BACKGROUND
THIS IS A LOCALLY RECRUITED POSITION OPEN TO MOZAMBIQUE NATIONALS ONLY.

Growth corridors are areas of intensive economic growth, where development of natural-resource based industries – such as agriculture and mining – are being prioritised because of their potential to catalyse rapid economic growth. Finding and implementing solutions in African growth corridors that achieve the ambitions of an inclusive, climate-resilient and green economy will require close partnerships among the public and private sectors and rural communities. To address this, the “Sustainability and Inclusion Strategy for Growth Corridors in Africa” (SUSTAIN Africa) is a new programme that is proposed and facilitated by the International Union for Conservation of Nature (IUCN) and the IUCN National Committee of the Netherlands (IUCN NL). The overall goal is to sustainably meet the demand for water, land and food using nature-based solutions, creating the foundations for a green economy. The SUSTAIN programme is implemented through coordinated action in formal or informal growth corridors.

Using the Integrated Landscape Approach, SUSTAIN-Africa currently aims to increase knowledge, skills and capacities in local communities (especially smallholders, including women farmers, and their household), business, NGOs/CBOs and governments on how to manage water, land and ecosystem to build climate resilient water and food security in agricultural growth corridors. In this context, SUSTAIN aims to leverage/foster business development and partnerships, innovation, learning, evidence-gathering and policy innovation to increase the sustainability and inclusiveness of growth corridors as they are developing across Africa. Businesses, as well as social investors, play a strong role in creating the partnerships and investment flows needed. In each corridor, the activities are designed to address the following strategic objectives:

1) Water security - Sustainable and climate-resilient supply of water for livelihoods, production, health and ecosystems, coupled with lower water-related risks;
2) Climate change adaptation and mitigation through land resource management – Landscape management and restoration enhance climate change resilience using climate-smart agriculture, while supporting food security and low-carbon development through new value chains that link primary production with trading and enterprise opportunities;
3) New investment and business partnerships - New business models and partnerships in growth corridors build long-term synergies between development and biodiversity conservation and raise investment and lower risks for rural households, commercial enterprise and sustainable economic growth;
4) Policy, learning & evidence – Improved public and private sector strategies for sustainable water, land and ecosystems and for climate change resilience are integrated into policies on economic growth.

These strategic objectives are being reached through an integrated landscape approach at landscape level, and through improved integration of water, land and business planning at corridor and national levels.

SUSTAIN-Africa is currently being implemented in SAGCOT – the Southern Agricultural Growth Corridor of Tanzania – linking Tanzania to Zambia and Malawi. SUSTAIN-Africa in SAGCOT focuses on demonstration activities in the Sumbawanga cluster and in the combined Ihemi/Kilombero cluster. Implementation of SUSTAIN-Africa in the Ihemi/Kilombero cluster is led by the African Wildlife Foundation (AWF). Implementation of SUSTAIN-Africa in the Sumbawanga cluster is led by SNV-Tanzania (SNV). The second corridor is in Mozambique in the geographical area of the Zambezi Valley landscape, specifically in the districts of Magoe (including the Magoe National park) Cahora Bassa and Marara districts. Implementation in the corridor is carried out by ADDP Mozambique. AWF, SNV and ADPP are commonly referred to as the Implementing Partners (IP’s) for SUSTAIN-Africa.

The coordination of activities for SUSTAIN in Mozambique is managed by the Programme Coordinator. The Coordination Unit reports to the Programme Management Group which oversees the SUSTAIN programme as a whole (all corridors) and to the Advisory board which will ensure alignment with Mozambique policies and strategies. Financing for implementation of SUSTAIN-Africa combines core programme investment and co-investment. IUCN aims to develop core programme investment partnerships. Core programme investment is applied flexibly and strategically across the portfolio, as a basis for leverage of co-investment in activities by governments, social investors, development agencies and private sector partners
JOB DESCRIPTION
1. RESPONSIBILITIES

Reporting to the ESARO Technical Coordinator, Water (TC) and the Chairs of the SUSTAIN Programme Management Group (PMG), the SUSTAIN Mozambique Programme Coordinator (PC) is responsible for strategic guidance of the programme at corridor and national level in Mozambique, substantive contribution to activities under the Knowledge to Impact (K2I) component of the programme, and for coordination, oversight and supervision of the programme goals and the objectives of SUSTAIN in Mozambique. Implementation of landscape level activities is under the responsibility of the Implementing Partners (i.e., ADPP/Micaia in Mozambique) while the coordinator maintains the overall responsibility as the management leader and coordinator. The PC ensures appropriate progress, adherence to a programme approach and coherence between the work packages and sub-themes. The PC also serve as one of the primary liaisons with host government representatives and other partners through the advisory board as well as with donor community in Mozambique through the appropriate donor coordination groups. The PC is also responsible for resource mobilization and leading the fundraising activities for SUSTAIN in Mozambique

2. DUTIES
Under the direction of the IUCN ESARO Technical Coordinator, Water, and working closely with ESARO team, Global Team, IUCN Mozambique Country Office and with the Programme Management Group and SUSTAIN Advisory Board, the specific responsibilities of the Programme Coordinator are to:

Core Functions:
o The PC will be responsible for oversight of partner-led activities and work packages in Mozambique with the purpose of realizing the Programme goals and objectives as stipulated in the donor agreements/contacts and according to SUSTAIN overall objectives.
o In collaboration with the PMG, the Advisory Board, IP’s and thematic leads: support and guide the implementation of work packages according to a programmatic approach and multi-stakeholder processes, including by coordinating the contribution of technical advice from other IUCN or IUCN NL personnel as appropriate.
o Substantive contribution to the development and implementation of activities under the Knowledge to Impact (K2I) component of the programme focusing on corridor and national level objectives of the programme
o Ensure that partners are well coordinated to enable all SUSTAIN Mozambique Programme activities within the work packages to be implemented according to timelines, agreed budgets, and standards of quality expected by donors and IUCN
o Ensure efficient monitoring and evaluation in collaboration with thematic and cluster leads but also by visiting landscape level sites regularly.
o Represent IUCN to government officials, community leaders, private sector companies and businesses and counterpart/NGO representatives as needed. Participate in international meetings as requested by supervisor(s). Convene and facilitate events for the SUSTAIN Mozambique, the Advisory Board, and other events as needed.
o In collaboration with the PMG, the Advisory Board, work package leads and thematic leads: identify opportunities for and lead the development of funding proposals and co-investment opportunities, ensuring collaboration and engagement with the wider team as appropriate.
o Working closely with the IUCN ESARO Deputy Regional Director, Programme and the IUCN Regional Director, represent IUCN in Mozambique, providing strategic direction and technical leadership in the development, planning, management, budgeting, and implementation of IUCN programmes in Mozambique. She/he will take a lead in maintaining successful relationships with the Government of Mozambique and the IUCN membership.

More specifically, the Programme Coordinator is responsible for:

2.1 Providing administrative and managerial oversight:
2.1.1 In addition to the day to day follow up and collaboration with project partners, conduct regular meetings with Implementing Partners, and thematic leads as needed and required by the PMG or recommended by the Advisory Board.
2.1.2 Identify and address skills development needs, including through coordination with the Capacity Building and Knowledge Management components of SUSTAIN-Africa: assist Implementing Partners and external programme partners addressing capacity building needs appropriately and identify areas where SUSTAIN can strategically contribute (e.g. identify disconnects along the value chain and possible partners that could contribute by aligning with SUSTAIN).
2.1.3 Ensure that work proceeds using a collaborative and interactive approach and that communication between project partners is carried out in a respectful and appropriate manner.
2.1.4 Ensure all administrative procedures are followed, in line with Donor Contracts and the IUCN Internal Control Systems (ICS), such as those regarding vehicle use and procurement.

2.2 Providing leadership in guiding the strategic direction of the Programme and contributing to the Knowledge to Impact activities
2.2.1 Work closely with the TC, ESARO Deputy Regional Director, PMG, the thematic leads and IP’s to: support and guide the implementation of that are in line with the corridor priorities and Mozambican policies and ensure that the activities are developed through Multi Stakeholder Processes.
2.2.2 Ensure that the strategic direction of SUSTAIN Mozambique is informed by recommendations emanating from the Advisory Board and the PMG.
2.2.3 Keep abreast of development needs and Programme opportunities in the corridor, particularly those in line with IUCN’s sectoral priorities and programmatic principles.
2.2.4 Working closely with the TC, and the thematic leads, contribute substantively to the design and implementation of activities under the Knowledge to Impact (K2I) component of the programme, in particular those focusing on corridor and national level objectives of the programme.
2.2.5 Encourage innovation and excellence in programming.

2.3 Oversight of Programme implementation
2.3.1 Oversee the development and successful implementation of the IP’s work-plans.
2.3.2 Ensure compliance with all donor provisions, and timely fulfilment of programmatic reporting requirements.
2.3.3 Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on budget line items.
2.3.4 Compile outcomes of the Advisory Board meetings, progress reporting and dissemination of communication material.
2.3.5 Support the PMG in reporting to the Advisory Board, presenting key achievements, challenges and lessons learnt.
2.3.6 Ensure gender equality is integrated and mainstreamed though all Programme field activities

2.4 Monitoring and Evaluation
2.4.1 In coordination with the PMG and partners, develop and maintain the Programme’s monitoring instruments and systems
2.4.2 Oversee completion of monthly, quarterly and annual progress reports. Prepare and submit all required IUCN and donor reports for review and submission to the PMG and the Advisory Board.
2.4.3 Regularly visit the landscape level sites to evaluate programmatic outputs and impact both quantitatively and in terms of quality implementation.

2.5 Representation and Leadership
2.5.1 Network and liaise with all the partners and potential partners, developing and maintaining partnerships and strong relationships across all sectors (including the private sector);
2.5.2 Maintain good working relationships with Mozambican officials, particularly those within the ministries and other institutions (e.g. Line Ministries, Zambezi Valley Development Agency, Beira Agricultural Corridor Secretariat and others)
2.5.3 Represent IUCN and maintain good working relationships among the international and local NGO community in Mozambique, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts in Mozambique.
2.5.4 Encourage teamwork, openness, and honesty among SUSTAIN partners.

2.6 Identify, develop and mobilise co-investment opportunities
2.6.1 Ensure that work packages are developed in a phased manner that encourages and facilitates co-investment.
2.6.2 Identify programming needs and opportunities, ensuring relevance and alignment with national priorities as well as funding opportunities
2.6.3 Play a leadership role in the development of concept papers and proposals for SUSTAIN Mozambique.
2.6.4 In collaboration with the Thematic and Work package leads and the PMG, develop co-investment models that enables and encourages collaboration and support of different actors (e.g. public and private sector engagement in green and inclusive growth in the agricultural sector)
2.6.5 Ensure that the SUSTAIN Mozambique funds are used flexibly and strategically for programme support and to promote asset investments.

2.7 IUCN Representation
2.7.1 Ensure the IUCN programme is aligned with the IUCN’s global and regional priorities as well as to the national priorities defined by its members and partners in Mozambique
2.7.2 Provide leadership and technical expertise in programme development & support the resource mobilisation efforts for the Programme.
2.7.3 Effective management of IUCN Mozambique Office in all key management areas of Program Management and Development, Finance and Administration, People management, partnership development and resources mobilisation
2.7.4 Establish, develop and maintain excellent working relationships with the Government of Mozambique. This includes relationships with donors, government agencies, partners & other stakeholders.
REQUIREMENTS
  • Postgraduate degree in International development, Environment, Agriculture or relevant field required

• Additional training or qualification in development issues or technical areas such as management, organisational/institutional development, community development, water resources management, business engagement, etc.

• Minimum 10 years of relevant working experience

• In depth experience and knowledge of Mozambique, particularly with regards to national and local level policies, strategies and actors of relevance to environment, water, climate change and agriculture;

• Strong background in managing and directing large scale operations through partnerships and field based operations.

• Strong skills in Multi Stakeholder Processes and Partnerships, including convening and facilitating networks/platforms involving a diverse and large number of stakeholders across different sectors.

• Demonstrated experience in resource mobilization and fundraising. Experience with GCF/GEF an added advantage

• Experience in programme design, implementation, and monitoring and evaluation.

• Experience in green, inclusive and sustainable growth in the agricultural sector an added advantage

• Experience in climate smart policies and programmes an added advantage

• Understanding and proven application of rights based or participatory approaches, partnership and gender programmes an added advantage

• Experience working with Business in Mozambique an added advantage.

• Work experience in other countries in sub-Saharan Africa

• Fluency in Portuguese and English, both written and verbal. Knowledge of local languages an
