BACKGROUND
This is a local recruitment. Only Maldivian nationals, individuals with residence status or the appropriate employment visa for Maldives are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Maldives.

As an atoll nation that is 99% ocean, the Republic of Maldives is rich in marine biodiversity. It contains about 4,500 km2 of coral reefs, which is about 3% of the world’s total coral reef area, with over 250 recorded species of coral, over 1,100 species of fish, 5 species of marine turtle and at least 20 species of marine mammals.

Since 2013, International Union for the Conservation of Nature (IUCN) has been working closely with the Government of Maldives on Project Regenerate, a USAID-funded project on coral reefs and climate change. This project aims to build resilience to climate change of coral reefs and reefs-dependent people.
JOB DESCRIPTION
The Office Manager has oversight for ensuring the smooth operations of the IUCN Maldives Office, facilitates the human resources function and leads office administration to meet project goals and objectives of IUCN Maldives.

The key responsibilities of this position are to;
1. Oversee all administrative requirements of the IUCN Maldives office in Male’ including management and preparation of office
accounts.
2. Provide operational support to all projects and teams based in IUCN Maldives and regional offices.
3. Support the operation of IUCN Maldives through the provision of all human resources, administration and general services
required;
4. Coordinate with Regional HR, Asia to administer the implementation of human resources processes and systems in IUCN
Maldives and ensure compliance with IUCN Global and Regional policies.
5. Administer procurement processes for IUCN Maldives and ensure compliance of procurement processes with IUCN Global and
Regional policies.
6. Coordinate with Regional Finance, Asia to administer contracting and payroll processes for all staff and consultants at IUCN
Maldives, ensuring compliance with IUCN Global and Regional Policies.
7. Ensure transparent and efficient financial resources management and accounting for operational and administrative project
budgets, following Global and Regional IUCN policies.

SPECIFIC DUTIES

Human Resources Function
• Support the implementation of and compliance to human resources policies, systems and practices in alignment with IUCN
policies, and compliant with the legal environment (incorporating equal opportunity and gender concerns) to enable staff to
perform at their highest capability in IUCN Maldives;
• Forward advise to line managers and staff on the interpretation and implementation of IUCN’s HR policies and procedures.
• Ensure IUCN complies with all local labour laws. Suggest changes to current policies and benefit structure in case of any
revisions to the local laws.
• Support in the overall recruitment process from vacancy announcement to job offer and induction for all new staff and
consultants that come within the purview of IUCN Maldives.
• Work in partnership with line managers to develop recruitment plans and advise on the advertising and selection process and
tools, conducting long-listing and short-listing of CV’s and participating in interview panels for IUCN Maldives.
• Administer a system for the recruitment of consultants and preparation, management and monitoring of consultancy contracts
between IUCN Maldives and other organizations or individuals;
• Facilitate contracts management and benefits administration in regard to drafting contracts (staff, consultants, interns,
secondees, etc.) that come under the purview of IUCN Maldives.
• Ensure leave processes, end of contract payments, final evaluations and exit interviews are conducted for staff and consultants
leaving IUCN.
• Provide HR management information reports to senior management team as required.
• Identify learning and training opportunities for staff internally and externally.
• Oversee the payroll process in IUCN Maldives and maintain a payroll master file to ensure regular and timely payments of staff
and consultants;
• Develop and maintain close working relationships with other human resources peers both internally and externally to ensure
best practices are learnt and shared;

Administrative and Financial functions
• Develop and implement the necessary routine office procedures and systems to ensure the smooth running of the administrative
and general services aspects of the office.
• Liaise with a local lawyer who will advise on local legal issues relating to IUCN Maldives’ operations and projects
• Ensure that all procurements follow IUCN procurement guidelines and processes.
• Oversee administration and operational expense processes ensuring effective and accurate financial resources management.
• Provide supervision and guidance to all administration and general services staff in Maldives.
• Develop and maintain close working relationships with other office management peers both internally and externally to ensure
best practices are learnt and shared;
• Provide transparent and efficient financial resources management and accounting for operational and administrative project
budgets.
• Provide logistical and travel related support.
• Perform other duties as may be assigned.
REQUIREMENTS
  • Bachelor’s degree in Business Administration, Finance, Human Resources, Public Administration, Commerce, Economics, or a relevant field. An Advanced University Degree in a relevant field of study a distinct advantage.

• Minimum 5 years of combined experience in administrative and general services, human resources and financial management.

• Highly organized and with excellent communication skills; fluent in verbal and written English.

• Proficient in the use of office application (MS Word, Excel, PowerPoint), including web-based systems.
SALARY
The minimum gross annual salary for this position is MVR 199'980. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
