BACKGROUND
Under the guidance of the Head of Human Resources, Asia and Oceania (HoHR), the Regional Human Resources Officer, Asia (RHRO) will maintain and support in enhancing IUCN Asia's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. The RHRO will also play a major role in the technical oversight of HR operations; facilitate building and retaining a competent, motivated and productive workforce and work towards the implementation of IUCN policies and global best practices across the region. Overall, the RHRO will provide both tactical and strategic support to the HoHR in ensuring the delivery of HR services across IUCN Asia Region.
JOB DESCRIPTION
KEY RESPONSIBILITIES
The key responsibilities of the RHRO are to:
• Coordinate efficient and effective people operations across Asia by providing technical oversight of related activities
• Facilitate the development of a highly motivated and competent team of HR Business Partners (HRBPs)
• Manage the Human Resources Management System (HRMS) and other HR-related systems and tools in Asia
• Support policy development and compliance
• Standardize HR Services provided to the Country/Programme Offices
• Serve as the primary liaison between Country HRBPs/Focal Points and the HoHR

DUTIES
Coordinate efficient and effective people operations across Asia
• Ensure compliance with IUCN policies and procedures and international best practices with respect to all components of people management;
• Coordinate and monitor the implementation of global HR initiatives as agreed with the HoHR and accomplish special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; expediting fulfillment; evaluating milestones and accomplishments; evaluating optional courses of action; changing assumptions and direction;
• Ensure acquisition, retention and development of talent for IUCN in Asia, focusing on ‘right fit ‘candidates through the development and/implementation of flexible staffing and talent acquisition plans which anticipate and respond to the changing needs of offices;
• Support the HoHR in implementing a competitive and equitable compensation strategy in IUCN Asia;
• Supervise and facilitate staff-related budgets and headcounts for the Asia Region;
• Monitor the management of approved budgets and headcounts for the region as part of management decision support system;
• Support the HoHR in the development and implementation of regional capacity building and career development programmes based on organizational and people needs in the region while ensuring financial viability;
• Advise line managers and assist with conflict management/resolution and grievance handling and termination procedure as required;
• Facilitate open communications on all matters that affect people and their employment;
• Undertake periodic reviews and recommend revisions of staff benefits and allowances in the Asia Region, in collaboration with HRBPs and in compliance with global standards;
• Serve as the Focal Point for consultancy matters in the region and advice and guide HRBPs and contract managers on matters related to drafting and sign-off of consultancy agreements.

Facilitate the development of a highly motivated and competent team of HRBPs
• Support the HoHR in the management of the HR unit particularly in the supervision of specified areas of responsibility of unit staff and operating procedures with other units;
• Continuously develop the capacity and competencies of HRBPs in Asia (i.e., the Regional HR Unit Team, country-level HRBPs and focal points) and work towards planning and implementing related capacity development activities;
• Support the HoHR in organizational design and coordinate consultative processes with respect to management structures, design and classification of positions, workforce planning, and regional policies and procedures in the context of the programme goals and objectives of the IUCN Asia Region;
• Support the HoHR in the continuous development of an organizational identity, culture and ethos that supports the IUCN Code of Conduct and Professional Ethics for the Secretariat and IUCN’s Mission with an emphasis on equity, transparency, quality, continuous improvement, and high performance in the region;
• Develop and maintain close working relationships with other HRBPs both internally and externally to ensure best practices are learnt and shared;

Manage the Human Resources Management System (HRMS) and other HR-related systems and tools for IUCN Asia
• Manage and coordinate HRMS activities of IUCN in Asia to maximize the use of the system for management decision support;
• Continually make recommendations for process improvements and revisions, troubleshoot, and maintain all HR systems;
• Working in collaboration with the HRMS Senior Software Engineer in HQ, provide support for HRMS including, but not limited to, researching and resolving HRMS problems or process flaws; perform scheduled activities; recommend solutions or alternate methods to meet requirements;
• Ensure data integrity of the HRMS and facilitate data analytics and reporting requirements in collaboration with HRBPs in the region;
• Train staff and new system users on processes and functionality;
• Assist in the review, testing and implementation of HRMS system upgrades or patches;
• Manage, maintain and develop (if necessary) independent system tools for generating and reporting HR data as required;
• Manage and administer the HR document server in ARO.

Support policy development and compliance
• Coordinate, consolidate and contribute to input from the region for the development or revision of global Human Resource initiatives, policies, procedures and practices and assist in their adaptation for the Asia Region as required;
• Assist the HoHR in ensuring that policies, procedures and Conditions of Services in the region are aligned with the global IUCN policies and strategies and comply with any regulations applicable to IUCN in accordance with the respective local labor laws and/or Host Country Agreements in various locations across the region;
• Monitor HR services and compliance with policies and procedures in the region on a regular basis and participate/undertake periodic HR audits as may be required by the HoHR.

Standardize HR Services provided to Groups and Country/Programme Offices including the Asia Regional Office (ARO) and the Thailand Programme
• Provide HR technical support and guidance to staff to ensure:
- Implementation of and compliance with IUCN policies and procedures and best practice with respect to all components of the HR management cycle
- Effective and efficient provision of human resources services
- Processes and quality of service are standardized across the region
• Oversee talent acquisition processes for senior regional management positions, other key positions and expatriates as specified by the HoHR;
• Supervise the ARO HR Manager and Regional Talent Officer and develop the learning and development function in Asia; support the HoHR in establishing and implementing staff professional development strategies and initiatives for the region;
• Supervise contract review, sign-off and management of positions in the region; provide recommendations to the HoHR on any issues that need to be resolved;
• Manage the contracting of individual consultancy services, interns, JPOs, and other members of staff both at regional and country levels;
• Continuously review social benefits, insurances and other related allowances of staff in the Asia Region in collaboration with the Global Human Resources Management Group;
• Conduct surveys on staff engagement and performance as and when necessary.

Serve as the primary liaison between HRBPs and the Head of HR, Asia and Oceania
• Identify HR-related issues across the region which expose IUCN Asia to potential risks (e.g., DoA violations, labor law, performance and conduct, employee relations, etc.) and provide the HoHR with appropriate resolutions;
• Generate people metrics and reports as and when required, including sound analysis of challenges, trends and recommendations to enable sound decision making;
• Contribute to matters related to organizational management and staff development in the region.

Other tasks
• Represent IUCN internally and externally with regard to the people function in the region to learn and share best practices as required by the HoHR;
• Deputize the HoHR as and when required;
• Perform other tasks as may be assigned.
REQUIREMENTS
  • Advanced University Degree in Human Resources Management, Public Administration or other social sciences. A first-level university degree in a relevant field of study coupled by certification and additional experience may be accepted in lieu of the Master’s Degree requirement

• At least 5 years of progressive HR experience, preferably with 2 years of which at Generalist level

• Previous international HR experience a distinct advantage

• Demonstrated knowledge of all aspects of international human resources management

• Good project management skills, including financial management and budgeting

• Sound experience with HR Management Systems, HCM tools, ERP and reporting

• Knowledge of HR analytics a distinct advantage

• Experience in handling a cross-cultural, cross-boundary workforce in a multi-cultural and multi-disciplinary setting

• Excellent planning and organization competencies, analytical, interpersonal, negotiation and team building skills

• Ability to work under pressure and deal tactfully with sensitive issues

• Willingness to maintain a balance between the operational demands and the strategic aspects of the post

• Excellent command of English (written and verbal), as well as strong presentation skills

• Proficient in the use of office applications and web-based management systems

• Ability to travel as and when required
