BACKGROUND
The Regional Head of Finance and Administration will be responsible for financial management IUCN Oceania Regional Office to ensure that business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN and the local labor law, as applicable. The incumbent is a member of the Senior Management Advisory Team (SMAT) and is required to provide detailed monthly reports at the monthly SMAT meetings.

This position is locally engaged and reserved for Fijian citizens and relevant permit holders. We encourage applications from people of diverse backgrounds, including women and people with disabilities.
JOB DESCRIPTION
The specific duties of this position include, but are not limited to, the following:

a. Financial planning, budgeting and reporting

•Develop and oversee the implementation of a comprehensive financial management plan that will support the efficient and effective delivery of the IUCN ORO Programme.
•Coordinate the annual budgeting process as well as any other financial plans and forecasts.
•Prepare financial management reports to track performance against budget and report the results to the ORO Regional Director and IUCN Headquarters in Gland, Switzerland.
•Ensure the accuracy and completeness of financial reports to donors, partners and internal stakeholders.

b. Financial advice

•Provide advice to the Regional Director and heads of programmes on all financial matters, including making recommendations for improving efficiency and optimizing the use of financial resources.
•Provide support to programme and project managers on all areas of project financial management, including budgeting, monitoring, reporting and compliance with donor financial rules and regulations.
•Provide advice on the tax status of the regional office and the applicability of national taxes to staff and operations and ensure compliance with national tax laws and regulations.
•Provide or coordinate finance training for project managers and other staff in the regional office.

c. Financial control, risk management and compliance

•Ensure that an internal control framework is in place, and that processes are in place to ensure compliance with established procedures.
•Participate in the development of global and regional financial policies and procedures.
•Assist in the identification and management of financial and other risks through the preparation of a risk register, and provide advice on risk management.
•Ensure the completeness and accuracy of financial data across the region through the establishment of checklists and monthly reviews of financial data.

d. Staff management, development and support

•Supervise the ORO finance and administration teams and manage their performance and professional development.
•Provide support to finance staff on systems, processes, procedures and technical accounting matters.
•Build high quality teams of finance and administration staff through participation in recruitment, evaluation and career development.

e. Cash management and resource mobilization

•Manage the cash resources of the office ensuring that resources are optimally utilized and that exchange rate risk is minimized.
•Provide advice and assistance in resource mobilization initiatives when required.

f. Administration

•Manage the following administrative processes for the regional office:
-Oversee the procurement and maintenance furnishings, office equipment, vehicles, consumables and all other procurement needs in the office, including the needs of the programmes; Vehicle management.
-Manage the allocation of office space and lease agreements.
-Maintenance and security of all ORO offices and premises.
-Ensure adequate insurance coverage for property, cash, travel, 3rd party liability and other risks.
•Advise the Regional Director on administrative matters of the regional office.
•Supervise and manage the performance of administration staff in the regional office.
•Liaise with government departments and authorities on administrative matters such as agreements, duties & taxes related to the regional office.
•Maintain the fixed assets register for the regional office.

g. Ensure that tasks under jurisdiction of this position are performed and/or coordinated in accordance to hubbing management arrangement with ARO.

h. Carry out any other relevant tasks as required by, and mutually agreed with, the Regional Director.
REQUIREMENTS
  • An advanced degree in accounting (such as Chattered Accountant, CPA or equivalent), Finance, Business Administration or Economics or a Master of Business Administration degree with a concentration in finance or economics.

• Minimum of 10 year’s post-qualification experience in finance leadership roles.

• Membership of an internationally recognized professional accounting and/or auditing body (FIA, CPA, or equivalent) would be desirable.

• Experience in managing administration and information systems functions.

• Minimum of 7 years' work experience with an International Organization, non-governmental organization or government development agency.

• Knowledge of all aspects of international financial management including but not limited to financial and donor reporting, project budgeting and financial management of grants.

• Demonstrated skills and practice in financial planning, policy, performance & change management.

• Excellent managerial, analytical, interpersonal, negotiating skills.

• Sound collaboration and team working skills.

• Excellent communication and report writing skills.

• Knowledge and experience with computerized financial systems.

• Experience of managing and working in a multi-cultural, multi-disciplinary setting.

• Extensive work experience in the Oceania region.

• Fluent English (verbal/written) with excellent communication and presentation skills.

• Ability to work under pressure.
