for information sharing.
• Maintain and develop partnerships with governments, NGOs, partners, and CROP agencies environmental sectors.
• Develop and reinforce links with the IUCN Secretariat, Commissions and Programmes by contributing to networks of environmental researchers, conservationists, and managers to implement Oceania Regional Office activities.
• Represent IUCN at appropriate national, regional and international forums.
• Provide guidance and inputs into specialist areas and initiatives as required by the RD.

Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organization such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.
REQUIREMENTS
  • A Law Degree is not a requirement but it would be an advantage;

• Post-graduate qualification in a relevant discipline such as Environmental Science/Management, Development Studies, Governance;

• At least 5 years in a senior strategic management position;

• At least 5 years of demonstrated experience in a conservation or environmental related organisation;

• Strong communication skills in written and spoken English;

• Relevant Regional experience would be an advantage.
