BACKGROUND
This new senior level position comprises an exceptional opportunity to support the development and implementation of IUCN’s new Global Programme on Governance and Rights. The successful candidate will have demonstrated strategic planning and programme development and management experience, partner and resource mobilization skills, multi-stakeholder facilitation expertise, technical support experience at global policy level, and profound knowledge on governance and rights issues, particularly as related to Indigenous Peoples.

This component lies at the heart of IUCN’s contribution to sustainable development and seeks to ensure that decisions concerning natural resources at all levels are consistent with the recognition of and respect for human rights, gender responsive, well informed and implemented equitably.

IUCN believes that natural resource governance and the adoption of rights-based approaches at all levels enables delivery of effective conservation and equitable social outcomes. In this context, IUCN is committed to the integration of the various dimensions of social science, including equity considerations, into its work at policy, programme and project levels as an institutional priority.
JOB DESCRIPTION
MAIN DUTIES AND RESPONSIBILITIES

The Senior Programme Manager for Governance and Rights will be responsible for the following tasks:

1. Programme Development:
• Provide vision, strategic focus and operational guidance as necessary for the further development and implementation of work on governance and rights issues and integration of social science within the IUCN Programme;
• Lead the establishment and maintenance of a coherent project portfolio that advances IUCN’s programmatic mandate with respect to governance, rights and social justice in conservation and natural resource management;
• Provide technical inputs to ensure that IUCN projects and initiatives are designed, implemented, monitored and evaluated in accordance with IUCN standards, that project delivery is underpinned with adequate quality assurance and that all projects clearly align with and contribute to IUCN’s global programmatic results; this includes providing technical advice to the implementation of IUCN Environmental and Social Management System (ESMS);
• Manage relationships for ensuring a close integration between the social science-related programmatic work of the Secretariat and that of the IUCN Commission on Environmental, Economic and Social Policy (CEESP);
• Ensure IUCN fulfils its obligations and exercises a leadership role in key strategic partnerships including the Conservation Initiative on Human Rights (CIHR) and IUCN Members and key partners;
• Liaise closely with other GPGR colleagues, as well as other office and programmes across the Union, to ensure and enhance complementarity.

2. Policy and Communications
• Initiate and coordinate analytical and policy work on issues such related to, especially, indigenous peoples, human rights and rights-based approaches, including as they relate to bio-cultural diversity, poverty and conservation, people and protected areas, food security, social equity and socio-cultural aspects of climate change impacts and policy;
• Facilitate stakeholder dialogue and engagement, especially as related to World Conservation Congress decisions and processes;
• Ensure that IUCN communications on the above issues are produced and disseminated regularly for internal and external audiences;
• Ensure that IUCN is adequately represented in relevant policy fora;
• Support the preparation and delivery of strategic communications for relevant events and activities.

3. Management and Resource Mobilization
• Manage a project portfolio and its associated budget to ensure effective, timely and high quality delivery that meets institutional requirements in terms of financial management and project accountability to donors;
• Manage related human resources;
• Manage planning and assessment reporting as required by IUCN systems and within GPGR;
• Proactively seek major funding opportunities and lead on relevant proposals;
• Develop and maintain a network of donor agency contacts, ensuring donor coordination with other component programmes of IUCN (relevant global thematic programmes, and Regional Programmes), and the IUCN Strategic Partnerships team;
• Advise IUCN Regional Programmes on proposal formulation and donor liaison in support of the development and roll-out of related global initiatives.

The above job description contains the main duties and responsibilities for this position. However, in a small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and Human Resources.


COMPENSATION AND BENEFITS PACKAGE
- Gross salary ranging from USD 100’000 to USD 123'000 per year
- Comprehensive health, dental, vision, life and long term disability insurance plan
- Retirement benefit of 5% of gross salary from the 4th month of employment
- 7.65% of gross salary FICA contribution (this benefit is only applicable to US nationals and green card holders)
REQUIREMENTS
  • Demonstrated programme/project (technical and financial) management skills, particularly of large multi-institutional, multi-stakeholder projects;

• Proven ability to operate within a results-based management framework and excellent analytical skills to deal with complex planning and implementation issues;

• Minimum of 15 years of experience in the area of sustainable development, rights, governance and/or social justice as related to nature conservation, with particular experience and expertise related to Indigenous Peoples rights and issues;

• Significant experience working in Africa, Asia or/and Latin America;

• An advanced degree qualification in a relevant field, e.g., in social sciences and development studies and/or environmental management;

• An excellent command of written and spoken English is essential; understanding of Spanish, French and/or additional languages are assets;

• Exceptional writing and editing skills to prepare clear and comprehensive reports on project implementation, proposals, knowledge products, etc.;

• A documented ability to motivate and provide leadership and work in a team environment;

• Demonstrated ability to work in multi-institutional and multi-cultural environments;

• Superior coordination, organizational and networking skills;

• Ability to work under stress including in producing and delivering high-quality products under tight deadlines;

• Good knowledge of IUCN, its work and that of its Commissions, partners and networks is required;

• Dynamic and communicative personality with diplomatic skills;

• Willingness to travel, as required.
