BACKGROUND
This is a local recruitment. Only Fiji nationals, individuals with residence status or the appropriate employment visa for Fiji are eligible to apply. The remuneration and benefits package for this position are established with reference to the local labour market and in line with the IUCN conditions of service for Fiji.
JOB DESCRIPTION
RESPONSIBILITIES

The Regional Human Resources Officer (RHRO) ensures that the HR requirements under the Host Country Agreement with Fiji are honored and that appropriate liaison occurs with Government of Fiji offices such as the Ministry of Foreign Affairs, Department of Immigration, and Department of Environment. In addition, and in view of the management arrangements for IUCN’s Regional Hubbing mechanism, the RHRO has a functional reporting line to the Director Human Resources, Asia directing all HR initiatives at the Asia Hub Regional Office to which the ORO falls under. The RHRO will be responsible for recruitment and staffing, compensation, benefits and entitlements administration and performance management, among others.

SPECIFIC DUTIES

The RHRO will be responsible for the Human Resources Management of the IUCN Oceania Regional Office to ensure that business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN and the local labor law, as applicable.

The specific duties of this position include, but are not limited to, the following:

• Establish and maintain liaison with officials within the Ministry of Foreign Affairs, Department of Immigration, and Department of Environment and ensure the timely approval of visas and work permits for expatriate staff and visiting IUCN dignitaries
• Facilitate diplomatic privileges and clearances with the Ministry of Foreign Affairs in accordance with the Host Country Agreement with Fiji
• Maintain effective liaison with the Ministry of Labour, Industrial Relations and Employment and ensure that IUCN ORO complies with Fiji’s Employment Regulation Promulgation and any relevant labour laws and provide advice to staff members on the labour legislation and employment standards
• Develop local Conditions of Service (CoS) for different countries across the Oceania region
• Coordinate ORO’s workforce planning and conduct regular review of HR needs at ORO
• Liaise with the Head of Administration & Finance Manager on all life and medical insurance policies and ensure that these are in place at all times for all staff
• Support the implementation of HR strategic plans and initiatives in ORO
• Coordinate with the Finance Unit to ensure ORO’s payroll reflects accurate salary scales in accordance to staff positions and levels
• Oversee and manage the Human Resources Management System (HRMS) for the IUCN ORO and ensure the successful delivery of operational HR services to all staff
• Ensure that accurate Job Descriptions are in place for all staff; advise and assist line managers with writing job descriptions and reviews as necessary
• Organize staff orientation
• Facilitate the recruitment of all staff for IUCN ORO as per IUCN established guidelines
• Manage the advertisement of vacant positions and ensure relevant notices are placed on appropriate newspapers and publications, circulated through networks and placed on other online or broadcast media as appropriate
• Organize candidate review and assessments as well as conducting reference checks
• Develop, nurture and maintain relationship with new and existing internship and volunteer providers and develop a resource pool for internship and volunteer opportunities in ORO
• Administer the contract management of staff in ORO and make recommendations on any issues that need to be resolved
• Administer the contracting of staff, interns, JPOs and secondees in ORO and assist with international internships at the regional level
• Review consultancy contracts for ORO in line with local labour laws and IUCN contract review and sign-off procedures
• Draw the attention of Regional Director in a timely manner to any instances of HR risks, issues, legal compliance, performance and conduct, employee relations, among others, and recommend possible resolutions
• Conduct exit interviews for staff leaving IUCN ORO
• Support the implementation of global initiatives relating to performance management, job family and the competency framework at ORO
• Facilitate the operationalization of the performance management cycle and regularly communicate with all staff in Oceania Region on performance management related matters
• Facilitate the calibration & promotion exercise reviews.
• Identify learning and development needs in ORO and develop a consolidated Training Needs Assessment to be used for staff training and development.
• Organize staff training sessions, workshops and activities as and when necessary and in line with organizational needs
• Perform other duties as may be reasonably required.
REQUIREMENTS
  • A Graduate Degree in Human Resources Management, Psychology, Management, Public Administration, or a relevant field

• A minimum of 5 years’ relevant experience, inclusive of experience working in a regional/international organisation. Previous experience of working with government would be desirable, with at least 3 years’ experience in mid-level managerial role

• Proven skills as an HR Generalist with proven experience and understanding of HR principles; experience of working with HRMS or similar HR tools

• Sound understanding of relevant legislation, policies and procedures

• Skills in team building, problem solving, time management, stress management and negotiations

• Highly motivated and results-oriented individual

• Fluent in English (verbal/written) with excellent communication and presentation skills

• Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint and other web-based management systems), Email, Internet and ability to learn other organizational applications.
