BACKGROUND

The Kalahari-Namib Project: Enhancing decision-making through interactive environmental learning and action in the Molopo-Nossob River Basin in Botswana, Namibia and South Africa is implemented by the United Nations Environment Programme and executed by IUCN ESARO, through its People and Landscapes Programme, in partnership with the Ministry of Environment, Wildlife & Tourism (Botswana), Ministry of Environment and Tourism (Namibia), Department of Environmental Affairs and Department of Agriculture, Forestry and Fisheries in South Africa. The project is funded by the Global Environment Facility. The overall goal of the Kalahari-Namib project is to support communities and policy makers in Botswana, Namibia and South Africa to effectively implement and upscale sustainable land management (SLM) in the Molopo-Nossob basin area and thereby contribute to improved livelihoods and the maintenance of the integrity and functioning of the entire Kalahari-Namib ecosystem.
In order to achieve the overall goal, the project consists of five major components, namely:
•Component 1: Baseline Assessment;
•Component 2: Community-based SLM (including pilot demonstration of best practices) and Transboundary Management of Molopo-Nossob River Basin;
•Component 3: Enhanced Regional Decision-Making and Exchange of Best Practices and Lessons Learnt;
•Component 4: Income Generating Activities Supported by Improved Services;
•Component 5: Monitoring and Evaluation, and
•Component 6: Project Management.
JOB DESCRIPTION
Under the direct guidance of, and working closely with the Technical Coordinator, People and Landscapes Programme, the specific responsibilities of the Senior Programme Officer are to provide project management support and oversight of the Kalahari Namib project, ensuring effective and efficient delivery of the workplan and closure of the project. This, however, does not preclude the provision of support/guidance to other projects and programmes within the People and Landscapes Portfolio and engagement with the other Thematic Areas and countries within which IUCN operates:-

Provide administrative and managerial oversight of the Kalahari Namib project:-

•Ensure that operational workplans for the delivery of project is developed in line with contractual obligations and submitted to UNEP for review and approval;
•Meet regularly with the consultants and stakeholders responsible for the pilot site activities to review progress on pilot site activities and ensure that delivery is on track and in line with the intended objectives;
•Ensure that donor contracting requirements are being met, including the timely submission of quality progress reports (technical and financial);
•Ensure that all consultancy contracts are developed and issued, in line with IUCN procurement policies and support and oversee delivery of consultancy deliverables
•Provide support to the end of project evaluation process, ensuring that evaluations are carried out in accordance within the contracting requirements.
•Maintain regular contact with UNEP, the contracting agency, keeping them informed of project developments as necessary
•Support the effective organization of Steering Committee meetings, including development of the agenda and provision of technical support during the meetings as necessary


Provide technical backstopping and support Programmatic delivery and growth:-

•Build productive relationships with all stakeholders including at the highest level especially within SADC and amongst development partners;
•Provide technical support to the pilot sites, with a particular view to ensuring that the site activities are designed to meet their intended objectives and the overall goals of the project
•Support the finalization of the SADC Sub-Regional Action Programme to Combat Desertification (2015-2025) and the development of associated components such as the Baseline and Investment Framework and the Communication and Partnership mobilization Strategy.
Support for SADC Prosopis and Invasive Species Management Strategies
-Provide support to the development of an Africa-wide/SADC-wide Action Plan for Eradication, Control and Sustainable Management of Invasive Species. Build linkages with TCFA/PA work in SADC.
-Support the development of a concept note to the Green Climate Fund on the above.
•Support linkages across sectors between SADC and IUCN projects through, for example:
-Meetings with Water sector and FANR and follow up from previous discussions with IUCN colleagues
-Reviewing the SADC Sub-Regional Action Programme to Combat Desertification (2015-2025) in relation to TFCA work and identify possible linkages.
-Where relevant, support the development of linkages between Molopo-Nossob River Basin management with TFCA and PA work.
-Identify relevant meetings where IUCN can engage and support SADC - specifically those relevant to KNP topics and where KNP can support engagements.
-Review relevant SADC strategies (SRAP, BAP, TFCA Programme, etc) and identify possible linkages and areas of support for IUCN.
•Take a leadership role in developing new project concepts and proposals and engage with development partners
•Contribute to the write up of the synthesis component level progress reports
•Contribute to the write up of the final terminal project report


Carry out other relevant tasks assigned by, and mutually agreed with, the line manager
REQUIREMENTS
  • A Master’s degree in natural resource management or environmental sciences

• Computer literacy in relation to office applications (word processing, spreadsheets, powerpoint) use of internet and online communication tools

• At least 8 years of relevant working experience

• An in-depth understanding of the country and region, particularly in relation to biodiversity conservation and natural resource management

• Experience with result based project cycle management, monitoring and evaluation methodologies and principles and facilitation skills

• Excellent verbal and written communication skills in English required, with French/Portuguese as an added advantage. Knowledge of southern African languages is desirable

• Experience with resource mobilization and proposal development

• Functional competencies:-

• Strong interpersonal, management and supervisory skills and experience,
• with a minimum of 5 years work experience in managing organizations and/or teams
•Ability to manage complex situations and facilitate multi-stakeholder participatory processes
•Proven interpersonal skills and be to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
•Capacity to work under pressure, meet tight deadlines and produce high quality work at short notice.
•Be willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
