BACKGROUND
JOB DESCRIPTION
The MIKE Deputy Sub-Regional Support Officer (DSSO) will support and assist the MIKE Sub – Regional Support Officer (SSO) in:

(a) Providing technical support and advice to MIKE sites in the two subregions, as well as limited material support as appropriate, in order to facilitate the full functioning of the sites in their use of the ranger-based monitoring systems and protocols approved by the MIKE Programme Technical Advisory Group (TAG);
(b) Overseeing the delivery of training to build site-level capacity in the effective use of ranger-based monitoring methodologies and systems, in particular in supporting adaptive site management and law enforcement practices;
(c) Supporting participating MIKE sites in the regular collection and synthesis of elephant mortality data, including the provision of follow-up assistance in enhancing the reliability of such data, and carrying out on-site audits of elephant mortality data as and where practical;
(d) Supporting participating MIKE sites in the implementation of MIKE law enforcement capacity (benchmark) self-assessments, including synthesis of information generated from capacity assessments, follow-up assistance in enhancing assessment responses, and carrying out on-site audits of assessment results as and where practical;
(f) Organising training opportunities for MIKES law enforcement focal sites in strengthening the use of ranger-based monitoring systems and information in adaptive protected area management, in conjunction with advanced RBM training opportunities provided to MIKE sites;
(e) Providing technical support and advice to participating range States in developing systems for compiling and synthesising ranger-based monitoring information at the national level, and the use of this information in formulating strategies and actions aimed at enhancing the protection of elephants and other flagship species and in national conservation and environmental planning;
(f) Providing technical support and advice to national wildlife agencies in carrying out national-level law enforcement capacity (benchmarks) assessments, and in utilising this information in strengthening wildlife law enforcement capabilities and in combatting wildlife crime;
(g) Coordinating the storage, analysis, management of national ranger-based monitoring and law enforcement capacity information at subregional levels, and the onward flow of this information to CITES;
(h) Providing technical support and advice to range States in submitting requests to the CITES Secretariat for potential assistance from the MIKES Emergency Response Mechanism, and facilitation support in the implementation of MERM initiatives.
(i) Creating reporting tools or systems, including design of related databases, spreadsheets, or outputs.
(j) Collating information for reporting purposes
(k) Assist in developing and maintaining reporting and analytical tools

Management responsibilities

The MIKE DSSO will support and assist the SSO in:

(a) Reporting to the MIKE Programme Coordinator (for technical, institutional, data management and financial matters) and jointly to the IUCN Regional Director (for any administrative/financial issues (especially in relation to clause 6a. of the CITES-IUCN Agreement for the MIKE Programme, or any matters that have to do with relations with national/regional partners) on the progress of the implementation of the MIKE Programme and the MIKES Project in that subregion;
(b) Overseeing the budget implementation allocated to the subregions; reporting of expenditures and providing the MIKE office management;
(c) Supervising MIKE staff hired at IUCN Regional Office level, as well as the hiring and work of any other support staff (including consultants) required for the implementation and management of the MIKE Subregional Support Units’ objectives and responsibilities;
(d) Providing inputs as necessary into the MIKES Project Implementation Monitoring System (MIMS), including the provision of MIKE elephant mortality and law enforcement benchmark monitoring information, MIKES project implementation monitoring information in accordance with overall and annual project activity plans, and information on project effectiveness in accordance with indicators identified in relevant sections of the MIKES project logical framework;
(e) Preparing progress reports in accordance with the reporting procedures provided by the CITES Secretariat and the MIKE Programme Coordinator;
(f) Facilitating and collaborating with technical evaluations and financial audits of the MIKES Project as called for in the MIKES Contribution Agreement, or as required from time-to-time by the CITES Secretariat;
(g) Performing other duties as may be assigned by the SSO or, through the latter, by the MIKE Programme Coordinator.
REQUIREMENTS
  • A university degree in a relevant field (such as wildlife, natural resources or environmental management, biological sciences or forestry) with a minimum of five years’ progressively responsible professional experience in a research and monitoring to support protected area management in Africa OR Master’s degree in a relevant field and experience

• At least 3 years’ experience in a reporting/analysis, including experience in and understanding of GIS, database structure design and data extraction principles

• Knowledge of Structured Query Language (SQL) and database queries and report writing

• Ability to extract data from relational databases and other data sources for analysis

• Knowledge of Advanced Excel (Pivot tables, Vlookup, etc)
