RESPONSIBILITY

Working under overall leadership and guidance of the of the program manager and supervision of the IUCN ROWA regional Director, the incumbent is expected to perform as Site Civil Engineer to provide technical, administrative and monitoring of the construction of a number of soil erosion prevention measures like Gabions, terraces, turning walls and check dame on the Ziqlab Dam Catchment in Irbid governorate. The site engineer will ensure that the construction works are done according to the civil plans, structural designs and drawings in full compliance with the GIZ and JVA Codes using high-quality construction materials as indicated in the construction proposal and completed and handed over to the JVA within the stipulated timeframe.

I – Key Responsibilities
• Act as the main Technical Adviser and supervise the works of the Labors, Technicians, Craftsmen, Masons, and other related workers.
• Manage, monitor, interpret and explain the building plan, drawing and design documents supplied by the designing company.
• Ensure that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained.
• Day-to-day management of the site, including supervising and monitoring the site labor force and the work of any subcontractors
• Manage and follow up the procurement process for the construction materials and ensure that it is fully aligned with GIZ and IUCN procurement policy.
• Attending regular meetings with program manager in IUCN ROWA office to ensure the pace of work progress.
• Survey the construction site and ensure that construction activities are carried out within demarcated land boundary and protect the site from external encroachment.
• Ensure that all materials used and works performed are in accordance with the specifications indicated in the contract document.
• Review and agree on the quantity, quality and cost of the materials used for construction of the building by the Contractor.
• Ensure that the works timely progress in order to meet agreed deadlines.
• Oversee quality control, health and safety matters of workers on the construction site.
• Prepare various narratives, technical and financial reports as required.
• Resolve any unforeseen technical difficulties and other problems that may arise in the process of the work in consultation with the program manager.

II. Reporting:
• Monthly Progress report of the work to the program manager. Submit Periodical Progress Report to the program manager reflecting the progress of the construction works carried out.

III. Working Condition:
• The incumbent will need to supervise the construction works in the Ziglab Dam Catchment in Irbid governorate on a daily basis and maintain regular activity record.
• IUCN will officially introduce the Project Officer to GIZ, JVA and ACTED.
• IUCN will ensure access of the Project Officer to the Construction site.


IV. Qualification and Experience
• Minimum BSc in Civil Engineering
• At least 5 years practical working experience in civil construction.
• Experience in civil construction work related to the hydrology and wadi drainage systems will be treated as an added advantage.
• Fluency in both English and Arabic
