Under the supervision of the Regional Finance Manager and in collaboration with IUCN ROWA team, especially Finance Officer, the Senior Finance Assistant assists in daily financial operations and day to day accounting transactions.
JOB DESCRIPTION
Title: Senior Finance Assistant, IUCN West Asia

Unit: Finance Unit - Regional Office for West Asia

Grade: A3

Work percentage: 100%

Duty station: Amman - Jordan

Reporting to: Finance Manager, IUCN West Asia


BACKGROUND
Under the supervision of the Regional Finance Manager and in collaboration with IUCN ROWA team, especially Finance Officer, the Senior Finance Assistant assists in daily financial operations and day to day accounting transactions.


Specific Tasks

1. Reporting:
• Preparation of financial reports as per IUCN and donor requirements under the supervision of the Regional Finance Manager;

2. Planning, Budgeting and Forecasting:
• Preparation of financial reports, monitoring of cash liquidity, and receivable funds collections.
• Assist in the maintenance and monitoring of the project portfolio database
• Assist in budgeting for projects, regular monitoring of actual expenditure against budget, and ensure compliance with IUCN and donor regulations

3. Finance:
• Monitor fund disbursements and track actual expenditure against budget;
• Prepare vouchers, bank transfers, Journal Vouchers print outs and payment requests as necessary for the smooth running of the office;
• Enter financial data into the financial system on a daily basis;
• Process vendor invoices and prepare payment vouchers and documentation as per IUCN regulations and in line with donor requirements;
• Conduct initial review and follow up with other staff members for the completeness of payment vouchers and its supporting documents before forwarding them to line manager for final review
• Organize and maintain the filing system for ROWA financial files;
• Prepare Requests for Quotation, perform vendor analysis and prepare purchase orders as per IUCN financial guidelines;
• Contribute to monthly, quarterly, semi-annually and year-end closing process according to established checklists;

4. Treasury Management:
• Manage petty cash

5. Salaries:
• Prepare payment vouchers for salaries.

6. Audit:
• Assist the Regional Finance Manager with audits by providing information and documents to internal and external auditors, and following up of audit deliverables.


QUALIFICATIONS

This position requires a strong background in Finance and accounting with:
• A degree in accounting and financial management.
• Minimum of 4 to 5 years of experience in accounting and daily book keeping and treasury management in international organizations or NGOs with a project portfolio
• Very Good knowledge and expertise of financial activities such as payments and records keeping and financial management.
• Excellent Technical competence in using computer and MS Office applications (mainly MS Excel and MS Word)
• Excellent written and verbal communication skills in English and Arabic
• Ability to deliver under pressure/aptitude for number crunching, in order to meet deliverables on tight deadlines.
