BACKGROUND
IUCN Regional Office for Eastern Europe and Central Asia (ECARO) is seeking to recruit an experienced and enthusiastic candidate to join the IUCN ECARO team as Species Conservation Officer.
SOS - Save Our Species is an IUCN initiative intended to be a long-term global programme to improve the conservation status of globally threatened species, their habitats and the people depending on them. It provides grants for conservation of globally threatened species. By strategically focusing on species conservation priorities identified by the IUCN Species Survival Commission (SSC) and by providing rapid action funding that can be mobilized quickly during crises, SOS provides critically-needed resources where and when they matter most.
The primary tasks of the Species Conservation Officer will be to develop and manage a grant programme for species conservation under the SOS Central Asia project. Other tasks will include priority setting for species conservation, donor and partner relationship, and liaison with IUCN Programmes, Members, Commissions, and partners.
The successful candidate will work in close cooperation with the IUCN ECARO Director and the IUCN Species Conservation Grants Coordinator, and will be responsible for the management of the SOS Central Asia project under the Programme Area Valuing and Conserving Nature in Eastern Europe and Central Asia.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES

• Coordinate and oversee the implementation of the IUCN SOS Central Asia project
• Liaise with the IUCN SOS Secretariat, Members, and partners in coordinating regional components of the SOS programme
• Support the development and implementation of the IUCN Conservation portfolio in Eastern Europe and Central Asia
• Support fundraising efforts for species conservation, in particular those targeting donors active in Eastern Europe and Central Asia
• Liaise with CMS’s Central Asian Mammals Initiative

SPECIFIC DUTIES

• Coordinate the implementation of the IUCN SOS project in Central Asia
• Support the development of operational guidelines and set up the SOS Central Asia grant programme in line with the IUCN SOS Programme standard and principles and in coordination with the IUCN ECARO Director and the IUCN Species Conservation Grants Coordinator
• Assist in reviewing applications received by the SOS Secretariat
• Help identify experts to participate in the SOS Central Asia Advisory Board
• Review progress and final reports submitted by grantees and prepare project evaluation reports
• Organise and conduct project monitoring missions and prepare mission reports
• Support the organisational development and capacity building of SOS Central Asia beneficiaries
• Ensure timely and quality communication of the IUCN SOS Central Asia project through IUCN’s regional and global communications channels
• Assist in identifying partnership opportunities and project development in Eastern Europe and Central Asia
• In consultation with the ECARO Director and the Species Conservation Grants Coordinator, help identify opportunities and funding sources for the continuation of the SOS Central Asia programme

SALARY

The gross annual salary for this position is 28.800 EUR subject to deductions for social security contributions and health insurance, and before tax.
REQUIREMENTS
  • BSc degree (or higher) in environmental sciences

• Minimum of 5 years of experience in the field of species conservation, preferably involving on-the-ground conservation activities

• Experience in grant making or project monitoring initiatives

• Strong project management skills at multiple levels including planning, implementation, reporting, and monitoring

• Proven ability to work with multi-disciplinary groups, including governments, expert and civil society

• Capacity to work effectively under time pressure and extended hours, if required and pre-approved by the ECARO Director

• Willingness to travel within the region, sometimes at short notice

• Excellent command of English and other language spoken in the region

• Computer literacy in MS Office packages

• Excellent organizational and networking skills
