BACKGROUND
This is a local recruitment. Only Indian nationals, individuals with residence status or the appropriate employment visa for India are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for India.

The MIKE Subregional Support Officer, Southeast Asia (SSO, SEA) has a functional reporting line to the MIKE Programme Coordinator with respect to all technical matters, in particular relating to the development and adaptation of tools and methodologies, and the collection and synthesis of elephant mortality data, as well as overall progress of the implementation of the MIKE programme, the project and the annual, sub-regional workplan.
JOB DESCRIPTION
RESPONSIBILITIES
The MIKE Subregional Support Officer, South Asia (SSO, SA) will be responsible for the day-to-day delivery of the South Asia component of the Asia Wildlife Law Enforcement and Demand Management Project.

SPECIFIC DUTIES

Project implementation
• Be responsible for the day-to-day delivery of CITES-MIKE in the South Asia sub-region:
a) Overall Responsibilities:
- Implement the MIKE programme in accordance with CITES Resolution 10.10, in liaison with the relevant governments, the IUCN Country Offices and key NGO partners at senior level;
- Implement Result 4 of the EU-financed project, in accordance with the Project Contribution Agreement, and ensure that the relevant requirements of the Contribution Agreement are met, including technical and financial reporting and audit requirements;
- Develop and implement a MIKE Programme annual workplan, including monitoring and reporting on the implementation of the workplan under the MIKE Programme Implementation Monitoring System (MIMS);
- Provide the Secretariat for Sub-regional Partners' Meetings, including the sub-regional range States' Steering Committee sessions, as well as technical and logistical support to ensure the effective and efficient delivery of these meetings;
- Provide technical assistance and advice in the implementation of the MIKE Programme to the MIKE national and site focal points within the sub-region.
b) Technical Responsibilities:
- Contribute to the development and adaptation, and field testing, of MIKE Programme approaches, tools and methodologies for application in the Asian context, and provide feedback on potential improvements or amendments needed, and in particular, the development and adaptation of the MIKE Programme monitoring protocols, in close consultation with the MIKE Programme Data Scientist;
- Support MIKE sites in the regular collection and synthesis of elephant mortality data in accordance with the MIKE Programme monitoring protocols developed, including follow-up assistance in enhancing the reliability of such data, and carrying out on-side data audits where required and the application of the MIKE SITE Data Quality Assessment;
- Provide technical support and advice to MIKE sites, as well as limited material support as appropriate, in order to facilitate the full functioning of the sites in their use of the ranger-based monitoring systems and MIKE protocols, including the regular application of MIKE Sites ranger-based monitoring systems status assessment;
- Organise trainings to build site-level capacity in the effective use of ranger-based monitoring methodologies and systems in accordance with the MIKE Programme monitoring protocols, in particular supporting adaptive site management and law enforcement practices;
- Participate in the adaptation (as necessary) of the MIKE law enforcement capacity self-assessments, based on the framework currently used in Africa, in close consultation with the MIKE Programme Data Scientist;
- Support participating MIKE sites in the implementation of MIKE law enforcement capacity self-assessments, including synthesis of information generated from capacity assessments, and carrying out on-site audits of assessment results as and where practical;
- Provide technical support and advice to participating range States in developing systems for compiling and synthesizing ranger-based monitoring information, and the use of this information in formulating strategies and actions aimed at enhancing protection, in close collaboration with the MIKE Programme Data Scientist;
- Coordinate the storage, analysis, management and reporting of national ranger-based monitoring and law enforcement capacity information at sub-regional level, in close collaboration with the MIKE Programme Data Scientist;
- Lead the logistical organisation and technical preparation for the Sub-regional Partner Meetings and ensure the effective and efficient delivery of these meetings and preparation and dissemination of the meeting minutes (or other meeting records);
- Participate in the preparation and dissemination of MIKE Programme Site Reports, including consolidating all appropriate MIKE data, in collaboration with the MIKE Programme Data Scientist.
c) Management Responsibilities:
- Be responsible for overseeing the budget allocated to the MIKE SSU, including authorising and reporting of all expenditures, and the timely request of additional funds to support work plan implementation;
- Supervise MIKE staff hired at the sub-regional office level, as well as the hiring and work of any other support staff (including consultants) required for the implementation and management of the MIKE SSU’s objectives and responsibilities, including conducting performance appraisals;
- Provide inputs as necessary into the MIKE Programme Project Implementation Monitoring System (MIMS), including the provision of MIKE elephant mortality and law enforcement benchmark monitoring information, project implementation monitoring information in accordance with the overall and SSU annual workplans, and information on project effectiveness in accordance with indicators identified in relevant sections of the project logical framework;
- Provide progress reports in accordance with the reporting procedures provided by the CITES Secretariat and the MIKE Programme Coordinator;
- Communicate regularly wit the MIKE Programme CCU regarding project implementation progress and challenges, the methodologies and tools used, data quality and reporting issues, and financial and administrative matters, as required.

Programme development
• Assist with the development of new project concepts and proposals addressing India office species conservation and wildlife trade priorities. These should be developed in accordance with IUCN’s standard project preparation procedures and quality management processes, and in consultation with relevant programme staff, Members, Commissions and partners, in keeping with the "One Programme" approach.

Programme planning, assessment and reporting
• Contribute to the production of relevant technical reports and outputs as stipulated in the yearly workplans of India office.
• Contribute to information sharing, lessons learning and documentation of project and programme experiences.

Networking, relationship building and communications
• Maintain regular contacts with IUCN Members, IUCN Commission members and partners, with a particular focus on SSC and TRAFFIC, with a view to building relationships and exploring new areas of cooperation for the IUCN India programme.

Capacity development
• Keep abreast of the latest developments in biodiversity conservation emerging both from within IUCN and from outside the organisation, and help ensure that relevant publications, tools and best practices are made available to the national programme.

Other Duties
• Represent IUCN at national, regional and international events, as requested by IUCN and in consultation with the MIKE Coordinator.
• Carry out other relevant tasks assigned by, and mutually agreed with, the line manager and in consultation with the MIKE Coordinator.
REQUIREMENTS
  • A Master’s Degree in Wildlife Biology, Conservation Biology, Ecology, Behavioural Science or a related field

• A minimum of 5 years relevant experience, with at least 3 years of field experience working on large mammal populations and/or the illegal wildlife trade, ideally in South Asia

• Previous experience on elephant ecology would be an advantage

• Previous experience of working with government forest departments/wildlife departments in South Asia would be desirable

• Proven experience in project and budget management as well as experience in capacity building and working as a trainer in a multi-cultural setting

• Proven skills as a researcher and analyst

• Proven experience and understanding of GIS, database structure design and data extraction principles; experience of working with SMART or similar protected area decision-support tools would be an advantage

• Fluent in English (verbal/written) with excellent communication and presentation skills

• Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems.
