Programme Officer, Governance, Equity and Rights

In order to capitalize on project opportunities to test implementation, IUCN GPAP require a Programme Officer –Governance, Equity and Rights to help make sure that progress is tracked, activities are communicated, lessons are documented and promoted, and partners are encouraged and engaged.
Project Delivery (50% time)
The Programme Officer, Governance, Equity and Rights will oversee the implementation of governance-related activities in the current IUCN GPAP portfolio, including the “Global Support Initiative to Indigenous and Community Conserved Areas” project with UNDP GEF Small Grants Programme and the “Protected Area Solutions” project funded by the German BMUB through the International Climate Initiative (IKI).
He/She will provide planning, operational support and help negotiation for a number of national protected area governance assessments, including coordination and technical oversight of consultants, as well as overseeing partner leads and associate inputs.
The Programme Officer, Governance, Equity and Rights will ensure that these governance assessment activities allow for informed learning and evaluation, especially on how to implement the guidance provided by the IUCN guidance on Protected Area Governance Assessment.
He/She will track progress and ensure synthesis, reporting and promotion is delivered by the project teams for each of these assessments.
Specifically, national-level governance assessment and relevant follow-up is required in at least the following regions (countries):
Asia (Vietnam, Indonesia, Philippines)
Middle East / East and Central Europe (Georgia, Iran)
Latin America (Colombia, Peru, Ecuador, Mexico)
Africa (Kenya, Tanzania)
The Programme Officer, Governance, Equity and Rights is expected to participate directly in at least two of these assessments, based on timing and fit to experience and linguistic abilities. The engagement in each country should begin to leverage contributions and commitments to protected area governance in each region and country.
IUCN Programme Development and Coordination (10%)
The Programme Officer, Governance, Equity and Rights may be required to support IUCN programme development for governance, including support in project development and production of briefs and technical content to help promote and develop this aspect of the IUCN GPAP programme 2017 to 2020. He/she will be expected to relate rights and governance to IUCN GPAP programmes on Solutions (Panorama), Capacity Development (BIOPAMA) and Quality and Standards (The IUCN Green List)
The Programme Officer, Governance, Equity and Rights will also provide a coordinating role and focal point for IUCN GPAP to engage with other programmes, in particular the World Heritage Programme, the Social Policy Unit, Gender Office, ESMS team, Global Forest Programme; and Commissions, especially the WCPA (including the Governance Working Group) and the CEESP.

• University degree in relevant subject • At least 7 years of experience in nature conservation, including hands-on work with IUCN and / or international environment and conservation organisations • First hand international field experience, including social assessments • Experience in or directly related to Protected Areas work • Familiarity with protected area governance issues and terminology • Proven track record in coordinating programmes and/or networks • Project Management skills and demonstrated experience • Proven ability to organise and benefit from workshop and conference events • English; and fluency in at least one language related to the countries or regions of implementation • PC and web skills, including good communications skills. |
