BACKGROUND
The International Union for Conservation of Nature (IUCN) exists to raise awareness on the importance of the ecosystems for our human survival through its global programmes including energy under the Energy, Ecosystems and Livelihoods Initiative (EESLl) framework. The goal of the EESLI is: to support and accelerate the transition to energy systems that are ecologically sustainable, socially equitable. and economically efficient while making full use of the best available technologies and governance arrangements'. In addition, IUCN is implementing low carbon energy projects in a selected number of Pacific small island states — the Energy Programme Coordinator will coordinate this project as part of the IUCN Oceania Energy Programme Portfolio.

The Pacific Islands Developing States are heavily dependent on imported petroleum fuels, which account for well over 80% of commercial energy use within nearly all countries. There has been assistance from a number of agencies over the past 20 years to assess energy issues and options, negotiate improved terms of fuel supply, expand urban and rural electrification, develop renewable energy resources to replace fossil fuels and improve the efficiency of energy use. However, these efforts have been largely piecemeal rather than part of broad internally-consistent energy policies and have had limited success.

The objective of this program is to help accelerate the transition within participating Pacific Small Island Developing States (SIDS) to energy systems that are ecologically efficient, sustainable, and socially equitable, by: a) supporting beneficiary countries in the development and implementation of environmentally sound, sustainable energy policies; and b) implementing a number of renewable energy pilot projects focusing on ecosystem conservation and livelihood enhancement.

The overall goal is reducing the impacts of climate change through sustainable energy initiatives. The expected outcome is the implementation of pilot projects in SIDS that demonstrate sustainable energy technologies, and management systems for those technologies, that are suitable for wider dissemination in other SIDS in the Pacific and beyond. The Management arrangement consists of a small technical team based at IUCN Oceania to oversee project development and implementation, with technical support through consulting services, supervisory support provided by IUCN, and wide-ranging cooperation with other Pacific sustainable energy activities through memoranda of understanding (MoUs) for agreed joint or complementary activities.
JOB DESCRIPTION
Accountabilities:
The Energy Programme Coordinator will report directly to the Regional Programme Coordinator and manage and supervise the energy staff and other IUCN Oceania Regional Office staff. This position will be based at IUCN ORO in Suva.

Scope Of Responsibilities:
i. Overall management of the Energy portfolio;
ii. The development of new portfolios through project development and liaison with donors.;
iii. Coordinate other members of the programme to develop, plan and implement programmes of work, with relevance and significance to the people and governments of the Oceania region.

Duties:
Include but not limited to the following:
i. Coordinate the overall management of the project, supervision of project personnel, and delivery of project outputs within budget and on time;
ii. Reporting regularly to IUCN management on progress of the project, and on issues arising throughout the project with recommendations for resolving issues;
iii. Recruitment and supervision of consultants (short term specialists) as required to achieve the aims of the project;
iv. Continue working with participating countries to assist governments in the identification and the appointment of country working groups, and establish effective working relations and reliable communication links with all country working group members;
v. Through the country working groups, take the lead role in carrying out the environmental assessments in the participating countries for the projects selected for implementation;
vi. Producing project reports in appropriate languages and feeding results into IUCN Global Programme and IUCN Oceania Regional Office communication activities;
vii. Represent IUCN and presenting seminars at national and international meetings, and
viii. Assisting the IUCN Regional Director for Oceania in developing and maintaining local, national and regional working relationships with key partners;
ix. Carry out other duties as required by the Regional Programme Coordinator from time to time.

REQUIREMENTS
  • This position requires a person to have had extensive experience in the energy sector management and operation, covering areas including energy security, sustainable and renewable energy, energy efficiency; the assessment of feasibility studies for energy development; environmental management, energy policy formulation and implementation, and also in organisational management. The position not only requires qualifications and experiences in the sciences, but also in management

The EPC preferably will have:
• An MSc/MA (or equivalent) from a recognised university in energy policy or planning, renewable energy, energy economics or another field relevant to the needs of the position.
• Preferably ten years of experience in the energy sector in the region or other developing countries with practical experience in economic/financial or legal/regulatory mechanisms for energy policies and plans.
• Fluency in written and spoken English.
