Economics Programme Officer

IUCN’s Economics Unit aims to build a bridge between environment and development through nature-based solutions to local and global development challenges. By increasing our knowledge of the economic value of ecosystems and ensuring that this information guides policy processes, IUCN aims to anchor nature at the heart of a green global economy. Consistent with the new IUCN Business Model GESSP is positioned within a cluster of IUCN Programmes that support the delivery of nature-based solutions – the Nature Based Solutions Group (NBSG) – in order to improve programmatic coherence, enhance project-based delivery, optimise staffing efficiency and generally strengthen quality assurance.
Within the NBSG the Global Forest and Climate Change Programme (GFCCP) has identified a need for greater capacity in the use of economic analysis and application of related tools as part of national or sub-national assessments of restoration. Forest landscape restoration (FLR) is an approach to regaining ecological integrity of degraded lands and improving human wellbeing through the creation of multi-functional restored landscapes. IUCN and its partners collaborate in support of the Bonn Challenge, a global goal to initiate restoration of 150 million hectares of deforested and degraded lands by 2020 and 350 million hectares by 2030.
It is within this context that the GESSP is strengthening its collaboration with the GFCCP. This position will enhance IUCN’s capacity to deliver quality outcomes within that collaboration.
The Programme Officer will provide technical support and expertise in environmental economics with an emphasis on forest landscape restoration (FLR). The programme officer will maintain close working relations with the GFCCP team to ensure synergies between GFCCP / GESSP projects and other initiatives are exploited, and that lessons learnt and outcomes are integrated into the programme’s policy and knowledge work.
SPECIFIC DUTIES AND RESPONSIBILITIES
A. Economics Unit (10%)
- Provide expertise, technical support and research on various topics at the intersection of economics and finance, development and the environment
- Support the development and application of economic tools and analysis (ecosystem service valuation, cost benefit analysis, opportunity cost analysis, bio-economic modelling) to inform decision-making in a variety of contexts
- Develop and evaluate economic incentives and financing mechanisms for biodiversity conservation and restoration
B. Global Forest and Climate Change Programme/Forest Landscape Restoration (90%)
- Provide technical support and additional capacity to IUCN regional and country offices in the application of the cost-benefit and carbon modelling components of the Restoration Opportunities Assessment Methodology (ROAM,) as part of national and sub-national assessments of FLR opportunities.
- Ensure knowledge generation and learning from the application of ROAM.
- Refine, update and expand ROAM economic and carbon modelling tools based on the experience of IUCN and partners.
- Support and strengthen IUCN partnerships with organisations developing and applying related tools, for example NatCap and InVEST.
- Build a compelling business case for investment in forest landscape restoration.
- Maintain an overview of relevant economics work in IUCN, its partners and members.
- Follow and contribute to expert dialogues on economic aspects of restoration.
- Contribute to knowledge products including policy influencing and outreach materials.
COMPENSATION PACKAGE
- Gross salary ranging from USD 77’000 to USD 95'000 per year
- Comprehensive health, dental, vision, life and long term disability insurance plan
- Retirement benefit of 5% of gross salary from the 4th month of employment
- 7.65% of gross salary FICA contribution (this benefit is only applicable to US nationals and green card holders)

• A Master’s degree in Economics, Environmental Economics, Natural Resource Economics or related discipline. • A minimum of 7 years of experience applying economic analysis to inform natural resource management. • Demonstrated regional and national level experience of using economic analysis to tackle environmental issues in both developing and developed country contexts; • Demonstrated experience and understanding of the economics of FLR and policies at the national and international level. • Ability to work effectively within a large decentralised workforce of professionals of different cultures and nationalities. • Proven ability to work in an interdisciplinary manner, both independently and in a team. • Fluent English. Knowledge of Spanish and/or French is a definite asset. • Excellent interpersonal and networking skills, especially in multi-stakeholder contexts. • Effective communications skills (in writing and speaking) for a wide range of audiences. • Availability for significant travel -- at least 10 days/month. |
