BACKGROUND
The International Union for Conservation of Nature (IUCN) was founded in 1948 and brings together over 1,100 members (States, government agencies, NGOs and affiliates) and some 11,000 scientists and experts from 181 countries in a unique worldwide partnership. The IUCN’s Regional Office for Mexico, Central America and the Caribbean is seeking candidates for Deputy Chief of Party and Governance Specialist for an USAID-funded three year program entitled “Improved Coastal Watersheds and Livelihoods Program (ICWL)” for $3.7 million, to be implemented in the area of the Gulf of Fonseca that is shared between Honduras and El Salvador. The program will be run from Honduras where the IUCN has an office, and the main office of the Programme will be located in San Lorenzo, Honduras, with an operating base in La Unión El Salvador, in close coordination with the IUCN Regional Office’s main center in Costa Rica.
The ICWL program will focus its efforts in the Goascoran Lower Watershed and Coastal Zone in the following municipalities: Pasaquina, San Alejo, El Sauce and Concepción de Oriente in El Salvador; and Alianza, Goascoran, Aramecina, and Caridad in Honduras. The watershed’s coastal zone includes two coastal- marine protected areas of focus for ICWL: Bahia de la Union and Bahia de Chismuyo. Within the Goascoran Lower Watershed and Coastal Zone, three biodiversity elements are of special interest to the ICWL: Gulf of Fonseca mangrove forests eco-region which sustains the region’s fisheries, Central American dry forests eco-region supporting groundwater recharge and high biodiversity endemism, and Gulf of Fonseca fisheries upon which coastal livelihoods depend. The overall objective of ICWL program is by 2019 to improve natural resource management of the Goascoran Lower Watershed and Coastal Zone in order to maximize four outcomes: 1) habitat for biodiversity, 2) water-related ecosystem services, 3) climate change adaptation and mitigation, and 4) economic returns from sustainable production.
To implement the ICWL program, the IUCN— will joint efforts to work in close partnership with a Consortium of local and well established organizations: Committee for Defense and Development of Flora and Fauna of the Gulf of Fonseca (CODDEFFAGOLF), Foundation for Rural Enterprise Development (FUNDER), Salvadoran Foundation for Social Promotion and Rural Development (FUNSALPRODESE), and other relevant partners from different sectors (non-profit, public and private sectors).

JOB DESCRIPTION
S/he will act as Deputy Chief of Party as well as well as leading for Result 3 of the proposal aiming to improve the effectiveness and integration of “source to sea” watershed governance within the areas of intervention . S/He will work closely with the other in close collaboration under the direction of the Chief of Party (COP) and in coordination with other project specialists as an articulator between components given that Result 3 touches on aspects of Result 1 and Result 2 in order to guarantee that the actions that take place within those results are linked with the micro-watershed, sub-watershed and watershed plans (including coastal zones). He/She will be key in supporting the Chief of Party for the overall management of the Programme The Deputy Chief of Party will be based in La Unión, El Salvador.
S/he will be responsible for creating the enabling environment and supporting de COP (through the promotion of multi-stakeholder platforms dialogues, empowerment of leaders –men, women, young people-, promoting ownership of local communities and coordinating the capacity building trainings) necessary to establish and/or consolidated the water/coastal governance structures at local, national (in each country) and binational level. He is also responsible to establish strategic alliances with local and national government institutions as well as with private sector, dealing with water and coastal resources in order to promote the formalization and government support to the governance structures at different levels.
Responsibilities
•To articulate among different components of the project given that R3 touches on aspects of R1 and R2 in order to guarantee that the actions that take place within those results are linked with the micro-watershed, sub-watershed and watershed plans (including coastal zones). To support and assist the Chief of Party in any required matter related to the management of the overall Programme; and to ensure the implementation of cross-cutting strategies such as communications, gender, knowledge management and M&E.
•Creating/enhancing an enabling environment and supporting the work of COP and the project team (through the promotion of multi-stakeholder platforms dialogues, empowerment of leaders –men, women, young people-, promoting ownership of local communities and coordinating the capacity building trainings in El Salvador and Honduras, ) necessary to establish and/or consolidated the water/coastal governance structures at local, national (in each country) and binational level.
•To establish strategic alliances with local and national government institutions, particularly in El Salvador dealing with water and coastal resources in order to promote the formalization and government support to the governance structures at different levels.
•To elaborate and implement a strategic plan for promoting the formalization of some type of governance structure according to local context, that may be similar to the micro watershed councils structures and processes already existing in Honduras.
•To promote the recognition of the Binational Management Watershed Group as a valid platform for binational water/coastal integrated management at highest level authorities from both countries.
•To coordinate with other similar initiatives and in particular with IUCN’s projects in the area such as “Nuestra Cuenca Goascorán” PGCC in Honduras and BRIDGE (Honduras-Guatemala) to ensure synergies and complementary efforts.
•To promote community governance and local arrangements aiming to improve coastal water governance, resources management and productive sustainable practices at local level, including among local organizations and with private sector stakeholders.
•To support overall management of the program.
•To support the elaboration of financial, technical reports as well as monitoring, evaluating processes, and USAID assessment missions.

REQUIREMENTS
|
• Graduate degree (Master’s Degree) in natural resource management, global climate change, environmental economics, social sciences, anthropology, political sciences, international relations, sustainable development or a similar field. • At least 5 years of experience in senior management roles within similar organizations in Central America with direct supervision of technical and support staff, and technical assistance in fields related to the subject matter of the program, such as global climate change mitigation, protected areas, natural resource management, sustainable resource management, local communities governance, gender integration, etc. • Proven experience in managing the administrative, contracting, hiring, recruitment, financial, and logistical aspects of the proposed Program and strengthening teams performance. • Proven experience in the administration of USAID (preferred) or similar international donor support programs in Central America with skills in strategic planning, implementation, supervision and budgeting. • Strong experience in natural resources management, multi- stakeholder platforms processes as well as watershed governance. • Good knowledge of Central America region, protected areas and biodiversity, as well promotion of community based governance issues. • Experience of productive involvement with a wide range and levels of organizations and stakeholders (community organizations, governments, NGOs, private sector, research institutions). • Ability to work under pressure and to deal tactfully with sensitive political issues. • A proven track record of managing adaptive organizations and handling complex operations and diverse teams with time-sensitive deliverables. • Excellent managerial, analytical, interpersonal, negotiating and team building skills. • Problem solving skills, creativity, collaboration and willingness to innovate. • Fluency in English and Spanish (both verbal and written communication skills). • Willingness to travel frequently. • Willingness to live and work in the area of the project intervention in El Salvador or in Honduras. • Strong cultural awareness and sensitivity to gender issues. |
