BACKGROUND
THIS POSITION IS OPEN ONLY TO SOUTH AFRICAN NATIONALS OR THOSE WITH THE RIGHT TO WORK IN SOUTH AFRICA ON LOCAL TERMS AND CONDITIONS OF EMPLOYMENT.

IUCN ESARO is in the process of finalizing its regional implementation plan. This plan envisions a more cohesive Programme of work across the region, aiming to work in stronger collaboration with the IUCN members and commissions as well as critical players such as the Regional Economic Commissions to better deliver IUCN’s programme across a large, diverse and complex region. To realize this ambitious plan, IUCN ESARO is seeking to strengthen its capacity for high quality delivery of existing Programmes as well as Programme development and growth.

The Sub-Regional Programme Coordinator (Southern Africa) will work under the direct guidance of and in close collaboration with the Deputy Regional Director, Programme. S/he will provide oversight and coordination of the portfolio of projects and initiatives being implemented out of the IUCN South Africa office as well as play a leadership role in the development of the IUCN Programme in Southern Africa.
JOB DESCRIPTION
Under the direct guidance of, and working closely with, the Deputy Regional Director, Programme (DRD), the specific responsibilities of the Programme Coordinator (Southern Africa) are to:

8.1 Programme Growth and Development:
8.1.1 Support the Deputy Regional Director in ensuring that the IUCN Programme is well aligned with sub-regional and national priorities and needs across the southern Africa region;
8.1.2 In consultation with the wider Programme team, identify strategic programmatic priorities for the Southern Africa office and work with the DRD to develop the IUCN Southern Africa portfolio plan, ensuring relevance to the sub-region as well as alignment with the regional intersessional implementation plan;
8.1.3 Identify opportunities for Programmatic growth and coordinate the development of high impact initiatives (from concept through to contracting);
8.1.4 Act as IUCN’s GEF Focal, identifying and developing new Programmatic initiatives in collaboration with the members and commissions and in collaboration and with the support of the IUCN GEF Unit, IUCN ESARO Strategic Partnerships and the DRD;
8.1.5 Identify critical partnerships and develop and maintain these relationships for the successful delivery of IUCN’s portfolio of initiatives in the southern Africa region. In particular, act as IUCN’s focal and liaison with the Southern Africa Development Community; and
8.1.6 Attend the regional technical programme monthly briefing meetings as well as the regional technical coordination group meetings and actively contribute to the substance of these meetings

8.2 Portfolio oversight and coordination – Water/Drylands Related Initiatives
The Programme Coordinator will be directly responsible for ensuring effective and efficient delivery of projects related to water and drylands. This will include two existing projects: i) BRIDGE and ii) Kalahari Namib. More specifically, this will involve the following:
8.2.1 Play a lead role in coordinating and providing oversight to projects/programmatic initiatives, ensuring delivery and compliance with workplans and budgets;
8.2.2 In consultation with the respective programme and project staff and the Finance Department; Prepare and update the Portfolio ABC lists on a regular basis and as requested by the Deputy Regional Director;
8.2.3 Convene regular meetings with project staff to review progress on projects as well as cost recovery and provide monthly reports to the Deputy Regional Director;
8.2.4 Ensure that donor contracting requirements are being met, including the timely submission of quality progress reports;
8.2.5 Ensure good and effective relationships with existing and potential donors, bringing to the attention any issues requiring the attention of the DRD in a timely manner;
8.2.6 Provide support to monitoring and evaluation process of projects, ensuring that evaluations are carried out in accordance within contracting requirements.
8.2.7 Responsibility for managing Senior/Programme Officers (as well as Project Staff responsible for delivering assigned projects, with a view to ensuring effective and efficient delivery;
8.2.8 Provide mentoring and capacity building of the programme and project team directly under his/her responsibility as required, bringing to the attention of the DRD gaps in capacity required for effective delivery;
8.2.9 Ensure adherence to the IUCN policies and guidelines related to HR management, including compliance with guidelines on staff planning and appraisals

9. Other Duties
9.1 Carry out other relevant tasks assigned by, and mutually agreed with, the line manager
REQUIREMENTS
  • Advanced university degree (Masters or equivalent) in preferably in environmental science, natural resource management or related field with a postgraduate qualification in management

• Excellent working knowledge of Microsoft packages and electronic communication tools

• At least 8+ years professional experience with comprehensive and in-depth expertise in Programme development and management

• At least 5 years proven experience in facilitation and development of strategic and operational plans, including monitoring, evaluation and learning processes;

• Demonstrated experience in facilitating multi-stakeholder processes at programmatic and regional levels;

• Demonstrated experience in resource mobilization;

• Demonstrated experience in developing and managing strategic partnerships with influential institutions;

• High level knowledge of the Southern Africa region, with a specific focus on environmental and natural resource management issues and trends

• Demonstrated knowledge of donor programme/project management practices and modalities;

• Fluency in English, both written and verbal. Working knowledge of French / Portuguese and African languages is an added advantage;

• Must be able to write and coordinate the preparation of complex project and programme reports, write successful proposals and synthesize results from different thematic areas

• Demonstrates strong leadership and people -management experience including supervision of staff, consultants and coordination of programme/projects teams in an multi-disciplinary environment and effective management of virtual team settings

• Must be a hands-on, highly motivated, results driven and resourceful individual

• Demonstrated ability to work under pressure managing competing demands and complex situations and deliver satisfactory and timely results

• Committed to continuous learning and proactive and mature attitude towards self-development;

• Willing to travel frequently within the region.
