BACKGROUND
The IUCN Global Forest and Climate Change Programme (GFCCP) is seeking an Economist with experience in the application of economic tools to evaluate the case for forest landscape restoration (FLR) at different scales and to provide technical support in the assessment of restoration opportunities and trade-offs. IUCN and its partners support the Bonn Challenge, a global goal to initiate restoration of 150 million hectares of deforested and degraded lands by 2020 and 350 million hectares by 2030.

As part of the Global Economics and Social Science Programme (GESSP), the Economics Unit aims to measure and make visible the full economic value of ecosystem services to society - to improve the management of natural capital and to tackle environment and development challenges through nature-based solutions.
JOB DESCRIPTION
The Senior Restoration Economist will undertake economic analysis of the costs and benefits of forest landscape restoration to local, national and global economies as well as provide technical expertise in environmental economics. The Senior Economist will ensure synergies between GFCCP / GESSP projects and other initiatives are exploited, and that lessons learnt and outcomes are integrated into the policy and knowledge work of both programmes.

SPECIFIC DUTIES AND RESPONSIBILITIES

A. Global Forest and Climate Change Programme/Forest Landscape Restoration (90%)

- Provide technical leadership in the application of the economic components of the Restoration Opportunities Assessment Methodology (ROAM), including technical support and guidance to IUCN’s regional and country colleagues and partners in economic analysis, the assembly of expert teams, and application, improvement and exchange of relevant tools
- Build compelling macro-economic cases for investment in forest landscape restoration, including meta analysis and aggregation of findings from sub/national appraisals
- Evaluate and develop opportunities for direct economic incentives for forest landscape restoration
- Contribute to expert dialogues, networks and policy processes on the economic aspects of restoration
- Contribute to knowledge products including policy influencing and outreach materials.

B. Economics Unit (10%)

- Provide expertise, technical support and research on topics at the intersection of economics and the environment
- Support the development and application of economic tools and analysis (ecosystem service valuation, cost benefit analysis, opportunity cost analysis) to inform decision-making
- Develop and evaluate economic incentives and financing mechanisms for biodiversity conservation and restoration

COMPENSATION PACKAGE
- Gross salary ranging from USD 77’000 to USD 95'000 per year
- Comprehensive health, dental, vision, life and long term disability insurance plan
- Retirement benefit of 5% of gross salary from the 4th month of employment
- 7.65% of gross salary FICA contribution (this benefit is only applicable to US nationals and green card holders)
REQUIREMENTS
  • A Master’s degree in Economics, Environmental Economics, Natural Resource Economics, Development Economics or related discipline.

• A minimum of 7 years of experience applying economic analysis to inform natural resource management.

• Demonstrated regional and national level experience of using economic analysis to tackle environmental issues in both developing and developed country contexts.

• Demonstrated experience and understanding of the economics of FLR and policies at the national and international level.

• Ability to work effectively within a large decentralized workforce of professionals of different cultures and nationalities.

• Proven ability to work in an interdisciplinary manner, both independently and in a team.

• Fluent English. Knowledge of Spanish and/or French and/or Portuguese is an asset.

• Excellent interpersonal and networking skills, especially in multi-stakeholder contexts.

• Effective communications skills (in writing and speaking) for a wide range of audiences.

• Availability for significant travel -- at least 7-10 days/month.
