BACKGROUND
This is a local recruitment. Only Thai nationals, individuals with residence status or the appropriate employment visa for Thailand are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Thailand.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES

Under the direct supervision of the Head of Finance, Asia, the Finance Manager, Asia Regional Office (ARO) will provide accounting and financial management services to line managers of the component programmes of the Corporate Units, Regional Communication, Membership, Thailand Programme, the Natural Resources Group (NRG) and the Deputy Regional Director (DRD) cost centres and to designated programme / project managers based at ARO to ensure the highest standards of financial accountability and management of resources. Contribute, within the framework of the global systems, to the further development and implementation of IUCN financial administration and management systems within the above cost centres.

SPECIFIC DUTIES

Finance
• Ensure that an accounting system is in place in ARO and is operated accordance with generally accepted accounting principles and IUCN accounting policies and procedures as the basis for an efficient and effective financial management and information system;
• Ensure that all financial, treasury and accounting activities for ARO based cost centres and designated projects are in compliance with IUCN policies and with fiscal, legal and statutory requirements as well as ensure that financial resources are secured and funds deployed efficiently and effectively for the delivery of respective programmes and projects;
• Assist ARO based budget holders in the planning and budgeting of the cost centres’/projects financial operations and provide the analysis and interpretation of the individual cost centre and/or project results as basis for sound decisions and actions;
• In consultation with Head of Finance, Asia, develop and maintain systems and procedures that provide for the effective, efficient and economical delivery of financial management services and operating results for ARO;
• Assist in the development of programs and projects, including budget preparation and review, and provide the financial management support in their implementation, monitoring and evaluation; for ARO based cost centre and project managers;
• Monitor financial performance of the cost centres (including individual project budgets) in ARO against budgets and provide timely reports on significant variances for management action; Flag areas of concerns to the line managers and suggest solutions;
• Work closely with line managers and Regional Programme Support Coordinator, to monitor the ABC lists of ARO cost centres to ensure a strong ‘pipeline’ for the future;
• Ensure that required financial information and reporting requirements of IUCN Asia Regional Office, HQ and Donors are complied with and submitted in a timely and satisfactory manner;
• Assist the heads of ARO cost centre and project managers to develop financial management skills of all staff by providing guidance, counseling, training and supervision, as applicable and where needed;
• Work with Head of Finance, Asia to develop and implement information systems that facilitate Financial Management processes in ARO including the establishment of information data bases;
• Ensure project and statutory audits for ARO are undertaken in accordance with donor guidelines and IUCN policies and procedures;
• Maintain an up to date register of taxation and any other statutory financial responsibilities for IUCN and employees in the host country;

Grant Management
• Provide guidance and assistance to project/programme managers on contract management/administration in relation to project agreements, consulting contracts, donor guidelines and IUCN policies and procedures;
• Assist project/programme managers, project staff and implementing partners in ensuring compliance with contract conditions, donor guidelines, and IUCN policies and procedures;
• Ensure that all finance related conditions specified in donor agreements/consultancy contracts are complied with, including reporting to donors, preparation of cash requests and audits, among others;
• Prepare consolidated reports and undertake reviews of the system generated reports reports with project/programme managers;

Administration
• Coordinate closely with the HR & Administration heads in ARO on all matters related to Human Resources and Administration including consultancies, procurement (travel, accommodation, purchase of equipment and supplies) and timesheets, and physical stock-takes;
• Ensure the common costs are correctly identified, booked and appropriately allocated to various cost centres and projects in ARO on clearly defined basis;
• Ensure ARO staff maintain timesheets and prepare and submit staff time invoices in accordance with the IUCN timetable;
• In consultation with relevant ARO units, make necessary arrangements for onsite cash disbursements for workshops and meetings;
• In consultation with the Administration Manager, ARO reconcile the fixed asset registers and equipment lists for ARO with accounting records, and, keep the FA module of ERP updated;
• Assist the Administration Manager in undertaking stock take of fixed assets and inventories of equipment at least annually in ARO and upload signed evidence of the physical count to NAV checklist;

Other Functions
• Provide data required for preparation of Asia Regional Directorate (ARD) presentations and other meetings and when required by Head of Finance, Asia;
• Perform other functions as may be necessary.
REQUIREMENTS
  • Bachelor's degree or higher in Accounting, Business Administration, Finance or other related fields

• At least 5 years of experience in a relevant position, preferably with an International Organization, International NGO or an International Corporation;

• High level of skill and experience using computer based accounting systems, Excel, Powerpoint, Word are required

• Working experience with ERP systems will be an added advantage

• Excellent command of written and spoken English is essential

• Ability to work effectively with diverse multicultural and multidisciplinary teams

• Experience of working with local auditors, knowledge of local taxation and other related laws is required

• May require occasional travel
