BACKGROUND
The Protected Areas Regional Communications Network Manager is responsible for the overall co-ordination of GPAP’s engagement with IUCN’s regional offices, and for developing and implementing GPAP’s global communication strategy. Based in the Asia Regional Office, the incumbent will maintain an awareness of the priorities in all of IUCN’s regional programmes, and the potential for alignment and synergy with the GPAP priorities, while working closely with the regional coordinators, regional staff involved with protected area initiatives, and with World Commission on Protected Areas (WCPA) Regional Vice Chairs to develop and implement joint activities. As a team member in the Asia Regional Protected Area Programme, the incumbent will develop specific initiatives that reflect that region’s niche and priorities.

In close collaboration with the Director of GPAP and the programmatic leads within the Biodiversity Conservation Group, and supported by the GPAP Communications Officer and Global Communications team based in Gland, the Protected Areas Regional Communications Network Manager will lead implementation of GPAP’s communication strategy. This includes internal and external communications, the enhancement of awareness and understanding of the role of protected areas in delivering IUCN’s mission, the development of key communications approaches and tools, including standards, brands, and products such as ProtectedPlanet.

DELIVERABLES

1. Management of a regional coordination strategy involving all of IUCN’s regional offices and their respective WCPA Regional Vice-Chairs that integrates GPAP priorities with regional priorities and delivers jointly planned and executed initiatives.

2. Collaboration with the host regional office to develop and implement a specific shared regional protected area initiative consistent with the GPAP priorities and the regional opportunities and capacity.

3. Design and maintenance of a Communication Strategy for the Global Protected Areas Programme in conjunction with IUCN’s Global and Regional Communications teams.

4. Management of an integrated communications programme, including internal and external communications for raising awareness, influencing policy, and facilitating learning and information exchange for effective implementation of GPAP.
JOB DESCRIPTION
1. Regional Coordination Strategy
The renewed mandate of the GPAP includes responsibility for the wide network of staff across IUCN’s regional offices who are involved in initiatives dealing with protected areas. It is the responsibility of the incumbent to identify and maintain this network of professionals, together with the WCPA Regional Vice-Chairs at a regional and global scale and to promote alignment, synergy and cooperation among the regional and GPAP priorities. Consistent with IUCN’s One Programme Approach, the incumbent will maintain current awareness of the full scope and variety of activities being undertaken in IUCN regions involving protected areas, and monitor their progress as a component of the overall IUCN Programme. Opportunities to learn through exchange of knowledge and experiences will be a cornerstone of this approach, and so the incumbent will be in a position to identify important initiatives and people and draw them into the broader communication strategy (see below). As the portfolio develops, the incumbent will work closely with the regional offices to develop new, closely aligned initiatives that bring together the strength of a global programme and regional perspectives.

2. GPAP Communications Strategy
In conjunction with the Global Communications team and regional personnel responsible for communication about PAs, develop a five-year communications strategy, including key messages and approaches for specific audiences, a broad mix of effective communication tools, the development of GPAP-branded products and standards, including print and online publications and web-based platforms, management of GPAP online media and public relations, and GPAP involvement in the communications opportunities provided by major IUCN events including the World Conservation Congress, World Parks Congress and opportunities associated with the multilateral environmental agreements. The latter may include involvement in determining and communicating policy positions on relevant topics.

3. Implement GPAP Communications Strategy
Take responsibility for funding, coordinating and managing the implementation of the communication strategy, effectively interfacing with programmes and projects that make up the Global Protected Areas Programme. These activities include:
• The development of brochures and other media describing the GPAP for internal and external audiences;
• The re-development of authoritative guidance in the form of revitalized publications series;
• The development of the ProtectedPlanet platform, including brand management, partnership management, content management, and promotion;
• The development and promotion of PA “standards” including the definition of PAs, the categories systems, management effectiveness and certification standards, and the roll out of the latter in a new branded product (the Green List);
• Relationship management with key partners regarding communications;
• Focal point for WCPA communications, including web portal, newsletter;
• Coordination of communications for policy related events and opportunities;
• Direct involvement in communications for IUCN’s major international events, including the World Conservation Congress and the World Parks Congress.
REQUIREMENTS
  • A degree qualification in communications, languages. Qualifications in nature conservation related disciplines will be an advantage.

• Fully fluent in written and spoken English, with a flair for writing. French and Spanish fluency are desirable, and fluency in all IUCN official languages will be a plus for the incumbent.

• Demonstrated experience in managing communication campaigns.

• Demonstrated experience in managing production of publications.

• Skills and knowledge in online media.

• Project development and fundraising skills and experience, particularly on developing large project proposals and fundraising campaigns.

• Proven ability to operate within a results-based management framework.

• Demonstrated coordination, organizational and networking skills.

• Excellent team player and demonstrated ability to work in multi-institutional and multi-cultural environments.

• Ability to work under stress including producing and delivering high quality products under tight deadlines.

• Good knowledge of IUCN, its work and that of its Commissions, partners and networks will be an advantage for the incumbent.

• Willingness to travel extensively as required in particular for managing international events.
SALARY
The minimum gross annual salary for this position is USD 43'196. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
