BACKGROUND
JOB DESCRIPTION
1. Strategic Development
The Technical Coordinator is required to take the lead the development and execution of strategy for the water thematic programme, ensuring alignment with the IUCN Global and Regional Intersessional Programme as well as the needs of the region. This will include defining; i) Strategic areas of focus; ii) Strategic Partnerships; iii) Core approaches (including those necessary to engage IUCN members, commissions and other strategic partners); iv) Resource requirements to operationalize the thematic programme (financial, human and physical/structural); and v) Resource mobilization strategies.

The Technical Coordinator is required to work closely with the Deputy Regional Director, Programme, the IUCN Global Programmes and other members of the IUCN ESARO Technical Programme Group, particularly Portfolio Leads and the Strategic Partnerships Unit in defining the strategic direction of the thematic programme. The IUCN Global Programmes provide a strong source of technical support as well as important mechanisms to support regional programmes in having a global influence.

2. Resource Mobilization
The Technical Coordinator is responsible for mobilizing resources to deliver on the overall Programme and ensure that the thematic programme is financially viable and sustainable. This includes taking a lead in developing the thematic resource mobilization strategy as well as undertaking fundraising for projects and programmatic initiatives that are aligned with and contribute to the realization of the strategic areas of focus of the thematic programme. Resource mobilization is ideally carried out through the development of larger programmatic initiatives (“flagship programmes”) that allow for the consolidation of resources around common goals and objectives over a long term period as well as smaller projects that provide a basis for leveraging, developing and testing innovations etc. This requires the identification of funding sources and establishing and maintaining good relationships with funding agencies.

3. Portfolio Management
Day to day responsibilities for ensuring that projects within the thematic portfolio are delivered in accordance with approved programme plans is the responsibility of Senior Programme Officers and Programme Officers. The Technical Coordinator provides oversight, ensuring that projects are realizing their overall results/objectives; high quality and timely delivery of outputs as well as efficient use of resources in line with approved budgets. This involves establishing clear mechanisms for adaptive management – guiding both the strategic direction of a project/programmatic initiative as well as coordinating the day to day operations.

4. Knowledge Development & Dissemination
A key role of the Technical Coordinator involves ensuring that lessons and experiences from projects and programmatic initiatives emerging from the portfolio are identified, captured and synthesized with a view to sharing knowledge with the IUCN constituency within the region and beyond as well as being systematically deployed in delivery of regional field and policy influencing activities. This also involves ensuring that effective monitoring, evaluation and learning frameworks are a core part of projects & programmatic initiatives and that knowledge emerging from the region is utilized to contribute to global IUCN knowledge products and other conceptual frameworks that guide and influence our work within the region and globally.
REQUIREMENTS
  • PhD/Master’s degree in Water resource management, Environment/Natural Resource Management, or relevant field required

• At least 10+ years of proven experience

• Demonstrated experience and knowledge of the Eastern and Southern Africa region working with international/regional organizations

• Demonstrated experience in working with the agricultural sector and with the private sector/business community

• Proven high level of knowledge about policy and political issues in the region related to the management of natural resources across water and water dependent ecosystems with demonstrated experience in engaging with relevant regional forums and other policy processes

• Demonstrated experience in working with freshwater ecosystems in the region;

• Strong interpersonal, management and supervisory skills and experience, with a minimum of 8 to 10 years’ experience in managing organizations and/or teams

• Strong capacities and past performance in budgeting and programme planning, including experience in water sector project design and subsequent delivery and reporting

• A successful track record of fundraising, successful marketing of project proposals with donors and management of donor relations

• Experience with result based portfolio and project cycle management, monitoring and evaluation methodologies and principles and facilitation skills

• Familiarity with established and emerging relevant conservation and natural resource management approaches, methodologies and processes – including Integrated Landscape/Ecosystem based approaches

• Ability to share knowledge on new international best practice trends in comparator situations and proactively applying relevant best practice to own work.

• Strong skills in Multi Stakeholder Processes and Partnerships, including convening and facilitating networks/platforms involving a diverse and large number of stakeholders across different sectors.

• Fluency in English, both written and verbal. Fluency in Portuguese is highly desirable but not essential.

• Must be a hands-on, highly motivated, results driven and resourceful individual;

• Demonstrated ability to work under pressure managing competing demands and complex situations and deliver satisfactory and timely results;

• Demonstrates strong leadership and people -management experience including supervision of staff, consultants and coordination of programme/projects teams in an multi-disciplinary environment and effective management of virtual team settings;

• Must be a proactive individual who is able to energize and motivate teams

• Willing to travel frequently within the region.
