BACKGROUND
Our goal is to deliver proactive and competent Human Resources supported by and through guidelines and procedures that enable IUCN Asia with all its diversity to reach its desired objectives.

This is a local recruitment. Only Thai nationals, individuals with residence status or the appropriate employment visa for Thailand are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Thailand.

Appointment of the successful candidate will be contingent to availability of funds.

Based in Bangkok, Thailand, the Regional Human Resources Office provides support and oversight to countries around Asia as well as the Oceania Regional Office in Suva, Fiji. The Human Resources Associate, Asia will support and facilitate HR transactions for assigned countries in line with the standard service levels for IUCN Asia Region.
JOB DESCRIPTION
RESPONSIBILITIES

The Human Resources Associate, Asia has a key supporting role in human resources management in the assigned countries and will work with staff and managers to ensure the smooth operation of the HR practice.

The key responsibilities of this position are to;
1. Provide support and facilitate transactional HR activities to the assigned countries.
2. Conduct and facilitate full cycle talent acquisition including contracts management and administration of benefits and entitlements
3. Support the implementation of performance management processes for the assigned countries
4. Ensure compliance with labor laws, host country agreements, IUCN policies and practices.


SPECIFIC DUTIES
• Provide full support to talent acquisition particularly under the Nam Theun 2 Watershed Management and Protection Authority (NT2 WMPA) Project based in Lao PDR by:
o Working closely with the NT2 WMPA Secretariat in facilitating the recruitment and selection of staff in various positions in accordance with the WMPA organization structure;
o Reviewing Terms of Reference (ToRs) for identified positions and classifying grades in accordance with IUCN’s position evaluation methodologies;
o Advertising positions online and on local media with the aim of attracting highly qualified candidates particularly from within the project’s site location(s);
o Conducting all pertinent candidate review and evaluations for presentation and approval by the WMPA Board Chairman;
o Administering clearances and onboarding procedures prior to contract issuance;
o Preparing quarterly progress reports on the project’s implementation and recruitment actions.
• Support other assigned countries on transactional HR activities;
• Process payroll and administer other related staff benefits such as insurance, pension, housing allowance, home leave and education allowance, as appropriate;
• Facilitate complete recruitment cycles in other countries, as may be assigned, while ensuring compliance with established rules, guidelines and best practices;
• Ensure that recruitment processes emanate from the budget process and that any position being recruited has been approved and included in the Staff Cost Budget (SCB) and Headcount Sheets (HCS);
• Support the process of obtaining appropriate work visa in collaboration with Administration Unit and facilitate logistical arrangements and relocation for expatriate staff as appropriate;
• Facilitate the induction program for new hires;
• Build the image of IUCN as an employer of choice in the region (i.e., engage in employer branding) and develop links with educational institutions, training authorities, networks and other related entities for sourcing high quality human capital and proactively develop and identify alternative ways of attracting high quality human resources in the countries;
• Support the implementation of global initiatives relating to staff performance management, track and follow-up on all related activities and regularly communicate with all staff on performance management related matters;
• Advise and guide staff and line managers on the performance management cycle including development of work plans, identification of competencies, self-assessments and appraisals;
• Constantly monitor employment contracts and process the appropriate actions (amendments, extensions, separation procedures, among others);
• Ensure timely and accurate management of audit-passable records and files;
• Undertake appropriate research on labor laws and policy changes across countries and engage in policy discussions and revisions;
• Update records, generate HR metrics and other data and prepare relevant presentations, as may be required;
• Carry out other relevant tasks as may be assigned.
REQUIREMENTS
  • Bachelor’s Degree in Business Administration, Management, Human Resources, Psychology, or a related field;

• At least 5 years of relevant experience in human resources management preferably from an international organization, with at least 3 years of proven experience in talent acquisition;

• Excellent command of the English language (verbal/written) and coupled with excellent communication and presentation skills;

• Proficient in data manipulation and analysis as well as data reporting;

• Experience in office applications (MS Word, Excel and PowerPoint) and web-based management tools and systems;

• Proven experience with HR management systems;

• For operational requirements, the candidate must be willing to travel frequently particularly in Lao PDR. Knowledge of regional languages and dialects a distinct advantage.
