Programme Officer

This appointment is a maternity cover position for 9-12 months and is initially only open for internal TRAFFIC applications.
The salary for this position is £35,000 - £42,000 dependent on skills and experience.
• Assists in the development and implementation of TRAFFIC global programme in Europe, including proposal development and fund-raising, and assisting in the formulation of appropriate policies and recommendations.
• Provides support to and leads in the implementation of a number of activities monitoring and assisting the implementation of CITES in Europe.
• Researches a wide range of wildlife trade topics, including collection and analysis of data and information on wildlife trade and conservation, and assists in the development and implementation of research projects including the writing of reports on wildlife trade concerning Europe.
• Communicates on programme activities, maintains internal and external information flows, and represents TRAFFIC as appropriate at international meetings.
SPECIFIC DUTIES
• Assists in the development of the Europe components of TRAFFIC’s global programme, including proposal development and project implementation.
• Provides support to and leads in the implementation of a number of activities monitoring and assisting the implementation of CITES in the European Union;
• Assists with specific TRAFFIC projects in Europe, in particular those dealing with fisheries, threatened animal and plant species, and European wildlife markets;
• Provides technical assistance, data analysis, scientific information and research support to TRAFFIC staff in Europe and to the TRAFFIC network, and to related national and international agencies and organisations including WWF and IUCN, the CITES Secretariat, the European Commission, and government agencies;
• Analyses trade data and information (protected species, economics, utilisation, etc.), produces scientific and technical documents and reports for internal and external use, and formulates policies and recommendations for TRAFFIC in Europe, other TRAFFIC offices, WWF and IUCN, the CITES Secretariat, the European Commission, government agencies, and other appropriate audiences;
• Liaises with relevant WWF and IUCN programmes and regional/national offices in Europe and keeps up-to-date and informed about activities related to wildlife conservation, trade and utilisation within Europe and maintains good working relationships with the European Commission, the CITES Secretariat, WWF, IUCN, governmental and intergovernmental agencies in Europe, and relevant NGOs;
• Responds to general enquiries that are directed to TRAFFIC in Europe, and represents TRAFFIC in media events as appropriate;
• Communicates the nature and results of the work that TRAFFIC undertakes and represents TRAFFIC at designated international meetings and conferences, and reports on these meetings;
• Assists in fundraising efforts and in development of funding proposals for TRAFFIC;
• Assists with reporting on the implementation of TRAFFIC’s programme in Europe;
• Other tasks related to TRAFFIC’s global conservation programme as agreed with the Regional Director.

• University (masters’) qualifications in ecology, resource management, environmental policy or law, preferably related to wildlife trade, or at the minimum an environmental policy-related focus. • Significant practical experience in international wildlife conservation preferably with government or an international Non-governmental Organisation (NGO) / Inter-governmental Organisation (IGO); • A good understanding of international nature conservation laws and agreements, and of relevant regulations and legislation in the European Union and in other European countries; • Strong experience in legislative and policy issues pertaining to wildlife trade and conservation, including the implementation of CITES; • Good knowledge of the functioning of the European Union and its environmental / development policies; • Strong research, analytical and organisational skills, with attention to detail, significant experience in investigating and researching wildlife trade issues; experience in fisheries issues is an advantage; • Ability to work under pressure and to set own work priorities as appropriate and a capacity to meet deadlines; • Fluency in spoken and written English; fluency in other languages used in the European Union (especially Spanish) an advantage. • Strong communication, analytical and presentation skills, including strong writing abilities in the English language; • An ability to work co-operatively as part of a small team with strong inter-personal skills and an ability to work in different cultural contexts; • Willing and able to travel; |
