BACKGROUND
JOB DESCRIPTION
RESPONSIBILITY
Assist the Programme Manager in managing the programme implementation to a high standard, supporting the implementation of the projects in Lebanon and embedding it within Regional Marine Programme.

The Project Assistant is responsible for the implementation and -follow up of all community based activities of the Marine projects in Lebanon, as well as facilitating the stakeholder processes at all levels with all relevant institutions and to coordinate community participation activities at the community level in project areas as necessary.

The Project Assistant is responsible for the preparation of work-plans, budgets and progress reports, ensuring quality, deadlines and submission to the donors through the Line Manager.

The Project Assistant reports directly to the Marine Programme Manager, while interfacing with other programme managers, project coordinators, finance, HR, admin and communications staff of ROWA.

The assistant is based in Beirut, Lebanon and will be required to travel to other locations at least 30% of the time

SPECIFIC TASKS
1. Establish and maintain sound and productive working relationships with stakeholders including fishermen, Syndicate, Private sector, NGOs and government bodies:
• Strengthen the partnership spirit within the project stakeholders in different governmental and non-governmental bodies.
• Assist in the establishment and management of the stakeholders platforms of the project.
• Ensure that each stakeholder fulfill their responsibilities in the field according to the work plans.

2. Monitor and evaluate progress of field implementation plans and accordingly adjust program activities for maximum impact
• Coordinate and assist in the planning, implementation and monitoring of the project activities.
• Coordinate between the local communities, project partnership staff, Municipalities, local Government Agents and all other stakeholders.
• Assist the Programme Manager in preparing the donor reports in addition to the other reports to the partners & IUCN ROWA.
• Keep a written progress profile for each site where the project has activities or is planning to start them.

3. Coordinate capacity building efforts
• Assist in the design and implementation of workshops with the local stakeholders. Assist in design, prepare and document training materials and help conduct training sessions for the project to meet identified training needs, act as a training resource for the project.
• Assist the community in developing and build awareness of new concepts on developmental issues, which help in achieving the project goals.

4. Together with the core team and senior staff of partners, develop project plans, methodology and guidelines to ensure that the field level interventions are planned and executed effectively and efficiently via a sustainable and replicable model
• Develop a strategy for identifying and building the capacity of Stakeholders to address Marine issues
• Together with the programme manager and project partners, develop pilot projects proposals in consultation and full participation of Stakeholders.

5. Other
• Assisting with day to day administration and financial tasks in coordination with ROWA finance and admin team.
• Develop and implement process documentation and dissemination plans in close consultation with the staff.
• Carry out financial, logistical and administration support.
• Ensure strong information flows between all interested parties concerned (within and outside the Partnership).
• Performing any other duties as requested by the line manager.



REQUIREMENTS
• At least 2 years of experience in environmental management projects or project management
• Strong Project management skills including planning, implementation, budgeting, and monitoring within a non-profit environment
• Ability to work with people from diverse cultures and different backgrounds.
• Strong knowledge of marine protected areas issues and their linkage with livelihoods issues
• Good knowledge and background on marine ecosystem management within the region
• Capacity for coordinating with different national governmental and governmental institutions as well as with donors
• Ability to work well under pressure and manage multiple deadlines.
• Strong report writing skills
• Good knowledge of IUCN, its mission and working requirements, previous experience preferred
• Sound knowledge of local community-based organizations and NGOs their institutional and technical issues
• Fluent in both English and Arabic, French is a plus.


The above job description contains the main duties and responsibilities for this position. However, in a relatively small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
