BACKGROUND
JOB DESCRIPTION
The overall purpose of this position is to coordinate and provide technical support for the effective and efficient implementation of the wildlife (fauna) component of TRAFFIC conservation work in Central Africa which covers the ten-member countries of the Central African Forest Commission (COMIFAC), i.e. Cameroon, Central African Republic, Gabon, Republic of Congo, Democratic Republic of Congo, Equatorial Guinea, Burundi, Rwanda, Chad and São Tomé and Príncipe.

MAJOR DUTIES AND RESPONSABILITIES:

1. Overall coordination of TRAFFIC’s fauna-related trade work in Central Africa;
2. Manage the implementation and further development of the Central African Trade in Wildlife Information eXchange system (AFRICA-TWIX), a tool developed to facilitate information exchange and international co-operation between government-mandated law enforcement agencies across Central Africa;
3. Provide technical support for the implementation of TRAFFIC’s wild fauna work in Central Africa;
4. Support the development and implementation of regional fauna projects and plans, in Central Africa;
5. Ensure balance in the development of faunal projects to promote both the Red and Green Streams of TRAFFIC conservation programme;
6. Work closely with CITES Management and Scientific Authorities, CBD Focal Points, as well as other national agencies and institutions responsible for the fulfilment of national obligations under CITES, CBD and other relevant conventions related to the conservation / trade of fauna (elephants, great apes, pangolins, Africa Grey parrot and bushmeat etc);
7. Support the evaluation of COMIFAC’s Wildlife Law Enforcement Action Plan (2012-2017), commonly known by its French acronym, PAPECALF (Plan d’Action sous-régional des pays de l’espace COMIFAC pour le renforcement de l’application des législations nationales sur la faune et flore sauvages en Afrique Centrale) and the development and implementation of a successor plan;
8. Collaborate with governments and key partners including regional bodies, for the continuous development of innovative national/regional strategies and actions for sustainable wildlife management and the combatting of wildlife crime with a focus on fauna in Central Africa;
9. Engage with relevant regional bodies and working groups in Central Africa of relevance to the wildlife trade such as, e.g. COMIFAC, the Economic Community of Central African States (ECCAS), the Congo Basin Forest Partnership (CBFP), the Central African Forest Observatory (OFAC);
10. Promote regular surveys of wild fauna markets and trade using sound scientific methods and the sharing of information within Central Africa countries and other TRAFFIC offices particularly in regions with transit and demand links to Central Africa countries;
11. Support governments to effectively implement strategies and approaches to monitor wild fauna trade and related legal and illegal activities in Central Africa;
12. Support the management of TRAFFIC’s Wildlife Trade Information System (WiTiS);
13. Support the effective use of the Elephant Trade Information System (ETIS) and the implementation of the Central African Bushmeat monitoring system (SYVBAC) and promote its use by authorities and enforcement agencies in Central Africa;
14. Support capacity building projects that address priority needs that will enhance law enforcement and improve persecution of wildlife crime offenders;
15. Develop funding proposals for the implementation of the wild fauna aspects of the TRAFFIC conservation Programme in Central Africa;
16. Ensure timely implementation of projects and timely preparation of quality internal and external reports;
17. Undertake other activities deemed necessary by the line manager.
REQUIREMENTS
  • At least a First Degree in relevant discipline (wildlife (fauna) conservation) or an equivalent field and educational experience;
• A minimum of 5 years practical experience in wildlife (fauna) conservation preferably in Central Africa with experience of working with an international non-governmental organization (NGO) or an inter-governmental organization (IGO); experience in wildlife law enforcement and capacity building are advantageous;
• Strong research and analytical skills, and an ability to articulate complex issues clearly;
• Relevant and proven experience in project cycle management (i.e. coordinating large projects, including overseeing consultants and managing project budgets and reporting);
• Good fundraising skills and proven record in fundraising
• Strong presentation and communication skills with fluency in spoken and written English and French;
• Good working knowledge of political and policy making processes within Central Africa.
• Excellent interpersonal skills; and,
• Willingness to travel frequently
