BACKGROUND
The purpose of the Regional Climate Change Program (RCCP) is to support Central America and the Dominican Republic: 1) to establish and implement carbon-based incentives to reduce emissions from deforestation, forest degradation, and other land uses and 2) to integrate earth observation information and geospatial technologies into development decision making.

The International Union for Conservation of Nature (IUCN) leads Component 2 of the program, which focuses on climate change adaptation decision making. Providing meaningful information is a first step towards strengthening the adaptation capacity of decision makers in the region. The RCCP aims to achieve this program objective by focusing on multiple-way communication channels, end user training, as well as ensuring the sustainability of the interactions between data providers, data processors and end users. It will also capitalize on the extensions of four thematic networks to ensure effective, evolving and dynamic distribution mechanisms.

A regional clearinghouse will be developed under this component. The aim is to link data providers, data processors and end users in order to better coordinate, disseminate and strengthen climate change adaptation knowledge, and get feedback on changing information needs as well as the usefulness of disseminated information or validation of new methodologies for impact and vulnerability assessment as well as the development of adaptation measures. This activity is implemented by one of the consortium partners, DAI.

The RCCP supports the Regional Committee on Water Resources (known as CRRH for its name in Spanish) to expand the scope and services of the Climate Forum of Central America (CFCA) with the participation of RCCP thematic networks and other data end-users. The CFCA involves experts in meteorology, climatology and hydrology from government meteorological services and universities of the Central American region. It reviews and analyzes recent Oceanic and atmospheric conditions, historical rainfall records and forecasts of global models and their possible implications in patterns of rainfall in Mesoamerica.

The RCCP will also support the strengthening of thematic networks for better understanding climate and climate change information in order to take better decisions and expand their capacities on adaptation to climate change.

As well, IUCN is supporting other processes such as the establishment of the digital platform MAP SERVER funded by AECID to disseminate the information collected in the Map of Indigenous Peoples, Protected Areas and Natural Ecosystems of Central America among different stakeholders and levels to which the position for this job description is expected to be involved and working towards the functioning of the MAP SERVER and its socialization at regional level.
JOB DESCRIPTION
This position fulfills a wide variety of responsibilities:

1. Support and maintenance of the IUCN - ORMACC Map Server.
2. Support to projects for the elaboration of digital cartographic material to feed the IUCN - ORMACC Map Server and the projects as such.
3. Support in the preparation and elaboration of new project proposals to contribute to IUCN-ORMACC fundraising.
4. Provide support to projects that request it in areas such as nature-based solutions, nature-based risk reduction, forest and productive restoration, biological monitoring, natural risk management, connectivity and protected areas, marine and coastal environment management.
5. Actively work on project components that require developing concrete actions in nature-based solutions, nature-based risk reduction, forest and productive restoration, biological monitoring, natural risk management, connectivity and protected areas, management of marine-coastal environments, development of digital cartography, spatial analysis, satellite image analysis, determination of deforestation rates, climate variability.
6. Manage staff and consultants as needed on technical issues such as nature-based solutions, nature-based risk reduction, biological monitoring, connectivity and protected areas, management of marine-coastal environments, forest and productive restoration.
7. Actively participate in the negotiation with donors before, during and after the life of the projects, from the initial management of a proposal to the closure of a project, this involves participation in special missions carried out by donors to verify the progress of projects, negotiation in the development of proposals and acquisition of funds, preparation of project closure reports and their respective technical audits.
8. Participation in IUCN Commissions.
9. Development of national and regional activities such as workshops, training, concrete actions in biological monitoring, nature-based solutions, forest and productive restoration, nature-based risk reduction, connectivity and protected areas.
10. Facilitating relationships and negotiations with governmental entities at the regional level.
11. Facility for relations and negotiation with regional entities such as the Central American Indigenous Council, the Central American Integration System and its dependencies.
12. Ability and skill for conflict resolution at the community level, with implementing partners and with stakeholders of different projects and programs developed by IUCN ORMACC.
13. Facility for the elaboration and writing of reports at different levels, basic, medium and high technical.
14. Facility for the elaboration of knowledge management products at both popular and technical levels.
15. Participation in different knowledge spaces such as workshops, symposiums, national and regional conferences.
16. Facility for the development of budgets in conjunction with financial personnel.
17. Development of soft and hard skills.
REQUIREMENTS
  • PhD Degree on Geography, Risk Management, Environmental Sciences.

• At least 5 to 8 years of experience working in the field of experience.

• Knowledge of the Environmental institutions, Meteorological Services in Central America, and the Central American Integration System.

• Experience working in regional projects (more than 4 countries).

• Fluent in both English and Spanish. Advance professional fluency.

• Others as required by IUCN regarding the program and projects restoration, natural based solutions, ecosystem-based risk reduction, protected areas and connectivity, coastal and marine ecosystems, biological monitoring, special analysis, remote sensing.

• Availability for traveling around 50% time.
