BACKGROUND
The mission of the Human Resources Management Group (HRMG) in IUCN is to actively and transparently promote and monitor effective, equitable human resources policies, procedures and practices that adhere to best practice standards. HRMG works in partnership with line management around the globe, to whom it provides expert advice for the purpose of attracting and retaining a qualified and motivated workforce. It is also instrumental in ensuring that IUCN provides career opportunities at all levels and that staff members are treated equitably.

LOCATION

This position will either be based in Bangkok, Thailand or Amman, Jordan; and will have a global HR remit. The HR function in either local office is already trusted to another HR Business Partner.
JOB DESCRIPTION
OVERALL RESPONSIBILITY

The main responsibility of this positon is to support and advise the Chief Human Resources Officer (CHRO) in all HR aspects relating to IUCN’s work in regional, country and outposted offices.

This includes but is not limited to the development of policies and procedures, talent acquisition, compensation and benefits, performance management, data sourcing, HR analytics, workforce planning, staff budgeting and special HR projects.

SPECIFIC RESPONSIBILITIES

Under the CHRO’s supervision, the responsibilities of the position are to:

• Support the development of global policies and procedures and ensuring their implementation and assisting HR managers worldwide in their interpretation.

• Advice on development and maintenance of local Conditions of Service worldwide and ensure they are approved by the Director General.

• Maintenance of global compensation policies, including liaising with the vendor in charge of labour market surveys and in the development of new or revised salary scales for all locations worldwide.

• Provide advice to managers and staff on expatriate entitlements.

• Develop minimum standards and guidelines for staff insurance and benefits.

• Management of global insurance policies (health, life, accident, travel etc.).

• Develop systems to allow standardized headcount budgeting worldwide. As part of the budget team prepare, review and analyze staffing budget for the organization.

• Maintain and further implement of the Position Evaluation system across the Secretariat.

• Support the CHRO in the development and implementation across the Secretariat of the performance management and feedback systems.

• Participate in the selection and appointment of regional staff when necessary as delegated by the CHRO.

• Manage the Human Resources Function at IUCN congresses.

• Lead the data mining, HR analytics and HR reporting work on IUCN’s staffing information.

• Work closely with the Global Information Systems Group (GISG) in IUCN to enhance the Human Resources Management System (HRMS).

The above job description contains the main duties and responsibilities for this position. However, in a small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
REQUIREMENTS
  • Five to seven years of demonstrable experience in Human Resources in a similar capacity, ideally with international organisations

• Masters in Human Resource Management, Business or Public Administration, International Relations, Sociology or equivalent

• Experience of working in an international organization setting is desirable

• Demonstrable skills as an HR Generalist with proven experience and understanding of HR principles; experience of working with HR information systems, candidate tracking systems or similar HR tools

• Ability to work well in a multi-cultural environment

• Experience in building strong strategic partnerships with clients

• Ability to utilize and leverage complex data to produce compelling, evidence driven rationales and narratives for spotting trends and support decision-making. Advanced Excel skills, as well as other statistics and database software. Short listed candidates will be tested on this, as it is an absolute selection criterion and a requirement for the job

• Creative, flexible and able to work under pressure

• Highly motivated and results-oriented

• Fluency in English. A working knowledge in another IUCN language (French or Spanish) would be an advantage
