Project Development Officer and GEF & GCF Coordinator

RESPONSIBILITIES
The Project Development Officer and GEF & GCF Coordinator will directly report to the Regional Programme Coordinator and will be responsible for providing adequate support to all PACO units in all aspects of the programme cycle.
He/she is responsible at regional level for the quality of the GEF/GCF projects in the regional portfolio to be submitted by the region.
He/she will be linked with global and regional support units responsible for Planning, Monitoring and Learing (PML) and with thematic staff responsible for PML in regional thematic programmes (e.g. Water, Forests, etc) in a community of practice. In his/her GEF/GCF responsibility he/she will be vertically linked to the GEF/GCF global unit. He/she will supervise and manage the M&E officer and evaluate his/her work plan
SPECIFIC DUTIES
Leadership of projects, programmes and portfolios development
- Provide leadership and oversight to ensure efficient and cost effective development, monitoring and evaluation of projects, programmes and portfolios for IUCN West and Central Africa and effective delivery of expected results in line with the global systems requirements;
- In liaison with the GEF/GCF global unit, provide leadership and oversight to the development and promotion of any tools to support the development of the GEF/GCF programme and project planning cycle;
- Provide direct support in ensuring that all PACO units operationalizes the IUCN Project Appraisal and approval System (PAAS) guidelines;
- Work closely with the Finance on matters related to preparation of project budget and donor contracts and ensure that project provide for adequate IUCN cost recovery;
- Ensure alignment of specific project objectives with IUCN annual and intersessional plans and with relevant GEF/GCF strategic objectives ;
- In liaison with the GEF/GCF global unit, oversee the overall composition and quality of PACO GEF/GCF portfolio.
Programme and project planning, monitoring and reporting
- Provide guidance and direct oversight on project planning, through leadership on quality assurance and project approval systems with special emphasis on GEF/GCF project portfolio ;
- Build capacity within the PACO units and projects for high-level standard project development, planning, monitoring, reporting and learning with special emphasis on GEF/GCF projects ;
- In liaison with global reporting requirements, support preparation and implementation of programme and/or project monitoring plans, indicators and data collection tools;
- Ensure technical quality of project monitoring systems (plans, indicators, etc) and reporting to donors
- Participate in globally led efforts to improve the quality of monitoring (especially technical) of conservation and sustainable development results
- Support donor led project evaluation by helping set terms of reference, supporting appointment of review teams, data collection, preparation of quality reports, follow-up and use of evaluation results
- Design and lead internal evaluations, as required, to support the development of the regional programme
- Participate in globally led evaluations or reviews, as required.
Knowledge Sharing and Capacity Development
- Design programme/project related thematic learning frameworks (e.g. defining programme learning questions by thematic priority and/or project learning questions)
- Prepare learning plans connected to M&E plans (define data collection & collation tools; define data analysis and mechanisms for discussion/reflection; define participation and modes of interaction);
- Ensure use of learning for improvements in the design and implementation of programmes and projects.
- Synthesize findings, recommendations and lessons learned from project evaluations and ensure use for both improvement of projects and their management, as well as further programme development

• - Candidates should possess a degree in Planning, Monitoring and Evaluation or related fields and at least 8 years of relevant work experience preferably in an International Organization. - Familiarity with a range of planning approaches as well as monitoring and indicator approaches favoured by IUCN’s key donors both at global and regional level; - Familiarity with adult learning processes and research skills; - Experience with designing, conducting and managing evaluation processes, including evaluation design, survey design, various data collection methods, quantitative and qualitative data analysis, report writing, etc.; - Ability to connect planning, monitoring and evaluation in a integrated cycle of programme and project improvement; - Facilitation and capacity building skills; - Ability to work with and provide service to technical units of the regional office. - Proven writing ability - Demonstrated spoken and written fluency in French and English - Advanced computer processing skills |
