BACKGROUND
JOB DESCRIPTION
RESPONSIBILITY

Assist the Program Manager in managing the programme implementation to a high standard, supporting the development of the projects locally and regionally and embedding it within Regional Water and Climate Change Programme.
Reports directly to the Water and Climate Change Programme Manager, while interfacing with other programme managers, project coordinators, finance, admin and communications staff of ROWA.
The Projects Officer is responsible for providing administrative and technical support to the Line Manager.
The Projects Officer is based in Amman and will be required to travel to project sites and other locations at least 30% of the time.

SPECIFIC TASKS
1. Conceptual and technical duties
• Support Programme Manager to in drafting conceptual and methodological guidance to projects that are implemented as part of the IUCN Regional Water and Climate Change Programme;
• Contribute to the development of and support the implementation of sustainable natural resource management projects within the Regional Water and Climate Change Programme;

2. Establish and maintain sound and productive working relationships with stakeholders at different levels including end users, CBOs, Private sector, NGOs and government bodies:
• Strengthen the partnership spirit within the programme stakeholders in different governmental and non-governmental bodies.
• Assist in the establishment and management of the regional, national and local networks.
• Follow up on projects implementations with stakeholder in the field according to the work plans and ensure timely reporting

3. Assists Programme Manager in developing projects’ plans, methodology and guidelines that ensure that the field level interventions are planned and executed effectively and efficiently via a sustainable and replicable model.

• Assists in identifying and building the capacity of Stakeholders on relevant fields.
• Ensure Field-based activities are efficiently and effectively implemented in accordance with agreed project plans, with the full participation of all project stakeholders.
• Assists in meeting contractual obligations to the donors

4. Support Programme Manager with the implementation of the pilot projects in accordance with IUCN’s standards and in accordance with donor requirements.
• Assists in developing guidelines and internalizing them among stakeholders to test the feasibility of identified solutions and to demonstrate their implementation.
• Follow up the implementation of the pilot projects activities in the field.
• Accordingly, assists Programme Manager in preparing the pilot projects work plans, budgets and technical progress reports
• Monitor the work of the sub-contractor; ensuring deliverables are received on time.
• Assists Programme Manager in Identifying new opportunities: projects, partners, approaches, and donors.
• Assists in Developing concept papers and proposals.
• Produce contracts for consultants and review financial/technical reports

5. Contribution to IUCN ROWA strategic programme.
• Represent IUCN and network with other organizations on behalf of IUCN;

• Performing any other duties as requested by the line manager.

REQUIREMENTS
• Minimum of Bachelor degree in Integrated Water Resource Management or related field.
• 3 years of experience in water management and climate change projects
• Fluency in both English and Arabic
• Strong knowledge of water and climate change related issues and their linkage with livelihoods issues
• Strong report writing skills

The above job description contains the main duties and responsibilities for this position. However, in a relatively small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
